About measures for creating favorable conditions for recovery and development of the sphere of tourism in the Republic of Uzbekistan

For the purpose of decrease in negative impact of koronavirusny pandemic on tourism, and also directly related industries by their support, the fastest recovery of the sphere of tourism proceeding from improvement of sanitary and epidemiologic situation in the country, including ensuring realization of the priority tasks provided by the Law of the Republic of Uzbekistan "About tourism", the Presidential decree of the Republic of Uzbekistan of August 13, 2019 No. UP-5781 "About Measures for Further Development of the Sphere of Tourism in the Republic of Uzbekistan", the resolution of the President of the Republic of Uzbekistan of June 19, 2020 No. PP-4755 "About additional measures for development of the sphere of tourism in case of strict observance of requirements of the strengthened mode of sanitary and epidemiologic safety" the DECIDES: Cabinet of Ministers

1. Approve:

Regulations on procedure for certification of tourist services and classification of objects of the tourist industry according to appendix No. 2 *;

Regulations on procedure for rendering services of tour operators and travel agents according to appendix No. 3 *;

Regulations on procedure for rendering services in placement in the territory of the Republic of Uzbekistan according to appendix No. 4 *;

Regulations on procedure for the organization of activities of hostels in the Republic of Uzbekistan according to appendix No. 5 *;

Regulations on procedure for assignment for compensation of costs on the organization of charter flights from foreign countries to the Republic of Uzbekistan according to appendix No. 6 *;

Regulations on procedure for selection of subjects of the sphere of tourism for participation with new types of service and products in the international tourist fairs and exhibitions according to appendix No. 7 *;

Regulations on procedure for assignment to descents of citizens of the status "Tourist махалля", "Tourist kishlak" or "The tourist aul" according to appendix No. 8 *;

Regulations on procedure for retraining and advanced training of specialists in the field of tourism according to appendix No. 10 *;

Regulations on provision of grants, rendering compensation and financial aid to subjects of entrepreneurship, and also institutional support of non-state non-profit organizations - partners of the Ministry of tourism and cultural heritage of the Republic of Uzbekistan according to appendix No. 11 *;

Regulations on procedure for creation and establishing activities of tourist information centers according to appendix No. 12 *;

Regulations on the breastplate "Tourism of fidoyisa" according to appendix No. 13 *;

The description of the breastplate "Tourism of fidoyisa" and its certificate according to the appendices N№14 * and 15 *;

The list of the existing state assets in the field of tourism and the parcels of land occupied by them, not now in use, the means arriving from realization of which in the part distributed in the republican budget of the Republic of Uzbekistan go to off-budget fund of support of tourism, according to appendix No. 16 *;

The actions plan on decrease in negative impact of koronavirusny pandemic and the global crisis phenomena on the sphere of tourism of the country (further - the Actions plan) according to appendix No. 17 *;

The list of the innovative business ideas and startups recommended for realization in the field of tourism according to appendix No. 18*.

To provide to the state committee of the Republic of Uzbekistan on tourism development conducting permanent monitoring of accomplishment of the Actions plan by the interested ministries and departments, and also submission of information by results of monitoring following the results of every month to the 10th day of the next month in the Coordination council on tourism development created by the resolution of the President of the Republic of Uzbekistan of August 16, 2017 No. PP-3217 "About first-priority measures for development of the sphere of tourism for 2018-2019" (further - Coordination council).

2. Agree with the offer of the Ministry of tourism and cultural heritage and the Ministry of Internal Affairs of the Republic of Uzbekistan on implementation of the Unified register of provision in lease of housing which is property of physical persons based on the existing automated special electronic program.

Approve Regulations on procedure for maintaining the Unified register of housing provided in lease and carrying out its certification according to appendix No. 19*.

3. Determine that:

a) according to Regulations on procedure for licensing of tourist activities the following licensed requirements imposed to activities of tour operators and travel agents for the direction of outbound tourism become effective:

availability of the insurance policy confirming civil responsibility insurance of tour operators - since August 1, 2021;

entering into reserve of Fund of safe tourism under the Ministry of tourism and cultural heritage of tourism development of means in the amount of equivalent of 15 thousand dollars of the USA - since August 1, 2024;

b) The state unitary enterprise "Service Center of Tourists" under the Ministry of tourism and cultural heritage of the Republic of Uzbekistan (further - SUE Service Center of Tourists) coordinates activities of tourist information centers (further - the Center) and performs the following tasks:

coordination by means of system of the Center of activities of the centers created by other initiators and performing activities in the corresponding territories;

rendering the necessary methodical and practical assistance to all centers, providing them with required information and propaganda materials;

maintaining register of the centers and implementation of monitoring;

development of offers on permission of the available problems in activities of the centers;

c) To the centers created SUE Service Center of Tourists in the Republic of Karakalpakstan, areas and Tashkent objects of state-owned property, including the buildings and the parcels of land belonging to legal entities whose state share constitutes 50 and more percent are gratuitously provided in permanent use;

d) the place of creation of the Center is determined in coordination with the Ministry of tourism and cultural heritage of the Republic of Uzbekistan;

e) The ministry of tourism and cultural heritage of the Republic of Uzbekistan is granted the right of free use of the areas allocated for creation of the Center at the airports, railway stations, and also the bus stations which are state-owned property, including belonging to legal entities in whose authorized fund the state share constitutes 50 and more percent;

e) by request of the Ministry of tourism and cultural heritage of the Republic of Uzbekistan the state unitary enterprise "Davlat of Belgisa" provides production in accordance with the established procedure of the breastplate "Tourism of fidoyisa" and its certificate;
