Realization of the powers following from this resolution is performed by Federal Service for Supervision in Education and Science within the number of her workers, and also budgetary appropriations provided to the specified Federal Service in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

3. Rules of forming and maintaining the federal information system "The Federal Register of the Apostilles Which Are Put Down on Education Documents and (or) about Qualification"

1. These rules establish procedure for forming and maintaining the federal information system "The Federal Register of the Apostilles Which Are Put Down on Education Documents and (or) about Qualification" (further - the register of apostilles). Forming and maintaining the register of apostilles is performed for the purpose of information technological support of confirmation of education documents and (or) about qualification.

2. The register of apostilles represents federal information system which functions according to the single organizational, methodological and program and technical principles providing its compatibility and interaction with other state information systems and information and telecommunication networks including information and technological and communication infrastructure, including the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically and contains information on the apostilles which are put down on education documents and (or) about qualification since September 20, 2013.

3. Forming and maintaining the register of apostilles is performed by her operator - Federal Service for Supervision in Education and Science.

4. For the purpose of forming and maintaining the register of apostilles the Federal Service for Supervision in Education and Science provides holding the following events:

a) operation and development of the register of apostilles;

b) implementation of purchases of goods, works, services for ensuring operation and development of the register of apostilles;

c) smooth functioning of the register of apostilles;

d) implementation of the automated collection, storages, processings and generalization of information of the register of apostilles;

e) ensuring safety of information containing in the register of apostilles;

e) providing the mode of the information security containing in the register of apostilles from destruction, modifications and blockings of access to it, and also from other wrongful acts concerning such information in accordance with the legislation of the Russian Federation in the field of information, information technologies and information security;

g) ensuring access of executive bodies of the subjects of the Russian Federation performing delegated powers of the Russian Federation on confirmation of education documents and (or) about qualification (further - competent authorities), to information containing in the register of apostilles;

h) implementation of coordination of activities of competent authorities;

i) ensuring interaction of the register of apostilles with the state information resources, the state information systems, including by means of single system of interdepartmental electronic interaction;

j) the direction of data from the register of apostilles for forming and maintaining the single federal information register containing data on the population of the Russian Federation according to the procedure, the stipulated in Clause 10 Federal Laws "About the Single Federal Information Register Containing Data on the Population of the Russian Federation".

5. The information access, containing in the register of apostilles, is provided by Federal Service for Supervision in Education and Science to authorized officers of competent authority with use of the Internet taking into account the requirements to safety of personal data established by the legislation of the Russian Federation in case of their processing in information systems, restrictions on use of information and on condition of use of the program technical means allowing to identify person getting access to this information.

Identification of persons having right of access to the register of apostilles is performed after passing of the procedure of registration by them in the register of apostilles using the strengthened qualified digital signature which issue of the qualified certificate of key of check is performed by the certification centers accredited according to the procedure, established by the Federal Law "About the Digital Signature".

Maintaining the register of apostilles is performed using technical and the software which underwent the corresponding testing and certification according to requirements of the legislation of the Russian Federation about information, information technologies and about information security, legislations of the Russian Federation in the field of personal data.
