For the purpose of regulation of procedure for import to the Kyrgyz Republic of goods concerning which acts of bodies of the Eurasian Economic Union establish requirements about confirmation of purpose of goods according to Item 1 of article 8 of the Law of the Kyrgyz Republic "About state regulation of foreign trade activity", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve Regulations on procedure for confirmation of purpose of the goods imported on the territory of the Kyrgyz Republic according to appendix.

2. To the ministries and departments performing confirmation of purpose of goods to take necessary measures for implementation of this resolution.

3. Declare invalid the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About approval of the Regulations on administration of the goods imported on the territory of the Kyrgyz Republic for the purpose of implementation of measures, directed to increase in stability of economies of state members of the Eurasian Economic Union" of May 17, 2022 to No. 254.

4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This resolution becomes effective after ten days from the date of official publication.

Regulations on procedure for confirmation of purpose of the goods imported on the territory of the Kyrgyz Republic

Chapter 1. General provisions

1. This Provision establishes procedure for issue of confirmation of purpose of the goods imported on the territory of the Kyrgyz Republic concerning which submission of the customs declaration is followed by idea of target confirmation of the executive authority by authorized body of purpose of the imported goods established by acts of bodies of the Eurasian Economic Union.

2. This Provision includes the following concepts:

1) "tariff privilege" - the tariff privileges in the form of exemption of import customs duty or decrease in rate of import customs duty are applied to the goods imported (imported) on customs area of the Eurasian Economic Union;

2) "tariff quota" - the measure of regulation of import to customs area of the Union of separate types of the agricultural goods coming from the third countries, providing application of tiered rates of import customs duties of the Common customs tariff of the Eurasian Economic Union concerning the goods imported within assigned amount (in natural or value term) during the certain period and over such quantity.

On commodity importation, used for production of food products, imported into the Kyrgyz Republic concerning which representation of target confirmation is necessary, according to acts of the Eurasian economic commission in authorized state body in the field of customs affairs the conclusion of authorized state body in the field of agricultural policy about confirmation of purpose containing data on the nomenclature, quantity, the tariff quota or the tariff privilege, cost of such goods, and also on the organizations performing import of the specified goods is submitted.

4. On commodity importation, the medicines used for production imported into the Kyrgyz Republic concerning which representation of target confirmation is necessary according to acts of the Eurasian economic commission in authorized state body in the field of customs affairs the conclusion of authorized state body in the field of industrial policy about confirmation of purpose containing data on the nomenclature, quantity, the tariff quota or the tariff privilege, cost of such goods, and also on the organizations performing import of the specified goods is submitted.

5. On import of the finished pharmaceutical products imported into the Kyrgyz Republic concerning which representation of target confirmation is necessary according to acts of the Eurasian economic commission in authorized state body in the field of customs affairs the conclusion of authorized state body in the field of health care about confirmation of purpose containing data on the nomenclature, quantity, the tariff quota or the tariff privilege, cost of such goods, and also on the organizations performing import of the specified goods is submitted.

6. On commodity importation, applied in the protective and defense purposes imported into the Kyrgyz Republic concerning which representation of target confirmation is necessary, according to acts of the Eurasian economic commission in authorized state body in the field of customs affairs the conclusion of authorized body in the field of defense policy about confirmation of purpose containing data on the nomenclature, quantity, the tariff quota or the tariff privilege, cost of such goods, and also on the organizations performing import of the specified goods is submitted.

7. On commodity importation, used in transport industry, imported into the Kyrgyz Republic concerning which representation of target confirmation is necessary, according to acts of the Eurasian economic commission in authorized state body in the field of customs affairs the conclusion of authorized state body in the field of transport policy about confirmation of purpose containing data on the nomenclature, quantity, the tariff quota or the tariff privilege, cost of such goods, and also on the organizations performing import of the specified goods is submitted.

8. On commodity importation, used in civil aviation, imported into the Kyrgyz Republic concerning which representation of target confirmation is necessary, according to acts of the Eurasian economic commission in authorized state body in the field of customs affairs the conclusion of authorized state body in the field of policy of civil aviation about confirmation of purpose containing data on the nomenclature, quantity, the tariff quota or the tariff privilege, cost of such goods, and also on the organizations performing import of the specified goods is submitted.
