About creation of public institution "The improving center "Tynchtyk" under Audit Chamber of the Kyrgyz Republic

For the purpose of effective management of state-owned property, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Create public institution "The improving center "Tynchtyk" under Audit Chamber of the Kyrgyz Republic (further - the Center).

2. Determine Audit Chamber of the Kyrgyz Republic the founder of the Center.

Determine that means of the Center will be used only for development of improving complex of the Center and on the purposes provided by Regulations on public institution "The improving center "Tynchtyk" under Audit Chamber of the Kyrgyz Republic and also on compensation of technical and junior service personnel.

4. Bring in the resolution of the Cabinet of Ministers of the Kyrgyz Republic "About payment terms of work of the workers who are not belonging to the category of the government employees and occupied in public institutions including the organizations subordinated to state bodies of the executive authority of the Kyrgyz Republic" of August 1, 2022 No. 434 the following change:

- add with appendix 29-1 in edition according to appendix 1.

5. Determine that:

1) the minimum base rate in the amount of 7040 som is the basis for calculation of official pay rates of technical and junior service personnel of the Center;

2) the official pay rate of technical and junior service personnel of the Center is calculated by multiplication of the size of the minimum base rate by frequency rate coefficient to official pay rates.

6. Approve:

1) the frequency rate coefficients to official pay rates applied in case of determination of the sizes of official pay rates of technical service personnel of the Center according to appendix 2;

2) the frequency rate coefficients to official pay rates applied in case of determination of the sizes of official pay rates of junior service personnel of the Center according to appendix 3.

7. To the Ministry of Finance of the Kyrgyz Republic:

To provide 1) in the republican budget for 2023 additional wage assignments of employees of the Center according to item 4 of this resolution;

2) in case of project development of the Law of the Kyrgyz Republic "About introduction of amendments to the Law of the Kyrgyz Republic "About the republican budget of the Kyrgyz Republic for 2023 and planning period of 2024-2025" to provide the corresponding changes following from this resolution.

8. Recommend to Audit Chamber of the Kyrgyz Republic:

1) to develop and approve the Provision and the staff list of the Center;

2) in accordance with the established procedure to make state registration of the Center in judicial authorities;

3) to resolve issues of financial and other provision of activities of the Center within the means provided in the budget of Audit Chamber of the Kyrgyz Republic for the corresponding year;

4) to take other measures following from this resolution.

9. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

10. This resolution becomes effective after ten days from the date of official publication.
