About measures for radical enhancement of activities of divisions of prevention of offenses of law-enforcement bodies

According to the Presidential decree of the Republic of Uzbekistan of April 10, 2017 No. UP-5005 "About Measures for Radical Increase in Efficiency of Activities of Law-enforcement Bodies, Strengthening of Their Responsibility for Ensuring Public Order, Reliable Protection of the Rights, Freedoms and Legitimate Interests of Citizens", and also for the purpose of radical enhancement of activities of law-enforcement bodies for implementation of early prevention and the prevention of offenses:

1. Consider the most important task of the Ministry of Internal Affairs of the Republic of Uzbekistan and its territorial subdivisions realization of the following main directions of increase in efficiency of prevention of offenses:

the first - establishment of qualitatively new procedure for the organization of work of republican, average and local divisions of prevention of offenses providing accurate determination and differentiation of their main objectives, functions and responsibility, non-admission of assignment on prevention inspectors of functions unusual for them;

the second - the organization of the scheduled maintenance in close interaction with the population, self-government institutions of citizens and other institutes of civil society aimed, first of all, at providing the early prevention of offenses, increase in legal culture in society, instilling in citizens of respect for the law and intolerance to any manifestations of violations of the law;

third - development of system of work with minors and the youth directed to their education in the spirit of love for the country, patriotism, respect for national and universal values, protection of younger generation against the ideas of terrorism, religious extremism, violence and cruelty;

the fourth - strengthening of the personal responsibility of inspectors on prevention for proper execution of the assigned obligations, including by systematic representation to the public of reports on the activities, eradication of the facts of their superficial relation to the problems concerning the population;

the fifth - introduction of efficient criteria for evaluation of efficiency of activities of inspectors on prevention, first of all, providing accounting of public opinion, level of satisfaction of citizens with results of their work and interaction with the population;

the sixth - widespread introduction of modern information and communication technologies to this sphere, increase in level of knowledge and professional training of inspectors on prevention, creation for them worthy working conditions, providing them with office housing is direct in the fixed territory, implementation of mechanisms of material stimulation for effectiveness of accomplishment of the assigned tasks.

2. Enter procedure since October 1, 2017:

hearings of citizens by self-government institutions monthly reports of inspectors on prevention.

Determine that following the results of hearings of reports of inspectors on prevention the taken measures and results of work on accomplishment of the assigned tasks are critically discussed, the personal efficiency evaluation of their activities is given, and also recommendations of compliance or discrepancy of post are accepted.

3. Approve:

Regulations on strong point of law-enforcement bodies according to appendix No. 2.

5. To provide to the Ministry of Finance of the Republic of Uzbekistan allocation by reasonable calculations of the funds for implementation of actions provided by this resolution.

6. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent till January 1, 2018 inspectors on prevention by office housing in the fixed territory.

7. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent to approve updated dislocation of strong points of law-enforcement bodies, categorized taking into account criminogenic situation, population and features of the territories in a month;

in a month to make offers on placement and arrangement of again formed strong points of law-enforcement bodies in the Cabinet of Ministers, including having provided inclusion in standard projects of buildings of the complexes "The Center Waved" and descents of citizens of certain rooms for prevention inspectors whose construction is performed according to the Presidential decree of the Republic of Uzbekistan of February 3, 2017 No. UP-4944 "About Measures for Further Enhancement of Institute Waved";

take measures for increase in number of persons studying in Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan in "Activities for prevention of offenses" on the basis of critical review of system of preparation, retraining and advanced training of staff of divisions of prevention of offenses of law-enforcement bodies taking into account modern requirements and the best foreign practices;

since 2022 to make offers on allocation of additional quantity of established posts (senior) inspectors on prevention of law-enforcement bodies in Administration of the President of the Republic of Uzbekistan based on the annual final information provided by National committee according to the statistics about the number of resident population and also taking into account criminogenic situation in the territories (in махаллях);

together with Republican council on coordination of activities of self-government institutions of citizens in two-month time to make in the Cabinet of Ministers offers on implementation of effective selection criteria (on competitive basis) and position assignments of heads of public forming "Makhalla of posbona" in priority persons which underwent active duty for the purpose of forming of reserve of personnel for law-enforcement bodies;

in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this resolution;

in three-months time to bring departmental regulatory legal acts into accord with this resolution.

8. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the Counselor of state of the President of the Republic of Uzbekistan O. B. Murodov.

Regulations on strong point of law-enforcement bodies

Chapter 1. General provisions

1. This Provision determines tasks and organization-legal bases of activities of strong points of law-enforcement bodies (further - strong point), powers, the rights and obligations of inspectors on prevention, procedure for their interaction with the state and other organizations, institutes of civil society and the population in the field of prevention of offenses.
