About standard requirements to arrangement and hardware of the elements of customs infrastructure located in places of movement of goods through customs border of the Eurasian Economic Union, system of search and identification of explosive and narcotic substances

For the purpose of realization of Item 3 of Article 353 of the Customs code of the Eurasian Economic Union the Board of the Eurasian economic commission solved:

1. Approve the enclosed standard requirements to arrangement and hardware of the elements of customs infrastructure located in places of movement of goods through customs border of the Eurasian Economic Union, system of search and identification of explosive and narcotic substances.

2. This Decision becomes effective after 6 months from the date of its official publication.

Standard requirements to arrangement and hardware of the elements of customs infrastructure located in places of movement of goods through customs border of the Eurasian Economic Union, system of search and identification of explosive and narcotic substances

I. General provisions

1. These standard requirements determine requirements to arrangement and hardware of again under construction or reconstructed buildings, constructions, rooms, the open areas equipped with technical means of customs control, engineering, information, telecommunication systems and means of their providing (elements of customs infrastructure) located in places of movement of goods through customs border of the Eurasian Economic Union (further - the Union), system of search and identification of explosive and narcotic substances (drugs and psychotropic substances).

2. The elements of customs infrastructure located in places of movement of goods through customs border of the Union are equipped and technically equipped taking into account the features of their functional purpose connected with ensuring activities of customs authorities, system of search and identification of explosive and narcotic substances which consists of the following types of the equipment:

a) the stationary radiographic scanner for detection of concealments in body;

b) the figurative technical tool of detection and identification of explosive and narcotic substances on the basis of spectrometry of ionic mobility;

c) the figurative technical tool of identification of explosive and narcotic substances on the basis of the Raman spectrometry;

d) the stationary technical tool of identification of explosive and narcotic substances on the basis of spectrometry of ionic mobility by sampling method.

II. The stationary radiographic scanner for detection of concealments in body

3. The stationary radiographic scanner for detection of concealments in body (further in this Section - the equipment) is intended for survey (examination) of persons for the purpose of detection of objects from organic and inorganic substances in body, in clothes and footwear, determinations of their form and arrangement.

4. Parameters of the equipment are:

a) scanning time no more than 10 sec.;

b) the individual effective dose of radiation for one scanning is established according to the legislation of state member of the Union (further - state member);

c) detection and localization of the location of the materials of any types swallowed or hidden in natural cavities of body - explosives, narcotic substances in containers;

d) size of the field of scanning:

on height - at least 1900 mm, on width - at least 650 mm;

e) availability of two additional modes of scanning: receipt of projection of area of thorax and stomach of the scanned body;

e) resolution:

for high-contrast materials (metals) - mm 0,5 suffices;

for low contrast materials (explosives, narcotic substances) - at least 5 mm;

g) format of matrix of the image, at least 2400 x 880 pixels;

h) reproduction of fragments of the image in the mode of repeated increase;

i) mode of repeated viewing of the previous images;

j) availability of function of display of date and time of scanning of each object of control, introduction of passport data, including the image of the scanned document and person, introduction of data on the received individual dose of radiation which is saved up by person in the course of scanning;

k) possibility of connection to local area network;

l) availability of function of record and storage of the received images in digital form (format jpeg, tiff, rtf) with possibility of their subsequent reproduction and transfer to external consumers on local area network (in case of reservoir of the database of images of the equipment - at least 10 000 images);

m) scanning speed - at least 120 scannings an hour;

o) time of continuous work - at least 24 h;

o) power supply from the alternating current main with a frequency of 50 1 Hz and voltage of 220 V of 10%;

p) power consumption - no more than 3 kW;

c) availability of the light alarm system about inclusion of x-ray emission;

r) availability of the blocking providing switching off of x-ray emission in case of violation of integrity of the filter;

s) compliance to the requirements to ensuring radiation safety established according to the legislation of state member;

t) inability to cause failures and failures of other equipment located in places of movement of goods through customs border of the Union;

x) lack of negative impact on work of stimulators of warm activities;

v) the working range of temperatures of the equipment from + 5 °C to + 40 °C and relative humidity of air to 90% at temperature of 25 °C;

w) service life - at least 6 years.

III. The figurative technical tool of detection and identification of explosive and narcotic substances on the basis of spectrometry of ionic mobility

5. The figurative technical tool of detection and identification of explosive and narcotic substances on the basis of spectrometry of ionic mobility (further in this Section - the equipment) is intended for detection and identification of explosives and narcotic substances in air and on different surfaces in case of survey (examination) of persons, personal belongings, baggage, loads and vehicles.

6. Parameters of the equipment are:

a) work in two modes:

detecting of vapors of explosives and narcotic substances as a part of air;

detecting of solid particles of explosives and narcotic substances by their evaporation from special napkin (or aluminum foil) in the heater of the equipment;

b) bipolar spectrometry of ionic mobility of molecules in the gas circle with atmospheric pressure;

c) application as ionization source - the pulse ionic category or radioactive source of beta radiation;

d) time of establishment of operating mode - no more than 15 min.;

e) time of detection and identification of substances - no more than 5 sec.;
