2. Determine that:

The ministry of science and the higher education of the Russian Federation - in the field of science;

The Ministry of Transport of the Russian Federation - in the field of transport;

The ministry of digital development, communication and mass communications of the Russian Federation - in the field of communication;

The Ministry of Energy of the Russian Federation - in spheres of power and fuel and energy complex;

The Ministry of Industry and Trade of the Russian Federation - in the field of the defense, mining, metallurgical and chemical industry;

The Ministry of Finance of the Russian Federation - in the bank sphere and other spheres of the financial market (except for questions of the organization of transition of the subjects of critical information infrastructure of the Russian Federation which are credit institutions or not credit financial credit institutions and also the subjects of critical information infrastructure of the Russian Federation created by the Russian Federation for the purpose of implementation by the state of provision of pensions, mandatory pension insurance and compulsory social insurance on preferential application of confidential hardware and software systems on the significant objects of critical information infrastructure of the Russian Federation belonging to them);

Federal Registration Service - in the field of state registration of the rights to real estate and transactions with it;

State Atomic Energy Corporation "Rosatom" - in the field of atomic energy;

4. To authorized bodies till September 1, 2024:

determine the official in position not below the deputy manager of authorized body, responsible for the organization of transition of subjects of critical information infrastructure of the Russian Federation to preferential application of confidential hardware and software systems on the significant objects of critical information infrastructure of the Russian Federation belonging to them in the respective spheres (areas) of activities;

approve plans of the organization of transition of subjects of critical information infrastructure of the Russian Federation for preferential application of confidential hardware and software systems on the significant objects of critical information infrastructure of the Russian Federation belonging to them in the respective spheres (areas) of activities.

5. This resolution becomes effective from the date of its official publication, except for Items 1 and 2 of this resolution which become effective since September 1, 2024 and are effective within 6 years.

Rules of transition of subjects of critical information infrastructure of the Russian Federation to preferential application of confidential hardware and software systems on the significant objects of critical information infrastructure of the Russian Federation belonging to them

1. These rules determine procedure for transition of subjects of critical information infrastructure of the Russian Federation to preferential application of confidential hardware and software systems on the significant objects of critical information infrastructure of the Russian Federation belonging to them (further - critical information infrastructure).

2. For the purposes of these rules the following concepts are used:

"hardware and software system" - radio-electronic products, including the telecommunication equipment, the software and technical means working jointly for accomplishment of one or several similar tasks;

"confidential hardware and software system" - hardware and software system which corresponds at the same time to all recognition criteria of hardware and software systems confidential hardware and software systems specified in appendix No. 1;

"preferential application of confidential hardware and software systems" - application by subjects of critical information infrastructure on the significant objects of critical information infrastructure of confidential hardware and software systems belonging to them which share as of December 31, 2029 constitutes 100 percent in total quantity of the hardware and software systems applied by subjects of critical information infrastructure on the significant objects of critical information infrastructure belonging to them.
