1. Approve the Procedure for use of system of double corridor at check points through customs border of the Republic of Tajikistan it (is applied).

2. To Customs Service under the Government of the Republic of Tajikistan together with other ministries and departments to take necessary measures for realization of this Procedure.

Procedure for use of system of double corridor at check points through customs border of the Republic of Tajikistan

1. General provisions

1. The procedure for use of system of double corridor at check points through customs border of the Republic of Tajikistan (further - the Procedure) determines rules of use of system of double corridor at check points through customs border of the Republic of Tajikistan procedure for use of this system by physical persons for the purpose of making of customs clearance.

2. The following basic concepts are according to the procedure used:

- system of double corridor - the simplified system of customs control which gives the chance to physical persons when moving through customs border freely to choose between "green and red corridors";

- "Green channel" - specially designated place in places of movement of goods through customs border of the Republic of Tajikistan intended for movement through customs border in hand luggage and (or) the accompanied baggage of goods in written to form not of subjects to customs declaring;

- "Red channel" - specially designated place in places of movement of goods through customs border of the Republic of Tajikistan intended for movement through customs border in hand luggage and (or) the accompanied baggage of goods in written to form of subjects to customs declaring and also goods concerning which customs declaring at the request of physical person is performed;

- places of arrival on customs area and departure from this territory - the border customs posts, the airports open for the international messages (flights), railway stations (stations) located at check points through the state (customs) border of the Republic of Tajikistan where border and customs control, and also the omission of physical persons, vehicles and goods is exercised.

2. The requirements applied to system of double corridor in places of arrival on customs area and departure from this territory

3. For use of system of double corridor in places of arrival on customs area and departure from this territory, at least one "Green channel" and at least one "Red channel" is allocated. The total quantity of corridors is determined by customs authority, proceeding from amounts of passenger traffic and the available opportunities.

4. The direction of movement to each corridor and entrance to each corridor shall be accurately designated and distinguishable.

5. The entrance to "Green channel" is designated by special graphical symbol in the form of octagon of green color on white background and the texts executed in green color in the state, Russian and English languages "Doloni сабз", "Green channel" and "Green channel", "Moloi oh brand huts, ejlomiyanashavand" "The goods which are not subject to written declaring" and "Nothing to declare".

6. The entrance to "Red channel" is designated by special graphical symbol in the form of square of red color on white background and the texts executed in red color in the state, Russian and English languages "Doloni сурх", "Red channel" and "Red channel", "Moloi oh brand huts, ejlomiyashavand", "The goods which are subject to written declaring" and "Goods to declare".

7. Use for texts in addition to the state, Russian and English, any other language which application recognizes reasonable the customs authority performing the activities on border is allowed.

8. Places of entrance to "Green channel" and "Red channel" and places of exit from them are designated by lines of the corresponding flowers up to 50 centimeters wide. Distance between the lines designating places of entrance and the place of exit in (c) corridors, there shall be at least 2 meters.

9. "Green channel" and "Red channel" shall be located in the following places:

- in places of arrival on customs area (except the airports open for the international messages - after passing of border control;

- in places of departure from customs area (except the airports open for the international messages (flights) - before passing of border control.

10. At the airports open for the international messages (flights) "Green channel" and "Red channel" shall be located in the following places:

- in case of arrival on customs area - after the place of issue of baggage so that in case of the choice of corridor the physical person had in case of itself the accompanied baggage;

- in case of departure from customs area - to place of registration of passengers and checking in so that in case of the choice of corridor the physical person had in case of itself the accompanied baggage.

11. At the airports open for the international messages in case of departure from customs area the arrangement of "Green channel" and "Red channel" after place of registration of passengers and checking in in cases of creation in them of the conditions providing observance and timely identification of violations of the customs legislation concerning the goods moved in the accompanied luggage which is checked in to air carrier before carrying out customs control and persons who made such offenses is allowed.

12. "Green channel" and "Red channel" shall be divided by the method excluding observation of persons moving along other corridor.

13. The customs authority in places of arrival on customs area or departure from this territory shall organize the information zone allowing physical person to make conscious choice of the corresponding corridor for implementation of declaration of goods just before system of double corridor, moved with it through customs border.

14. In information zone there shall be brief information on basic provisions of the customs legislation concerning movement through customs border by physical persons of goods for private use, about procedure for use of system of double corridor, and also the warning of responsibility for violation of the customs legislation.
