About the organization and functioning of public organization "National Institute of Education and Leadership"

1. Found Public organization "National Institute of Education and Leadership".

2. To the Ministry of Education and Research to perform function of the founder of Public organization "National Institute of Education and Leadership" on behalf of the state.

3. Approve:

1) the Charter of Public organization "National Institute of Education and Leadership" according to appendix No. 1;

2) the Organizational structure of Public organization "National Institute of Education and Leadership" according to appendix No. 2;

3) to Organigramm of Public organization "National Institute of Education and Leadership" according to appendix No. 3;

4) Methodology of calculation of rates for the paid services rendered by Public organization "National Institute of Education and Leadership" according to appendix No. 4;

5) the List and rates for the services rendered by Public organization "National Institute of Education and Leadership" according to appendix No. 5.

4. Establish the extreme number of staff of Public organization "National Institute of Education and Leadership" in number of 17 units with the annual salary fund according to the regulatory base.

5. To the Ministry of Education and Research:

1) within 10 working days from the effective date of this resolution to take the measures necessary for registration of Public organization "National Institute of Education and Leadership" in the state registers in body of state registration;

2) within 2 months to appoint members of council of Public organization "National Institute of Education and Leadership".

6. In appendix No. 5 to the Order of the Government No. 146/2021 about the organization and functioning of the Ministry of Education and Research (Official monitor of the Republic of Moldova, 2001, Art. No. 206-208, 344), with subsequent changes, to add the Section "Auxiliary and Adjacent Organizations of the Public Law" with line item 8 following contents:

"8. Public organization "National Institute of Education and Leadership".

7. To impose control over the implementation of this resolution on the Ministry of Education and Research.

8. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Charter of public organization "National Institute of Education and Leadership"

I. General provisions

1. This Charter regulates mission, the main functions, the rights and the principles of activities of public organization "National Institute of Education and Leadership" (further - Institute).

2. The institute is public organization of life-long education in which the Ministry of Education and Research performs function of the founder (further - the founder). The institute is legal entity of the public law on self-government, owns seal with the image of the State Emblem of the Republic of Moldova, the name in Romanian, budget and off-budget accounts, including currency, in the State Treasury.

3. The Institute location - municipium of Chisinau.

4. The institute cooperates with all organizations in the field of the competence in the territory of the Republic of Moldova, and also with the international institutions for the purpose of development of general programs, borrowing and transposition of the best the practician and attraction of the external help.

II. Mission, main functions, rights and principles of activities of institute

5. The mission of Institute consists in improvement of quality of teaching and management in education system by its participation in all processes of education, professional formation and career development of personnel of education.

7. The main functions of Institute are:

1) providing with the theoretical and practical knowledge necessary for forming of base of system of primary and life-long education of pedagogical and managing personnel;

2) provision of life-long education with observance of the high quality standards for pedagogical and managing personnel depending on the revealed individual needs for preparation;

3) permanent approval of ratio between programs of elementary and continuous training and the valid realization of the results received in educational class;

4) organization of tutorial network and the organization of its activities in the territory at three levels:

a) mentorship for student teaching;

b) mentorship for young specialists;

c) mentorship for professional development on workplace;

5) monitoring and assistance to professional formation of young specialists and to their career development;

6) direction and assistance to distribution in education system of successful methods of teaching and management;

7) carrying out, if necessary, researches in the field of education, professional formation and career development of personnel in the field of education;

8) development of methodical materials and managements for pedagogical personnel;

9) holding actions for increase in the society of the status of personnel in the field of education;
