About approval of the Procedure for electronic information exchange of the Unified state register of recruits, persons liable for call-up and reservists and the state register of physical persons taxpayers

According to article 14 of the Law of Ukraine "About the Unified state register of recruits, persons liable for call-up and reservists", the Law of Ukraine "About personal data protection", Items 7, 8 Regulations on the Ministry of Defence of Ukraine, the Cabinet of Ministers of Ukraine approved by the resolution of November 26, 2014 No. 671 (in edition of the resolution of the Cabinet of Ministers of Ukraine of October 19, 2016 to No. 730), the subitem 5 of item 4 of the Regulations on the Ministry of Finance of Ukraine approved by the resolution of the Cabinet of Ministers of Ukraine of August 20, 2014 No. 375, we ORDER:

1. Approve the Procedure for electronic information exchange of the Unified state register of recruits, persons liable for call-up and reservists and the enclosed State register of physical persons - taxpayers.

2. To the Ministry of Defence of Ukraine and the State Tax Administration of Ukraine before data exchange according to the Procedure approved by Item 1 of this order to perform carrying out one-time verification of data on persons containing in the Unified state register of recruits, persons liable for call-up and reservists with the data containing in the State register of physical persons - taxpayers.

3. The State Tax Service of Ukraine within 90 days from the date of receipt of data on persons containing in the Unified state register of recruits, persons liable for call-up and reservists to provide to the Ministry of Defence of Ukraine:

in case of identification of data on the personality by results of carried out the verifications of data data specified in Items 12, 13 parts one of article 7 of the Law of Ukraine "About the Unified state register of recruits, persons liable for call-up and reservists";

the data specified in Item 13 parts one of article 7 of the Law of Ukraine "About the Unified state register of recruits, persons liable for call-up and reservists" (except the information provided according to the paragraph to the second this Item), taking into account requirements of part one of article 13 of this Law.

4. In the sphere of defense of the Ministry of Defence of Ukraine to provide to management of digital transformation submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

5. This order becomes effective from the date of, its official publication following behind day.

6. To impose control over the implementation of this order on deputy ministers according to distribution of obligations and the Chairman of the State Tax Administration of Ukraine.

Procedure for electronic information exchange of the Unified state register of recruits, persons liable for call-up and reservists and State register of physical persons taxpayers

I. General provisions

1. This Procedure determines the mechanism of exchange of information between the Ministry of Defence and GNS (further - subjects of information relations), general rules of creation and representation of the recruits created by means of the Unified state register, persons liable for call-up and reservists (further - EGRPVR) requests for obtaining from the State register of physical persons - taxpayers (further - the State register) the data necessary for updating of the EGRPVR database, and forming and provision of GNS of responses to such requests.

2. Electronic information exchange according to this Procedure the owner of EGRPVR, the authorized body of administration of the owner of EGRPVR, the territorial centers of completing and social support (further - bodies of maintaining EGRPVR), and also GNS perform the Ministry of Defence as.

1. Electronic information exchange is performed by exchange of certain data set between the EGRPVR electronic information resources and the State register with use of information systems of subjects of the information relations of means of system of electronic interaction of the state electronic information Trembita resources.
