About increase in efficiency of measures for prevention of the emergency situations connected with chemicals of high degree pozharo-and potential of explosion

For the purpose of increase in efficiency of measures for prevention of emergency situations in the course of storage, transportation, use and destruction of chemicals (products) of high degree pozharo-and potential of explosion and operational liquidation of their effects:

1. Assign to the Ministry of Emergency Situations of task on coordination of activities in the field of storage, transportation, use and destruction of chemicals (products) of high degree pozharo-and potential of explosion (further - chemicals (products)), and also on control of observance of the established requirements in this sphere.

2. Form in management structure on prevention of emergency situations of the Ministry of Emergency Situations and its territorial subdivisions department and departments of protection against the emergency situations connected with chemicals (products) of high degree pozharo-and potential of explosion (further - department (departments)) within the general number of staff of the ministry.

3. Determine the main objectives of department (departments):

control of observance of the established safety requirements in case of storage, transportation, use and destruction of chemicals (products) by the ministries, departments and other organizations, and also subjects of entrepreneurship;

creation and maintaining on permanent basis of the single centralized database about the chemicals (products) imported on the territory of the republic, stored on the objects located in the territory of the republic, and conveyed as transit goods through the republic territory;

coordination of works on prevention of the technogenic accidents and emergency situations arising in case of storage, transportation, use and destruction of chemicals (products) and also on liquidation of their effects;

implementation of interaction with the interested organizations in the field of storage, transportation, use and destruction of chemicals (products).

4. To the Ministry of Emergency Situations:

together with Customs committee to adjust system of electronic data exchange on the chemicals (products) imported on the republic territory in a month;

provide department (departments) and groups of radiation, chemical and medicobiological protection involved in liquidation of the technogenic accidents and emergency situations connected with chemicals (products), the special equipment and necessary equipment.

5. To the Ministry of Emergency Situations together with the Ministry of Internal Affairs, the Ministry of the higher education, science and innovations, the Ministry of Construction and Housing and Communal Services, the Ministry of transport, the Department of Energy and Committee of industrial, radiation and nuclear safety to approve the program of retraining of employees of department (departments) in a month and to carry out their preparation based on public institution "Kontekhnazoratukuv" on the basis of this program.

6. Establish procedure according to which since January 1, 2024:

data on the chemicals (products) imported on the territory of the republic and which passed customs clearance in accordance with the established procedure and the subjects delivering them are provided to the Ministry of Emergency Situations by means of the Single automated information system of Customs committee in real time;

storage of chemicals (products) is allowed only in the warehouses conforming to requirements for prevention of emergency situations (fires) and industrial safety.

7. To the ministry of digital technologies on the basis of request of the Ministry of Emergency Situations in two-month time at the expense of means of the republican budget to create the information platform having possibility of introduction by the subjects delivering chemicals (products) on the territory of the republic, data on the chemicals (products) which passed customs clearance and places of their storage (further - information platform).

8. Determine that responsible for ensuring compliance with safety in case of storage, transportation, use and destruction of chemicals (products) are:

carrier - before placement of chemicals (products) in warehouse;

the warehouse keeper - in case of placement of chemicals (products) in warehouse;

the subject using chemicals (products) - in case of their use and destruction.

9. Implement since January 1, 2024 the following procedure for constant control behind observance of the established requirements when importing to the territory of the Republic of Uzbekistan, transportation, storage, use and destruction of chemicals (products):

a) The Ministry of Emergency Situations, Customs committee, the Ministry of Internal Affairs and Committee of industrial, radiation and nuclear safety perform interaction in case of storage, transportation, use and destruction of chemicals (products) according to the scheme in appendix to this resolution;

b) The customs committee carries out customs clearance of chemicals (products) and submits within one-day term to National control center and emergency response of the Ministry of Emergency Situations (further - the National center) data on the type, amount of chemicals (products) and the subject delivering them, by means of the Single automated information system;

c) after passing of customs clearance of chemicals (products) the subject delivering them provides to the National center the information on the place (warehouse) of storage of chemicals (products) by means of information platform on the same day. At the same time responsibility for reliability and reliability of the information provided to the National center is assigned to the head of the subject delivering chemicals (products);

d) The national center performs permanent updating of data on each action connected with chemical to substances (products);

e) Ministry of Emergency Situations:

exercises control of observance of the established requirements in case of storage, use and destruction of chemicals (products) with departure into place, including studies correctness of their placement in warehouse, container storage, steady against destructive and other impact, and also creation of the conditions interfering their interaction with each other and to the introduction in the reaction causing dangerous effects;

performs monitoring of the data entered in information platform;

takes measures for liquidation of the technogenic accidents and emergency situations arising when transporting chemicals (products) in destination;

takes measures for accountability of persons guilty of violation of requirements of acts of the legislation in the field of storage, transportation, use and destruction of chemicals (products), in accordance with the established procedure;

issues to the responsible ministries, departments and others the organizations the conclusion regarding compliance of object (warehouse) for storage of chemicals (products) to requirements of fire and industrial safety;
