1. Approve enclosed:

Rules of determination of standard rates of accumulating of solid utility waste;

changes which are made to Rules of the direction to subjects of the Russian Federation and consideration of recommendations of the Russian ecological operator by them in case of approval or adjustment of the regional program in the field of the address with waste, including with solid utility waste, and also in case of establishment or adjustment of standard rates of accumulating of solid utility waste, approved by the order of the Government of the Russian Federation of December 25, 2019 No. 1815 "About approval of Rules of the direction to subjects of the Russian Federation and consideration of recommendations of the Russian ecological operator by them in case of approval or adjustment of the regional program in the field of the address with waste, including with solid utility waste, and also in case of establishment or adjustment of standard rates of accumulating of solid utility waste" (The Russian Federation Code, 2019, No. 52, the Art. 8035).

2. Recognize to invalid:

Item of 3 changes which are made to acts of the Government of the Russian Federation, approved by the order of the Government of the Russian Federation of September 15, 2018 No. 1094 "About introduction of amendments to some acts of the Government of the Russian Federation" (The Russian Federation Code, 2018, No. 40, the Art. 6122).

3. The standard rates of accumulating of solid utility waste established by the subject of the Russian Federation before entry into force of the Rules approved by this resolution are applied before establishment of standard rates of accumulating of solid utility waste according to provisions of the Rules approved by this resolution, but no later than July 1, 2027.

4. If about day of entry into force of the Rules approved by this resolution, executive bodies of subjects of the Russian Federation or local government bodies of settlements or city districts (in case of investment with their appropriate authority with the laws of subjects of the Russian Federation) the procedure of carrying out measurement of number of solid utility waste is begun, including the state or municipal service provision contract on carrying out measurement of number of solid utility waste and (or) determination of standard rates of accumulating of solid utility waste is signed, but standard rates of accumulating of solid utility waste are not established, determination of standard rates of accumulating of solid utility waste is performed according to the procedure, provided by the Section VII of the Rules approved by this resolution.

5. The standard rates of accumulating of solid utility waste established by the subject of the Russian Federation according to the Section VII of the Rules approved by this resolution are applied before establishment of standard rates of accumulating of solid utility waste according to the Sections I-VI of the Rules approved by this resolution, but no later than July 1, 2027.

6. Provisions of Item 7 of the Rules approved by this resolution are applied till July 1, 2027.

Rules of determination of standard rates of accumulating of solid utility waste

I. General provisions

1. These rules establish procedure for determination of standard rates of accumulating of solid utility waste (further respectively - waste, standard rates of accumulating), including procedure for collection, the analysis and calculation of data on weight and amount of the accumulated waste taking into account their seasonal changes, and also procedure of payments of number of waste.

2. For the purposes of these rules other places of accumulating of waste are understood as accumulating of waste in packets, separately established containers, bunkers.

The concepts "container area", "large-size waste" and "consumer" of these rules are used in the value provided by Rules of the address with the solid utility waste approved by the order of the Government of the Russian Federation of November 12, 2016 No. 1156 "About the address with solid utility waste and modification of the order of the Government of the Russian Federation of August 25, 2008 No. 641".

3. Standard rates of accumulating are established by executive bodies of subjects of the Russian Federation or local government bodies of settlements or city districts (in case of investment with their appropriate authority with the laws of subjects of the Russian Federation) (further - authorized body).

4. Standard rates of accumulating can be established by authorized body differentially in the relation:

a) the territories of the subject of the Russian Federation - municipalities (groups of municipalities, including zones of activities of regional operators for the address with waste, or parts of municipalities);

b) categories of consumers of service in the address with waste (further - categories of consumers);

c) types and (or) groups of waste (groups of homogeneous waste), including separately cumulative waste, waste in case of joint accumulating (further - types of waste).

5. Norms of accumulating are determined:

a) for categories of consumers in premises of apartment houses and apartment houses (further - categories of consumers in premises) - method of measurement of number of waste according to the Section II of these rules, except for case, stipulated in Item 7 these rules.

In case of recognition judicially of the act of authorized body of establishment of standard rates of accumulating not acting completely or regarding the established standard rates of accumulating for categories of consumers in premises standard rates of accumulating for categories of consumers in premises are determined by authorized body by method of comparative analysis according to the Section III of these rules before establishment of standard rates of accumulating for categories of consumers in premises by method of measurement of number of waste according to the Section II of these rules, but no more than for 18 months;
