According to part 1 of article 30.1 of the Federal law "About Highways and about Road Activities in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" Government of the Russian Federation decides:

1. Approve the enclosed Regulations on procedure for journey to the reserved date and time of the cargo vehicles used for implementation of the international motor transportations and belonging to the Russian carriers or foreign carriers on the sections of highways included in the list of sections of highways provided by part 6 of article 16 of the Federal law "About Highways and about Road Activities in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" for the purpose of crossing of frontier of the Russian Federation.

2. The provision approved by this resolution becomes effective since September 1, 2023 and is effective till September 1, 2029, except for:

Item 3, of the subitem "an" of Item 5, of Item 11 of the specified Provision which become effective since March 1, 2024 and are effective till September 1, 2029;

the subitem "v" of Item 5, which becomes effective since September 1, 2023 and is effective till March 1, 2024.

I. General provisions

1. This Provision establishes procedure for journey to the reserved date and time of the cargo vehicles used for implementation of the international motor transportations and belonging to the Russian carriers or foreign carriers (further - cargo vehicles), on the sections of highways included in the list of sections of highways provided by part 6 of article 16 of the Federal law "About Highways and about Road Activities in the Russian Federation and about Modification of Separate Legal Acts of the Russian Federation" (further - the section of the highway), for the purpose of crossing of frontier of the Russian Federation.

2. The concepts used in this Provision mean the following:

"waiting area" - the platform for the parking of cargo vehicles equipped with entrances, congresses and adjunctions for the purpose of ensuring access to it from sections of highways on entrances to automobile check points through frontier of the Russian Federation;

"operator" - person exercising control of arrival of cargo vehicles to the place of implementation of such control in the reserved date and time and the subsequent regulation of journey of cargo vehicles for the purpose of passing of such control;

"control Item" - the place of control of arrival of cargo vehicles.

In this Provision of the concept "Russian carrier", "foreign carrier" and "international motor transportation" are used in the values specified in the Federal Law "About the State Control of Implementation of the International Motor Transportations and about Responsibility for Violation of Procedure for Their Accomplishment".

II. Procedure for reservation of date and arrival time of the cargo vehicle to control Item

Reservation of date and arrival time of the cargo vehicle to control Item (further - reservation) is performed with use of the state information system of electronic carriage documents provided by the Federal Law "Charter of Road Transport and Urban Land Electric Transportation" (further - the state information system of electronic carriage documents).

4. Reservation is performed on a grant basis.

5. The application for reservation with the documents attached to it is submitted by the Russian carriers, foreign carriers (further respectively - the request, applicants) by means of use:

a) personal account in the state information system of electronic carriage documents or in the federal state information system "Single Portal of the State and Municipal Services (Functions)";

b) the technical means connected to the Internet (further - Internet network), providing possibility of reservation;

c) personal account of the applicant, access to which is provided by means of the official site of "Directorate on Construction and Operation of Objects of Rosgranitsa" state-owned federal state institution in Internet network.

6. In the request the following data are specified:

a) contact information (number of the mobile phone of the driver and (or) applicant, e-mail address of the applicant);

b) state serial number of the cargo vehicle (tractor and semitrailer truck (trail car);

c) type of the international motor transportation;

d) cargo hauling (empty).

7. Electronic images of the registration certificate of the cargo vehicle are applied to the request (the tractor and semitrailer truck (trail car).

8. The reserved date and time are chosen the applicant taking into account date and time during which arrival of the cargo vehicle to control Item, except for date and time which are already reserved by other applicants is performed.

9. In case of non-presentation of the data and documents specified in Items 6 and 7 of this provision, to the applicant refuses in reservation.

10. Journey of the cargo vehicle to the automobile check point through frontier of the Russian Federation in the reserved date and time is result of execution of the request.
