(as amended of the Order of the Minister of Culture and Information of the Republic of Kazakhstan of 04.12.2024 No. 573-HK)

According to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", PRIKAZYVAYU:

1. Approve the enclosed professional standard "Activities in the field of Religion".

2. To provide to committee on cases of religions of the Ministry of Culture and information of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Ministry of Culture and information of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Culture and information of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Culture and Information of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Professional standard: "Activities in the field of religion"

Chapter 1. General provisions

1. Scope of the professional standard: The professional standard "Activities in the field of Religion" (further – the professional standard) is developed according to Item 5 of article 5 of the Law of the Republic of Kazakhstan "About professional qualifications", including personnel trainings at the companies, recognitions of professional qualification of workers and graduates of the organizations of education and solutions of wide range of tasks in the field of personnel management in the organizations and at the companies, is applied in the field of the Ministry of Culture and information of the Republic of Kazakhstan.

2. In this professional standard the following terms and determinations are applied:

1) the job evaluation catalog of positions of heads, specialists and other employees (KS) – according to the labor law in the Republic of Kazakhstan is basis for establishment of qualification requirements to workers and is applied to the solution of the questions connected with regulation of employment relationships, providing effective personnel management system in the organizations of different types of economic activity irrespective of forms of business;

2) qualification – the official recognition of value of the mastered competences for the labor market and further education, and training allowing to perform labor activity;

3) knowledge – the studied and acquired information necessary for accomplishment of actions within professional task;

4) skill – capability to apply knowledge and abilities, allowing to carry out professional task entirely;

5) labor function – enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;

6) single wage rate book of works and professions of working (ETKS) – the reference book intended for tariffing of works and assignment of job grades by the worker;

7) informalny education – the education type received during daily activities out of the organizations of education and the organizations providing educational services, and not accompanied with issue of the document confirming results of training;

8) profession – the occupation performed by physical person and requiring certain qualification for its accomplishment;

9) professional qualification – the extent of professional training characterizing ownership of the competences required for accomplishment of labor functions by profession;

10) national authority on professional qualifications - the national authority on professional qualifications performing advisory and methodological activities for questions of National system of qualifications is created according to the decision of the Government of the Republic of Kazakhstan in the form of joint-stock company;

11) the professional standard – the written official document establishing general requirements to knowledge, abilities, skills, work experience taking into account formal and (or) informal, and (or) informalny education, to skill level and competence, content, quality and working conditions in specific area of professional activity;

12) the national qualifier of occupations of the Republic of Kazakhstan – the document on standardization reflecting names of the occupations applied in the territory of the Republic of Kazakhstan, and classifying them by the level and specialization of skills according to type of the performed works;

13) competence – capability to apply the skills allowing to carry out one or several professional tasks constituting labor function

14) ability – capability physically and (or) intellectually to perform separate single operations within professional task;

15) the industry frame of qualifications (IFQ) – the document developed on the basis of the National qualifier of occupations of the Republic of Kazakhstan, national frame of qualifications and classifying requirements to qualification of the specialist in levels depending on complexity of the performed works and nature of the used knowledge, abilities and competences of industry:

16) informal education – the education type planned, organized and performed by the organizations which provide the educational services rendered without the place, terms and form of education, and accompanied with issue of the document confirming results of training;

17) the general qualifier of types of economic activity (OKED) – the qualifier determining procedure for classification and coding of all types of economic activity.

3. In this professional standard the following reducings are applied:

1) media – mass media, set of bodies of public information transfer by means of technical means;

2) the ORK – industry frame of qualifications;

3) KS – the job evaluation catalog of positions of heads;

4) ETKS – Single wage rate book;

5) OKED – the general qualifier of types of economic activity;

6) RK – the Republic of Kazakhstan;

7) DUMK – Spiritual management of Muslims of Kazakhstan.
