This Federal Law determines purpose of the state protection, the basic principles and content of activities for implementation of the state protection, power and function of bodies of the state protection, and also procedure for control and supervision of their activities.

Chapter I. General provisions

Article 1. Basic concepts

In this Federal Law the following basic concepts are applied:

the state protection - the activities for safety of objects of the state protection and protection of the protected objects which are carried out for the purpose of safety of the Russian Federation, safe and free implementation of the government in the Russian Federation and execution of the international obligations of the Russian Federation, performed on the basis of set of legal, organizational, security, regime, operational search, technical, information and other measures;

objects of the state protection - persons which are subject to the state protection according to this Federal Law;

the protected objects - buildings, structures, constructions (including certain rooms) adjoining to them the parcels of land (water objects), the territories (water area) which protection is performed by bodies of the state protection for the purpose of safety of objects of the state protection; buildings, structures, constructions (including certain rooms), the parcels of land and water objects provided to bodies of the state protection in accordance with the legislation of the Russian Federation;

security action - set of the actions aimed at safety of object of the state protection and performed by bodies of the state protection independently or with involvement of the state bodies participating within the powers in ensuring the state protection;

access control - package of measures, performed by bodies of the state protection independently or together with the owner (user) of the protected object and connected with the organization of access to the protected object, movement of physical persons, vehicles on the protected object, bringing and transportation of things (freights) on the protected object or carrying out and export of things (freights) from the protected object;

zone of the protected object - the territory (water area) in which borders according to the federal legislation special conditions of its use are established;

safety of object of the state protection - condition of security of person which is subject to the state protection from the illegal and other encroachments threatening his life, health and other vital interests protected by the law connected with execution of powers of the government or with other state, political or public work;

protection of the protected object - set of the actions for protection and defense of the protected object performed by bodies of the state protection independently or with involvement of the state bodies participating within the powers in ensuring the state protection;

routes of journey (movement) of objects of the state protection - sites automobile, the railroads, air, water space, used for safe and free journey (movement) of objects of the state protection.

Article 2. Legal basis of the state protection

The state protection is performed on the basis of the Constitution of the Russian Federation, the Federal constitutional Laws, this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation, and also international treaties of the Russian Federation.

Article 3. Basic principles of implementation of the state protection

The state protection is performed on the basis of the following principles:

legality;

respect and observance of rights and freedoms of man and citizen;

centralized management;

interactions of bodies of the state protection with other state bodies, local government bodies and the organizations;

continuity, systemacity and complexity of application of legal, organizational, security, regime, operational search, technical, information and other measures;

combinations of public and secret methods of activities;

submission to control and podnadzornost;

priority of preventive measures.

Article 4. Measures for implementation of the state protection

The state protection is performed on the basis of the following measures:

1) provision to object of the state protection of personal protection, communication for needs of public authorities, information on threat of its safety, transport servicing, consumer services and providing, safe food, and also ensuring its sanitary and epidemiologic wellbeing;

2) the prevention, identification and suppression of criminal and other illegal infringement of objects of the state protection and the protected objects;

3) holding the actions providing maintenance of public order on the protected objects, and also on routes of journey (movement) of objects of the state protection;

4) protection of the protected objects, providing on the protected objects of the throughput and inside modes;

5) the organization of communication for needs of public authorities, ensuring reliable functioning and information security of communication by its provision to the President of the Russian Federation, the Government of the Russian Federation, other state bodies, including in wartime and in case of emergency situations;

6) the organization of federal information systems for information and technological and information and analytical ensuring activities of the President of the Russian Federation, the Government of the Russian Federation, other state bodies, and also ensuring reliable functioning of these systems and their information security, including in wartime and in case of emergency situations.

Article 5. The bodies performing the state protection and participating in its providing

The state protection is performed by bodies of the state protection.

In ensuring the state protection within the powers federal executive bodies in the field of defense, in the field of safety, participate in the sphere of internal affairs, in the sphere of foreign intelligence, in field of activity of troops of national guard of the Russian Federation, the federal executive body authorized on the solution of tasks in the field of civil defense.
