About the additional measures directed to further improvement of quality of the provided state services to destination to pension to the population

In the country the system of provision of the state services to elderly citizens, the families which lost the supporter and incapacitated persons is step by step reformed, consecutive reforms on further improvement of quality of the provided state services to destination of pensions to citizens, and also elimination of excessive bureaucratic barriers are performed.

In particular, practice of purpose of four types of social payments to citizens in pro-active form without their address, two types of social payments - in composite form, and also four more types of social payments - without reclamation of additional documents, on the basis of presentation only of the passport is implemented.

For the purpose of further improvement of quality of the provided state services with active implementation of modern information technologies in system of award of pension to the population:

1. Agree with the offer of the Ministry of Economics and finance, the Ministries of Justice and the Ministries of digital technologies about implementation of the following procedures in practice of purpose of national pensions to citizens:

a) since January 1, 2024:

citizens for purpose of national pensions in addition to the operating procedure are granted the right also to address at will through the Centers of the state services or the Single portal of interactive state services;

after purpose of national pensions to citizens the possibility of receipt of means by them on individual accumulation retirement accounts through the Single portal of interactive state services or mobile application of JSC Hulk banki is created.

At the same time the procedure for issue of the off-budget Pension fund by district (city) departments under the Ministry of Economics and finance (further - the Pension fund) the certificate on the right of receipt of means on the individual accumulation retirement account is cancelled;

b) since March 1, 2025 the procedure for appointment to citizens of old-age pensions in pro-active form without requirement of the separate address in connection with achievement of the age determined in article 7 of the Law of the Republic of Uzbekistan "About the state provision of pensions of citizens" takes root.

At the same time old-age pensions are estimated and appointed according to the procedure and regulations determined in the legislation on the state provision of pensions on the basis of data on length of service, the salary of citizens and other data obtained by means of information exchange between the relevant ministries and departments through information system of the Pension fund.

2. Establish procedure according to which citizens on reaching retirement age in case of expression of desire to come to old-age pension are granted right of surrender from the pension granted in pro-active form with continuation of labor activity later.

Determine that the old-age pension based on the subsequent address of the citizen is recalculated anew and is appointed according to the terms determined in the legislation on the state provision of pensions.

3. And finance (I. Norkulov) till March 1, 2025 to provide to the Ministry of Economics:

together with the Center of development of electronic technologies (O. Hodzhakbarov) implementation of procedure for sending for the mobile means of communication of the citizen of the SMS message about award of pension or possibility of submission of the additional documents influencing the pension size through information system of the Pension fund;

entering into the Cabinet of Ministers of the bill on modification and amendments in the Law of the Republic of Uzbekistan "About the state provision of pensions of citizens", providing implementation of system of appointment to citizens of pension in pro-active form without their separate address of age of receipt of old-age pension on reaching them, established in the legislation on the state provision of pensions.

4. Approve:

The scheme of award of pension on age to citizens in pro-active form according to appendix No. 1;

"Road map" on implementation in practice of procedure for award of pension on age to citizens in pro-active form according to appendix No. 2.

5. Make changes and additions to some resolutions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 3.

6. To the Ministry of Economics and finance, National broadcasting company of Uzbekistan, to the Agency of information and mass communications together with the interested ministries and departments to provide creation of videos and social advertizing about the purposes and tasks of this resolution, including on the conveniences created in case of purpose of national pensions and about provision of the state services and also their extended coverage in mass media and the Internet.

7. Assign to the deputy prime minister D. A. Kuchkarov, the Minister of Justice A. D. Tashkulov and the minister of digital technologies Sh. H. Shermatov the personal responsibility for the effective organization of execution of this resolution.

Discussion of course of execution of this resolution, implementation of coordination and control of activities of the departments responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
