According to Articles 78, the Government of the Russian Federation decides 78.1 and 78.5 Budget codes of the Russian Federation:

1. Approve the enclosed general requirements to the regulatory legal acts, municipal legal acts regulating provision from budgets of subjects of the Russian Federation, local budgets of subsidies, including grants in the form of subsidies, to legal entities, individual entrepreneurs, and also physical persons - producers of goods, works, services and carrying out selections of receivers of the specified subsidies, including grants in the form of subsidies.

2. Determine that provisions of Items 1 - 19 general requirements approved by this resolution extend to subsidies, including for the grants in the form of subsidies provided according to the procedure, established according to subitems 2 and 3 of Item 2, paragraphs the fourth and fifth Item 7 of Article 78, paragraphs the sixth and seventh Item 2, paragraphs the fourth and fifth item 4 of Article 78.1 of the Budget code of the Russian Federation, to legal entities, individual entrepreneurs, and also physical persons - to the producers of goods, works, services from budgets of subjects of the Russian Federation, local budgets determined according to the subitem 1 of Item 2 of Article 78.5 of the Budget code of the Russian Federation or by results of the selection made according to paragraph one of item 4 of Article 78.5 of the Budget code of the Russian Federation.

3. Determine that the general requirements approved by this resolution extend to subsidies, including for the grants in the form of subsidies provided to legal entities, individual entrepreneurs, and also physical persons - to producers of goods, works, services from budgets of subjects of the Russian Federation, local budgets according to the procedure, established according to subitems 2 and 3 of Item 2, paragraphs the fourth and fifth Item 7 of Article 78, paragraphs the sixth and seventh Item 2, paragraphs the fourth and fifth item 4 of Article 78.1 of the Budget code of the Russian Federation, in case of acceptance of the subject of the Russian Federation by the supreme executive body (local administration of the municipality) of the decision on carrying out selection of their receivers according to the paragraph the second item 4 of Article 78.5 of the Budget code of the Russian Federation.

4. Determine that the general requirements approved by this resolution do not extend on provided from budgets of subjects of the Russian Federation, local budgets:

subsidies for the purpose of implementation of agreements on public-private partnership (municipal and private partnership), the concessionary agreements signed according to the procedure, the legislation of the Russian Federation on the public-private partnership (municipal and private partnership) determined respectively, the legislation of the Russian Federation on concessionary agreements, stipulated in Item the 6th Article 78 of the Budget code of the Russian Federation;

subsidies for the purpose of the stipulated in Article 15 Federal Laws "About Protection and Encouragement of Capital Investments in the Russian Federation" of the state support of the projects performed within agreements on protection and encouragement of the capital investments concluded in accordance with the legislation of the Russian Federation about protection and encouragement of capital investments in the Russian Federation;

the subsidies to legal entities provided by Items 8 and 8.1 of Article 78 of the Budget code of the Russian Federation;

subsidies to the public (municipal) institutions, except for grants in the form of the subsidies provided from budgets of subjects of the Russian Federation, local budgets provided by paragraphs the fourth and fifth item 4 of Article 78.1 of the Budget code of the Russian Federation;

subsidies, including grants in the form of subsidies, to legal entities, individual entrepreneurs, and also physical persons - producers of goods, works, services in the case established by the law of the subject of the Russian Federation (the municipal legal act of representative body of the municipality) regulating the budget legal relationship, stipulated in Item 2.1 Articles 78 and Item 2.1 of Article 78.1 of the Budget code of the Russian Federation.

5. Determine that provisions of Items 20 - 25 general requirements approved by this resolution are applied to the legal relationship arising by provision:

subsidies, including grants in the form of subsidies, from budgets of subjects of the Russian Federation, local budgets if source of financial provision of payment commitments of the subject of the Russian Federation (municipality) on provision of the specified subsidies, including grants in the form of subsidies, are the interbudget transfers having purpose from the federal budget to the budget of the subject of the Russian Federation, - since January 1, 2024;

other subsidies, including grants in the form of subsidies, from budgets of subjects of the Russian Federation, local budgets, - since January 1, 2025.

6. Determine that from January 1, 2024 to January 1, 2025 carrying out selections of receivers of subsidies, including grants in the form of the subsidies specified in paragraph three of Item 5 of this resolution is provided with use of other websites on the Internet.

7. Determine that when ensuring carrying out selections of receivers of subsidies, including grants in the form of subsidies, on other websites on the Internet the regulatory legal acts, municipal legal acts regulating provision of subsidies, including grants in the form of subsidies, stipulated in Item 6 these resolutions join the provisions similar to provisions of Items 20 - 24 general requirements (except for the subitem "b" of Item 20 of general requirements) approved by this resolution provided for the state information systems.

8. Recommend to executive bodies of subjects of the Russian Federation, to provide to local government bodies reduction in compliance with this resolution of regulatory legal acts of subjects of the Russian Federation, the municipal legal acts regulating provision from the relevant budget of the budget system of the Russian Federation:
