1. Approve the enclosed Rules of interaction of providers of hosting with the authorized state bodies performing investigation and search operations or safety of the Russian Federation.

2. Determine that realization of the powers provided by this resolution is performed within the limiting Russian Federation established by the Government of the number of workers of the interested federal executive bodies, and also budgetary appropriations provided to the corresponding federal executive bodies in the federal budget for the corresponding year on management and management in the sphere of the established functions.

3. This resolution becomes effective since December 1, 2023.

Rules of interaction of providers of hosting with the authorized state bodies performing investigation and search operations or safety of the Russian Federation

1. These rules determine order of interaction of providers of hosting with the authorized state bodies performing investigation and search operations or safety of the Russian Federation according to the Federal Law "About Operational Search Activities" (further - authorized bodies), necessary for accomplishment of the tasks assigned to authorized bodies.

Interaction of providers of hosting with authorized bodies is performed with use of technical means of the providers of hosting providing accomplishment of the established actions when conducting investigation and search operations (further - technical means), in the information systems operated by provider of hosting.

2. Bodies of the Federal Security Service, being authorized bodies, perform interaction with providers of hosting when carrying out within investigation and search operations of the investigation and search operations connected with use of technical means including for the benefit of other authorized bodies.

3. The provider of hosting no later than 45 days from the date of the beginning of implementation of activities for provision of computing capacity for placement of information on the Internet submits to body of the Federal Security Service the application for the beginning of interaction with authorized bodies (further - the statement).

4. The head of body of the Federal Security Service within 30 working days from the date of registration of a statement in body of the Federal Security Service determines the authorized division of body of the Federal Security Service performing interaction with provider of hosting with use of technical means.

5. Installation, connection and commissioning of technical means are made by provider of hosting according to the developed authorized division of body of the Federal Security Service together with provider of hosting the actions plan on implementation of technical means in which are specified including the term of commissioning of technical means and specifications of connection of technical means to control center of authorized division of body of the Federal Security Service.

The specified specifications are established by the head (chief) of authorized division of body of the Federal Security Service and shall contain:

location of point of connection of technical means to control center of authorized division of body of the Federal Security Service;

requirements to lines (channels) of communication connecting technical means to control center of authorized division of body of the Federal Security Service in coordination with provider of hosting.

6. The actions plan on implementation of technical means is developed till 3 months from the date of registration of a statement of provider of hosting in body of the Federal Security Service. The plan is constituted in 2 copies from which the first copy is stored at provider of hosting, the second copy - at authorized division of body of the Federal Security Service.

7. Standard requirements to the actions plan on implementation of technical means are established by the Ministry of digital development, connection and mass communications of the Russian Federation together with Federal Security Service of the Russian Federation.

8. In case of implementation of new technology solutions, conclusion from operation or upgrade of technical means by body of the Federal Security Service together with provider of hosting the decision on development of the new actions plan on implementation of technical means according to the procedure, stipulated in Item 6 these rules is made.

9. Commissioning of technical means is performed by provider of hosting based on the act signed in accordance with the established procedure by representatives of body of the Federal Security Service and provider of hosting.

10. Use by provider of hosting of the technical means belonging to other provider of hosting, and (or) the owner of technological communication network having number of autonomous system and (or) the organizer of distribution of information is allowed in coordination with authorized division of body of the Federal Security Service.

11. The provider of hosting shall perform the measures approved with the division specified in item 4 of these rules on non-admission of disclosure organizational and techniques of conducting investigation and search operations. The provider of hosting in case of interaction with authorized bodies provides in accordance with the legislation of the Russian Federation nondisclosure of any information on concrete facts and content of such interaction to the third parties.

The provider of hosting takes the measures excluding possibility of unauthorized access for strangers to the technical means which are under authority of provider of hosting and also for ensuring confidentiality of the carried-out works on implementation of technical means.

12. Finding of the technical means used within interaction of provider of hosting with authorized bodies outside the territory of the Russian Federation is not allowed.
