According to subitem 138-2) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701, the subitem 2) of Item 3 of article 16 of the Law of the Republic of Kazakhstan "About the state statistics", PRIKAZYVAYU:

1. Approve the enclosed Rules of maintaining the register of owners of gas-filling stations, gas-filling Items, autogas-filling stations and industrial consumers - owners of the vessels working under pressure, using them for storage of the liquefied oil gas.

2. To provide to committee of industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Emergency Situations of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Emergency Situations of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Emergency Situations of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of maintaining the register of owners of gas-filling stations, gas-filling Items, autogas-filling stations and industrial consumers - owners of the vessels working under pressure, using them for storage of the liquefied oil gas

Chapter 1. General provisions

1. These rules of maintaining the register of owners of gas-filling stations, gas-filling Items, autogas-filling stations and industrial consumers - owners of the vessels working under pressure, using them for storage of the liquefied oil gas (further – Rules) are developed according to subitem 138-2) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701 and determine procedure for maintaining the register of owners of gas-filling stations, gas-filling Items, autogas-filling stations and industrial consumers - owners of the vessels working under pressure, using them for storage of the liquefied oil gas (further – the register).

2. The basic concepts used in these rules are applied according to legislations of the Republic of Kazakhstan on gas and gas supply and in the field of industrial safety.

3. The register is created for the purpose of maintaining the single list of owners of gas-filling stations, gas-filling Items, autogas-filling stations and industrial consumers – owners of the vessels working under pressure, using them for storage of the liquefied oil gas (further – the owner).

4. The register represents the single, periodically specified list of owners containing all necessary information of directory nature about them.

5. Maintaining the register is performed by territorial subdivisions of authorized body in the field of industrial safety (further – territorial subdivision) in form according to appendix 1 to these rules.

6. The register is placed in open access on Internet resource of authorized body in the field of industrial safety.

Chapter 2. Procedure for maintaining register

7. The register is created based on the data provided by owners, specified in the statement for inclusion (exception) in (from) the register (a) of owners of gas-filling stations, gas-filling Items, autogas-filling stations and industrial consumers owners of the vessels working under pressure, using them for storage of the liquefied oil gas according to appendix 2 to these rules.

8. Maintaining the register includes:

1) forming (inclusion, exception) of the information about owners;

2) updating (updating, exception) of the information about owners.

9. For forming of the register the owner submits the application in the form of the electronic document or the paper document to territorial subdivision on the location of object in form, according to appendix 2 to these rules with application of a copy of the documents confirming the data specified in the statement.

The following documents are enclosed to the application:

1) the passport of the vessel working under pressure, using them for storage of the liquefied oil gas, containing the complete information about technical characteristics and registration of the dangerous technical device;

2) the letter approval of the project documentation in compliance to Rules of approval of the project documentation on construction, expansion, reconstruction, upgrade, preservation and liquidation of hazardous production facility by the organizations operating hazardous production facility, the approved order of the acting minister on emergency situations of the Republic of Kazakhstan of September 16, 2021 No. 454 (it is registered in the Register of state registration of regulatory legal acts for No. 24508) or the document containing data on approval of the project documentation of object or the acceptance act of object in operation.

not provision of the copy of documents of the project documentation regarding industrial safety and (or) registration of the vessel working under pressure, received since 2020 by information system "the state E-licensing database is allowed (further – IS "E-licensing).

In case, registrations of the vessel working under pressure and (or) approvals of the project documentation are rendered by means of IS "E-licensing", it is necessary to specify number which was assigned.

10. Data on the same object (the dangerous technical device), except as specified changes of the owner and (or) the location (the dangerous technical device) are not entered in the register.
