1. Approve the enclosed Rules of transfer on storage, acceptance, accounting, storage of the passport (passports) of the citizen of the Russian Federation proving (proving) identity of the citizen of the Russian Federation outside the territory of the Russian Federation including containing (containing) electronic medium of information, and also its return to the owner after the expiration of temporary restriction of the right to departure from the Russian Federation or expiration of such passport (passports).

2. This resolution becomes effective since December 11, 2023.

2. The organization of acceptance on storage, accounting, storage and return of the passport is assigned:

b) according to parts two - the fourth article 18 of the Federal Law - on the Ministry of Internal Affairs of the Russian Federation either its territorial authorities, or the Ministry of Foreign Affairs of the Russian Federation or its territorial authorities, either diplomatic representation or consular establishment of the Russian Federation, or other federal executive body or federal state body specified in the parts seven of article 8 of the Federal Law which performed issue of the passport (further - the state body which performed issue of the passport);

c) according to part five of article 18 of the Federal Law - on bodies of the Federal Security Service.

b) in the state body located in the place of residence (stay) of the citizen which performed issue of the passport - in the cases provided by subitem 2 of Article 15 and part three of article 18 of the Federal Law.

In case of transfer of the passport issued by the Ministry of Foreign Affairs of the Russian Federation or its territorial authority, either diplomatic representation or consular establishment of the Russian Federation in the Ministry of Internal Affairs of the Russian Federation or its territorial authority the passport within 3 working days from the date of its acceptance goes to the Ministry of Foreign Affairs of the Russian Federation for transfer to storage to the state body which performed issue of the passport.

In case of transfer of the passport issued by the Ministry of Internal Affairs of the Russian Federation either its territorial authority, or the Ministry of Foreign Affairs of the Russian Federation or its territorial authority in diplomatic representation or consular establishment of the Russian Federation the passport goes to the Ministry of Foreign Affairs of the Russian Federation for transfer to storage to the state body which performed issue of the passport, in time, not exceeding the term of sending the next diplomatic mail;

c) in bodies of the Federal Security Service - in the cases provided by subitems 7 and 7 (1) article 15 of the Federal Law.

4. Transfer on storage of the passport is drawn up by the delivery-acceptance certificate in form according to appendix No. 1 (further - the delivery-acceptance certificate) which is signed by the citizen of the Russian Federation who checked the passport and also authorized officers of state body, organization, or the state body which performed issue of the passport, or body of the Federal Security Service.

The delivery-acceptance certificate is drawn up in 2 copies. By transfer of the passport of storage the first copy of the delivery-acceptance certificate is issued to the owner of the passport.

5. In case of termination (termination) of the employment contract (contract) or after effective period of the employment contract (contract) the state body, the organization transfer the passport within 5 working days to the state body which performed issue of the passport on storage before the expiration of temporary restriction of the right of the citizen of the Russian Federation to departure from the Russian Federation or expiration of the passport.

The state body, the organization send to the owner of the passport the transfer notice of the passport of storage to the state body which performed issue of the passport in form according to appendix No. 2.

6. Account of the passports accepted on storage is kept by authorized officers of state body, organization, or the state body which performed issue of the passport, or body of the Federal Security Service in register of the passports accepted on storage in form according to appendix No. 3 (further - register).

In register records about acceptance on storage of passports and return to their owners are made. Along with register case in which the second copies of delivery-acceptance certificates are stored is processed.

7. Return of the passport to its owner is performed after the expiration of temporary restriction of the right of the citizen of the Russian Federation to departure from the Russian Federation or expiration of the passport transferred to storage. Its owner is notified on need of receipt of the passport by state body, the organization, or the state body which performed issue of the passport or body of the Federal Security Service in writing on registration address at the place of residence and (or) on registration address in the place of stay and in case of availability of data - to the address of its e-mail.

8. The passport which is in state body, the organization, or the state body which performed issue of the passport or body of the Federal Security Service stored returns to the owner in day of its appeal to state body, the organization, or the state body which performed issue of the passport, or body of the Federal Security Service directly under the signature in register.

In case of the appeal of the citizen to the state body which performed issue of the passport not on the storage location of the passport according to the statement of the specified citizen the passport goes for delivery in the place of the address of the citizen within 5 working days from the date of filing of application or in time, not exceeding the term of sending the next diplomatic mail, - if transfer of the passport is performed from diplomatic representation or consular establishment of the Russian Federation.
