1. Approve the minimum requirements to objects of informatization in the field of education according to appendix to this order.

2. To provide to department of digital development and automation of the state services in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Public Education of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of Public Education of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the vice-minister of education of the Republic of Kazakhstan Ilyasov A. B.

4. This order becomes effective after ten calendar days after day of its first official publication except for of the subitem 2) of Item 33 of the minimum requirements to objects of informatization in the field of education which becomes effective since January 1, 2024.

The minimum requirements to objects of informatization in the field of education

1. The official Internet resource of the organization of preschool education and training, average (initial, main average and general average), including vocational and specialized, technical and professional, postsecondary education, is used with domain name of the third level in the zone edu.kz.

2. The basic concepts used in these minimum requirements to objects of informatization in the field of education:

1) objects of informatization - electronic information resources, the software, Internet resource and information and communication infrastructure;

2) the hardware and software - set of the software and the technical means jointly applied to the solution of tasks of certain type;

3) training management system (Learning management system - LMS (Lening management of systems - LMS)) - object of informatization for management automation by educational process;

4) national certification center of the Republic of Kazakhstan (further - NUTs RK) - the certification center providing means of the digital signature and registration certificates to physical persons or legal entities for forming of electronic documents in the state and non-state information systems;

5) digital educational resource - the didactic materials on the studied disciplines and (or) modules providing training in interactive form: photos, video fragments, static and dynamic models, objects of virtual reality and interactive modeling, sound recording and other digital training materials;

6) the digital signature (further - the EDS) - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.

3. The object of informatization in the field of education used in the organizations of preschool education and training, average (initial, main average and general average), including vocational and specialized, technical and professional, postsecondary and additional education is placed in the server room (data-processing center) No. 179/Tax Code "About Approval of Rules of Implementation by the Owner and (or) Operator, and also the Third Party of Measures for Personal Data Protection" which is in the territory of the Republic of Kazakhstan with taking measures to personal data protection according to the Law of the Republic of Kazakhstan "About personal data and their protection", the order of the Minister of digital development, innovations and the aerospace industry of the Republic of Kazakhstan of June 12, 2023 (it is registered in the Register of state registration of regulatory legal acts at No. 32810), on backup and storage of information, to smooth functioning according to the international standard ISO/IEC 27001, ISO/IEC 27002, and also on ensuring the round-the-clock access, except for carrying out scheduled and technical maintenance.

4. Objects of informatization in the field of education are used in the organizations of preschool education and training, average (initial, main average and general average), including vocational and specialized, technical and professional, postsecondary and additional education having Internet access.

In the absence of Internet access local versions of objects of informatization in the field of education in case of their availability are used.

5. Objects of informatization in the field of education have the following minimum requirements on their functionality:

2) provision of access to all significant functionality under the standardized protocols oriented to web (web) - the interface;

3) record exception on the computer of the user of the program components or data attracting to loss by the user of control over the computer;

4) support of standardization and unification of formats of data presentation and information messages;

5) ensuring the integrity and safety of the client information transferred and received in the course of work of web (web) - services;

6) ensuring work of the user without accomplishment of additional settings of the browser with support of different browsers.

7) creation, removal and editing accounting records of users;

8) differentiation of the rights of users on roles, groups and the access level taking into account hierarchy of objects and belonging to organizational structure, with history logging of changes;

9) creation of initial passwords and change of passwords of users;

10) authorization of the user for determination of access rights to object of informatization in the field of education and to actions in it;

11) ensuring multifactorial authentication, at the same time is allowed shutdown of function of multifactorial authentication for person (student) who did not reach sixteen-year age with the consent of the parent and other legal representative of the student;

12) viewing of attempts of access with non-valid keys;

13) logging of actions of users for creation, removal and modification of personal data, on work with critical functions, appendices of object of informatization in the fields of education and viewing of magazines (logs) with actions of specific users for the chosen period of time;
