In pursuance of the Presidential decree of the Republic of Uzbekistan of July 6, 2020 the No. UP-6019 "About Additional Measures for Further Development of Competitive Environment and Reducing the State Participation in Economy" DECIDES: Cabinet of Ministers

1. Approve Regulations on procedure for receipt of prior consent of antimonopoly authority during creation (reorganization) of business entities with participation of the state and their affiliates, and also public institutions, authorized to perform economic activity, according to appendix No. 1*.

2. Determine that prior consent of the Antimonopoly Committee of the Republic of Uzbekistan is received in the following cases:

during creation of business entities with participation of the state, and also their affiliates or public institutions, authorized to perform economic activity;

by reorganization (merge, accession, separation, allocation, transformation) of business entities with participation of the state, and also their affiliates or public institutions, authorized to perform economic activity;

when obtaining by state bodies, executive bodies on places, business entities with participation of the state, and also their affiliates of shares (shares) in authorized capital (authorized capital) of business entities;

in case of change of type of activity of business entities with participation of the state, and also their affiliates or public institutions, authorized to perform economic activity.

3. Make additions to the resolution of the Cabinet of Ministers of February 9, 2017 No. 66 "About measures for implementation of the resolution of the President of the Republic of Uzbekistan of October 28, 2016 No. PP-2646 "About enhancement of system of state registration and registration of subjects of entrepreneurship" according to appendix No. 2.

4. To the Antimonopoly Committee of the Republic of Uzbekistan together with Agency on management of the state assets and other interested ministries and departments in a month:

provide explanation of essence and value of this resolution to business entities with the state participation and to public institutions, authorized to perform economic activity;

bring the regulatory legal acts adopted by them into accord with this resolution.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan on financial and economic questions and reducing poverty - the Minister of Economic Development and reducing poverty of Kuchkarov D. A.

The additions made to the resolution of the Cabinet of Ministers of February 9, 2017 No. 66 "About measures for implementation of the resolution of the President of the Republic of Uzbekistan of October 28, 2016 No. PP-2646 "About enhancement of system of state registration and registration of subjects of entrepreneurship"

1. In Regulations on procedure for state registration of subjects of entrepreneurship:

a) add Item 12 with the paragraph third the following content:

"the decision of antimonopoly authority on issue of prior consent - for business entities with participation of the state and their affiliates";

b) add with Item 41-1 of the following content:

"41-1. The basis for refusal in state registration, re-registration of business entities with participation of the state, and also their affiliates, in addition to the bases specified in Item 40 of this provision is availability of the decision of antimonopoly authority on refusal in issue of prior consent";

c) add appendix No. 5 with line item 1-18-2 following of content:
