Based on part two of article 11-1 of the Law of the Republic of Belarus of September 20, 2009 "About procedure for departure from the Republic of Belarus and entry into the Republic of Belarus of citizens of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 49-Z

1. Determine that approval of departure from the Republic of Belarus (except following in official journeys abroad) is performed in the following procedure:

1.1. heads of state bodies *, and also heads of the state organizations to whom the admission to the state secrets is provided, - officials who are granted the right to sign with them contracts (employment contracts) if other is not established by this resolution;

1.2. the government civil servants, and also the workers performing ensuring activities and maintenance of state bodies to which the admission to the state secrets is provided (further - workers) - heads of the relevant state bodies (their territorial authorities, structural divisions with the rights of the legal entity) or persons authorized by them ** if other is not established by this resolution;

1.5. vice-chairmen and deputies of the House of Representatives of National assembly of the Republic of Belarus - the President of Chamber of representatives of National assembly of the Republic of Belarus;

1.6. chairmen of Central Election Commission, National Statistical Committee, the Highest certifying commission, directors of the Belarusian institute of strategic researches, the National center of the legislation and legal information, and also the government civil servants and employees of the subordinate organizations determined by the Chief of Presidential Administration of the Republic of Belarus - the Chief of Presidential Administration of the Republic of Belarus;

1.7. the vice-chairman and judges of the Constitutional Court of the Republic of Belarus, the government civil servants and employees of the Secretariat of the Constitutional Court of the Republic of Belarus - the Chairman of the Constitutional Court of the Republic of Belarus;

1.8. vice-chairmen and judges of the Supreme Court of the Republic of Belarus, chairmen regional (The Minsk city) courts, economic courts of areas (Minsk) - Chairman of the Supreme Court of the Republic of Belarus;

1.9. deputy chairmen and judges regional (The Minsk city) courts, chairmen of district (city) courts, their deputies and judges of these courts - chairmen regional (Minsk city) courts;

1.10. deputy chairmen and judges of economic courts of areas (Minsk) - chairmen of economic courts of areas (Minsk);

1.11. deputy managers of cases of the President of the Republic of Belarus, the director of the department of humanitarian activities of Administration of the President of the Republic of Belarus and his deputies - Managing affairs of the President of the Republic of Belarus;

1.12. the secretary of Central Election Commission - the Chairman of Central Election Commission;

1.13. chairmen of the Gorispolkoms (the cities of regional subordination), district executive committees, heads of local administrations of areas in the cities, the government civil servants and employees of regional executive committees, the Minsk Gorispolkom - chairmen of regional executive committees, the Minsk Gorispolkom;

Approval of departure from the Republic of Belarus is performed based on the application submitted, as a rule, in 10 calendar days prior to date of departure in which the country (countries) planned (planned) to visit and (or) following by transit the purpose of visit, the address (addresses) of stay, contact information of the applicant are specified.

3. The decision on departure approval, refusal in such approval for the purpose of ensuring interests of homeland security is drawn up by the resolution.
