About the Government budget of Ukraine for 2024

Article 1. Determine for 2024:

income of the government budget of Ukraine in the amount of 1.768.451.156, 3 thousand hryvnias, including income of the general fund of the Government budget of Ukraine-in to the amount of 1.596.619.758, 3 thousand hryvnias and the income of special fund of the Government budget of Ukraine-in to the amount of 171.831.398 thousand hryvnias, according to appendix No. 1 to this Law;

expenses of the government budget of Ukraine in the amount of 3.309.047.585, 4 thousand hryvnias, including expenses of the general fund of the Government budget of Ukraine-in to the amount of 3.108.221.939, 5 thousand hryvnias and expenses of special fund of the Government budget of Ukraine-in to the amount of 200.825.645, 9 thousand hryvnias;

return of the credits to the Government budget of Ukraine in the amount of 15.094.133, 2 thousand hryvnias, including return of the credits to the general fund of the Government budget of Ukraine-in to the amount of 14.837.104, 9 thousand hryvnias and return of the credits to special fund of the government budget of Ukraine-in to the amount of 257.028, 3 thousand hryvnias;

loan granting from the Government budget of Ukraine in the amount of 45.984.562, 1 thousand hryvnias, including loan granting from the general fund of the Government budget of Ukraine-in to the amount of 12.328.320, 6 thousand hryvnias and loan granting from special fund of the Government budget of Ukraine-in to the amount of 33.656.241, 5 thousand hryvnias;

limiting amount of central government budget deficit of Ukraine in the amount of 1.571.486.858 thousand hryvnias, including limiting amount of deficit of the general fund of the Government budget of Ukraine-in to the amount of 1.509.093.396, 9 thousand hryvnias and limiting amount of deficit of special fund of the Government budget of Ukraine-in to the amount of 62.393.461, 1 thousand hryvnias, according to appendix No. 2 to this Law;

turnover balance of the government budget of Ukraine at the rate to 2 percent of the expenses of the general fund of the Government budget of Ukraine determined by this Article.

Article 2. Approve budget settings to the main managers of means of the Government budget of Ukraine for 2024 by executives in charge according to the budget programs, expense allocation on ensuring implementation of justice by local, Appeal Courts and functioning of bodies and organizations of justice system according to appendices No. 3, No. 4 and No. 7 to this Law.

Article 3. Approve for 2024 the interbudget transfers according to appendices No. 5 and No. 6 to this Law.

Article 4. Approve the list of the loans (loans) attracted by the state in special fund of the Government budget of Ukraine in 2024 from foreign states, foreign financial institutions and international financial institutions for implementation of investment projects according to appendix No. 8 to this Law.

Permit the Ministry of Finance of Ukraine based on the decision of the Cabinet of Ministers of Ukraine approved with Committee of the Verkhovna Rada of Ukraine concerning the budget make changes to list of special fund of the government budget of Ukraine for the purpose of reflection of the expected receipts in 2024 of the loans (loans) attracted by the state from foreign states, foreign financial institutions and international financial institutions for implementation of investment projects, and expenses according to the appropriate budget programs with adjustment of the corresponding indicators of financing, expenses and crediting, the limiting amounts of central government budget deficit and public debt determined by this Law and also expense reallocation of the budget and loan granting from the budget between such budget programs of the main managers of means of the Government budget within the total amount of attraction of such credits (loans) approved in appendix No. 8 to this Law.

Article 5. Determine for limiting December 31, 2024 amount of public debt in the amount of 7.460.097.116, 3 thousand hryvnias and limiting amount of the debt guaranteed by the state in the amount of 451.393.619, 3 thousand hryvnias.

Article 6. Determine that in 2024 the state guarantees can be provided:

1) according to the decision of the Cabinet of Ministers of Ukraine in amount to 47.898.592, 7 thousand hryvnias:

a) for ensuring partial accomplishment of debt obligations of subjects of resident managing of Ukraine on the credits (loans) attracted to financing of investment projects;

b) for ensuring partial accomplishment of debt obligations on portfolio of the loans of the creditor banks granted to subjects of managing of microentrepreneurship, small and/or average resident entrepreneurship of Ukraine;

c) for ensuring accomplishment of debt obligations of subjects of managing - residents of Ukraine on the loans (loans) attracted for financing of the programs connected with increase in defense capability and safety of the state (in amount to 30.000.000 thousand hryvnias).

The programs connected with increase in defense capability and safety of the state affirm the Cabinet of Ministers of Ukraine before provision of the state guarantees.

Subjects of managing on which the decision on provision of the state guarantees for financing of the programs connected with increase in defense capability and safety of the state for the decision of the Cabinet of Ministers of Ukraine is made can be exempted from the obligation to provide property or other ensuring obligation fulfillment and to bring payment for their obtaining in the government budget;

d) for ensuring accomplishment of debt obligations of the subject of managing of the public sector of economy performing activities in the sphere of transmission of electricity in Ukraine before credit institute for recovery (KfW) for project implementation "Increase in efficiency of transmission of electricity (integration of the Ukrainian OES into the European integrated power system) in IV" (in amount to 1.348.635, 2 thousand hryvnias).

The procedure and conditions of provision of the state guarantees specified in subitems "and" - "in" Item 1 of this Article, are established by the Cabinet of Ministers of Ukraine;

2) based on international treaties of Ukraine in amount to 38.677.881, 6 thousand hryvnias:

a) for financing of the investment, innovative, infrastructure and other projects of development having strategic importance and which realization will promote development of national economy, the projects directed to increase in energy efficiency and strengthening of competitive advantages of the Ukrainian companies;

b) for ensuring accomplishment of debt obligations of subjects of managing of public sector of economy which 100 percent of shares belong to the state, on the loans (loans) attracted for the purpose of maintenance of their liquidity and stability of work. The relevant international agreements of Ukraine can include, in particular, regulations on refusal of sovereign immunity of Ukraine in possible disputes on such obligations and do not require ratification by the Verkhovna Rada of Ukraine.

Article 7. Establish since January 1, 2024 subsistence minimum on one person per month in the amount of 2920 hryvnias, and for the main social and demographic national groups:

children aged up to 6 years-2563 of hryvnia;

children aged from 6 up to 18 years-3196 of hryvnias;

able-bodied persons-3028 of hryvnias;

able-bodied persons which is applied to determination of the basic size of official pay rate of the judge, - 2102 hryvnias;

able-bodied persons which is applied to determination of official pay rates of employees of other state bodies which compensation is regulated by special laws, and also employees of tax and customs authorities, - 2102 hryvnias;

able-bodied persons which is applied to determination of official pay rate of the prosecutor of district prosecutor's office, - 1600 hryvnias;

persons which lost working capacity - 2361 hryvnias.

Article 8. Establish minimum wage since January 1, 2024:

in monthly size: since January-7100 1 hryvnias, since April-8000 1 hryvnias;

in hourly size: since January 1 - 42, the 6th hryvnias, since April 1 - 48 hryvnias.

Determine the size of minimum wage which is applied as settlement size to calculation of payments for the judgments, at the level of 1600 hryvnias.
