PRESIDENTIAL DECREE OF THE AZERBAIJAN REPUBLIC

of February 11, 2004 No. 24

About approval of the State program of social and economic development of regions of the Azerbaijan Republic (2004-2008)

(as of April 14, 2009)

The economic reforms undertaken in the Azerbaijan Republic within several last years promoted establishment of macroeconomic stability in the country during the short period of time, gave impetus to dynamic development of economy, considerably improved population level of living.

Today one of the most important problems of social and economic development in the country which pledged new stage in life of the Azerbaijan Republic is acceleration of development of entrepreneurship in regions by means of what rational use of labor, natural and economic potential, reduction of level of poverty in the country will be reached. Along with the fact that holding actions in this direction promotes permission of number of problems in economic development of regions economic power thereby will become stronger and the solution of social problems will accelerate.

Using riches and environment of regions of the Azerbaijan Republic, for the purpose of increase in production of agricultural products, to provide development of production spheres, including the production industry, service industry and other infrastructure facilities, and also tourism, increase in the employment level and improvement of level of living of the population, I decide:

1. Approve the State program on social and economic development of regions of the Azerbaijan Republic (2004-2008).

2. Charge to the Cabinet of Ministers of the Azerbaijan Republic, corresponding central and to local executive bodies to take necessary steps in the direction of implementation of the specified Program.

3. To the Ministry of Economic Development of the Azerbaijan Republic:

- for the purpose of financing of the actions assumed by the State program and also investment attraction to regions to hold the corresponding negotiations with the international financial institutions, state bodies of foreign states and business people;

- coordinate holding actions for implementation of the State program and inform the President of the Azerbaijan Republic two times a year on the program implementation course.

4. Charge to the Cabinet of Ministers of the Azerbaijan Republic to resolve all issues resulting from this Decree.

5. This Decree becomes effective from the date of its signing.

State program of social and economic development of regions of the Azerbaijan Republic (2004-2008)

 

Introduction

For the period, passed after recovery by the Azerbaijan Republic at the end of the XX century of the state independence, in social and political and social and economic life of the country there were radical restructurings. The purposeful policy performed since 1993 by the President of the Azerbaijan Republic mister Heydar Aliyev promoted overcoming the political and economic crisis dominating in the country in the first years of independence, opened wide way for promotion of Azerbaijan on the way of construction of the democratic state and market economy. The reforms which are consistently undertaken in the country suspended the lagging observed in the first half of the 90th years in economy and provided transition to new stage of development.

The performed policy in extremely short terms crowned thorough high-quality changes in economy: inflation (since 1996 the rate of inflation in Azerbaijan does not rise higher than 2 - 3 percent) was bridled, budget deficit is reduced to level 1 - 2 percent of the gross domestic product, in 1996 macroeconomic stability is reached, and since 1997 opportunity to provide dynamic economic development In 1996 was provided growth rates of the gross domestic product made percent 1,3, in 1997 - percent 5,8, and in 1998 - 2003 - on average percent 10,0.

One of important results of the consecutive and system economic reforms which are carried out in the Azerbaijan Republic consists in development of economy and improvement of welfare of the population by privatization of state-owned property and creating favorable conditions for development of free entrepreneurship. So, in the country land reforms actually came to the end, more than 1390 thousand hectares of land are donated to peasants. Now in private sector 99 percent of agricultural products are made.

Privatization of state-owned property and in other industries of economy was successfully performed. Since the beginning of process of privatization until the end of 2003 36200 small enterprises and objects were privatized, and within the II Privatization program privatization of the companies of complex of communication, transport, chemical, machine-building, fuel and energy complexes and other industries began.

As a result of the work done in connection with development of entrepreneurship, the specific weight of the non-state sector in the gross domestic product increased from 30 percent in 1995 to percent 73,0 in 2003.

The consistent policy pursued in the field of wages increase, pensions and benefits, social protection of the population provided significant growth in level of living in the country in recent years. In 1995-2003 the size of the average monthly salary and pension increased more than by 6 times.

Along with the achievements noted above in social and economic life of the country, in particular in the field of development of regions and employment of the population, still there are unresolved problems. Placement in the city of Baku of the most part of industrial capacity of Azerbaijan and the infrastructure facilities connected with it, and also easing or complete suspension of operations of work of many companies which are in regions, the production and serving objects strengthened inflow of the population to the capital of the country. These factors in turn made negative impact on development of economy from the regional point of view, led to increase in distinctions between development of regions, to aggravation in many places of social and economic, demographic and ecological situation.

The provision which is observed in development of regions of the Azerbaijan Republic requires increase in level of social and economic development of regions by rational use of the available potential and finishing distinctions between them to minimum.

In prepared taking into account noted above to "The state program of social and economic development of regions of the Azerbaijan Republic" the factors accelerating development of economy in certain areas, connected with it the main directions of state policy and state support in 2004-2008 are determined. The main objective of the State program consists in achievement of development of separate industries of economy in regions of the Azerbaijan Republic by rational use of the available potential, further expansion of activities of production enterprises, production incentive of export products, further improvement of level of living of the population by development of local entrepreneurship, increase in the employment level, in particular, of employment of youth by useful work and ensuring dynamic development of national economy.

For achievement of effective objective it is provided to carry out the following tasks:

- recover productive activity of the companies and create new production enterprises;

- increase efficiency of use of local resources;

- provide creation and development of the infrastructure necessary for development of regions;

- accelerate the second stage of reforms in the agrarian sector, create for this purpose in regions various service centers for the purpose of assistance to farmers and other workers of agricultural industry, expand base of seed farming, improve providing with the equipment and perform other necessary measures;

- provide creating favorable conditions for attracting investors to regions;

- encourage creation of new workplaces;

- improve providing the population with utilities.

The state program is constituted on the following economic region:

1. Absheronsky economic region (1) (Absheronsky and Hyzinsky districts, city of Sumgayit).

2. Ganja-Gazakhsky economic region (Agstafinsky, Dashkesansky, Gyadyabeysky, Geranboysky, Hanlarsky, Gazakhsky, Samukhsky, Shamkirsky, Tovuzsky districts, cities of Ganja and Naftalan).

3. Shaki-Zagatalsky economic region (Balakensky, Gakhsky, Gabalinsky, Oguzsky, Zagatalsky, Shaki districts).

4. Lyankyaransky economic region (Astarinsky, Dzhalilabadsky, Leriksky, Masallinsky, Yardymlinsky, Lyankyaransky districts).

5. Guba-Hachmazsky economic region (Devechinsky, Hachmazsky, Gubinsky, Hussar, Siyazansky districts).

6. Low economic region (Agdzhabedinsky, Agdashsky, Beylyagansky, Bardinsky, Bilyasuvarsky, Geychaysky, Hajikabul, Imishlinsky, Kyurdamirsky, Neftchalinsky, Saatlinsky, Sabirabad, Salyansky, Udzharsky, Zardabsky districts, city of Alibayramla, Mingachevir, Yevlakh).

7. Upper and Karabakh economic region (Agdamsky, Tartar, Hodzhavendsky, Hodzhalinsky, Shusha, Dzhabrailsky, Fizulinsky districts, city of Khankendi).

8. Kyalbadzhar-Lachinsky economic region (Kyalbadzharsky, Lachinsky, Zangilansky, Gubadlinsky districts).

9. Mountain and Shirvan economic region (Agsuinsky, Ysmaillinsky, Gobustansky, Shamakhinsky districts).

10. Nakhchivan economic region (city of Nakhchyvan, Babeksky, Dzhulfinsky, Ordubadsky, Sadaraksky, Shakhbuzsky, Sharursky areas).

Financing of the measures which are subject to implementation within the State program is provided at the expense of the following sources:

- means of local and foreign entrepreneurs;

- government budget of the Azerbaijan Republic;

- National fund of the help to entrepreneurship of the Azerbaijan Republic;

- off-budget state funds;

- credits of commercial banks and non-bank credit institutions;

- financial resources of the international organizations and foreign states;

- the means arriving from others, which are not forbidden by the legislation, sources.

Contractors of the State program are corresponding central also local executive bodies. Coordinating of its execution is performed by the Ministry of Economic Development of the Azerbaijan Republic.

1. General characteristic of the economic region of the Azerbaijan Republic

For further fixing of success achieved in economy of Azerbaijan as a result of the reforms undertaken in recent years in the country, social and economic development at the high level of all regions of the country, further improvement of welfare of the population it is necessary to increase efficiency of use of the potential which is available in regions, to provide opening of new workplaces, development of separate industries, the agrarian sector, expansion of conversion of agricultural products, to perform other measures.

For this purpose the classification of division into districts accepted in the State program provides enhancement of extent of specialization in economy industries in certain areas and its structures by more effective use of the available capacity of regions of the country.

It is known that the economic region of the Azerbaijan Republic differs from each other on the potential, scales and kinds of natural resources, the employment level. First of all, treat the factors distinguishing the economic region from the economic, geographical and historical points of view:

- economical geographical location;

- environment and resources;

- population level;

- industry and territorial device of the region;

- features of historical development.

Along with the above-stated factors causing social and economic development of areas in emergence of distinction between them and in poor development of the majority of the economic region it should be noted role of the following factors especially:

1. Disproportionate distribution of productive forces among regions assisted sharp distinction in the level of their social and economic development. So, concentration in the city of Baku of the main part of economy, in particular the industries, infrastructure industries, not only promoted its more rapid development in comparison with areas, but also led to aggravation of social and economic situation in regions and to inflow of the population from regions to Baku.

2. As a result of the untied Armenia against Azerbaijan of war of aggression 20 percent of lands were occupied, the economic capacity of the areas which appeared under occupation is plundered, technological and infrastructure facilities are destroyed, the Azerbaijani people incurred the numerous human victims, about one million citizens, having left the places of residence and works, the made fortune, became refugees on the native earth.

3. As a result of the land and agar reforms undertaken in Azerbaijan the most part of the population living in regions became owners of land or other real estate, however absence at people in enough seed capital, and also the conditions providing development of the agrarian sector, including the equipment, service, advisory service, infrastructure, processing enterprises and so forth limits effective use of the had opportunities.

1.1. Absheronsky economic region

The Absheronsky economic region, covering Absheronsky, Hyzinsky administrative areas and the city of Sumgayit, the Total area of the economic region has rather favorable economical geographical location (except for the city of Baku) constitutes 3,34 thousand sq.km or 3,9 of percent of the territory of the country the Relief of the economic region - hilly, it consists of foothill plains and low mountains. The arid subtropical climate is characteristic of the area.

The favorable economical geographical location of the economic region played important role in resettlement of inhabitants. Total number of the population constitutes 387,9 thousand people or 4,8 of percent of the population of the country. Average density of population makes 116 people on each sq.km.

The Absheronsky economic region is one of regions of the country rich with minerals the Economic region has inventories of sawn stone, limestone, cement raw materials, quartz and construction sands. On

The Absheronsky peninsula there are rich balneological resources Absheron is the single economic region where there is no local drinking water. The economic region is provided with drinking water by means of the water supply systems laid from the Samur Rivers and the Kura.

The economy of the Absheronsky economic region which is the industrial district is constituted mainly by the oil-and-gas, petrochemical and chemical, energy, light, food industry, ferrous and non-ferrous metallurgy. In the area powerful construction complex, spheres of transport and servicing function. The economic region has powerful fuel and energy base. Considerable part got in the country of oil and gas, the developed electric power falls to the share of this area.

The leading place in industrial structure of the economic region is taken by the chemical and petrochemical industry. In the economic region the industry of ferrous and non-ferrous metallurgy is also important. At the companies of construction industry of the economic region glass, polymeric construction materials and so forth are made.

The fundamentals of agricultural industry in the Absheronsky economic region are constituted by the meat-and-milk cattle breeding, poultry farming, sheep breeding, vegetable growing, melon growing, wine growing, floriculture and dry subtropical fruit growing entering suburban economic complex.

Agroclimatic conditions in the economic region allow to grow up olives, saffron, pistachios and other agricultural products.

The Absheronsky economic region has the developed infrastructure. The major pass through the territory of this area railway, automobile, water and air-lines of Azerbaijan. The territory is located on the bank of the Caspian Sea that raises possibilities of expansion of its transport communications. In the economic region the majority of types of vehicles functions.

The economic region at the same time has wide network of social objects. Here research institutions, higher educational institutions, the large sports centers, healthcare institutions of republican value and other objects of social infrastructure function.

Beach areas allow to create climatic balneological conditions of the economic region along coast of the Caspian Sea.

1.2. Ganja-Gazakhsky economic region

The Ganja-Gazakhsky economic region is located in the west of Azerbaijan and covers Agstafinsky, Dashkesansky, Gyadabeysky, Geranboysky, Hanlarsky, Gazakhsky, Samukhsky, Shamkirsky, Tovuzsky administrative areas, the cities of Ganja and Naftalan. The economic region has profitable economical geographical location. Total area of its territory constitutes 12,49 thousand sq.km or 14,4 of percent of the territory of the country. On relief features the territory of the area is divided into 4 zones: inclined plains, foothill, mid-mountain (at the height of 1000-2000 meters above sea level), mountainous (at the height of 2000 m above sea level) zones. According to these zones also climatic conditions of the region are various.

Favorable environment and economical geographical location of the economic region played important role in resettlement of inhabitants. Total number of the population constitutes 1103,3 thousand people or 13,6 of percent of the population of the country of 47 percent of the population in the economic region lives in the cities, and 53 percent - in villages. Average density of population makes 88 people on sq.km that a little below average over the country (94 persons). Density of population in flat zone (100-120 people) is highest.

The Ganja-Gazakhsky economic region is one of regions of Azerbaijan rich with minerals. The main minerals of the area are placed in foothill zone. The main underground inventories of the economic region are iron ore, alumstone, limestone, marble, plaster, zeolite, cement raw materials. Such inventories as dashkesansky iron ore, zeyliksky alumstone, hoshbulagsky limestone, have industrial value.

The part of the Kura proceeding through the area is rich with hydroenergy resources.

The Ganja-Gazakhsky economic region has natural and recreational resources.

The Ganja-Gazakhsky economic region on the economic value takes the second place in the country. The industrial district of Azerbaijan, the second for the importance, gives 12-13 percent of industrial output of the country.

The industry of the economic region consists of the extracting and overworking industries. In Ganja and Dashkesana the companies for production of raw materials of ferrous and non-ferrous metallurgy, their primary conversion are located. The important place in economy of the area is taken by the heavy industry. In the field of mechanical engineering industry in the economic region the companies for instrument making, communication equipment manufacturing, car repairs and farm vehicles function. Light industry of the economic region (the company for production of cotton-fiber in Delimamedli, cotton, woolen fabrics, knitted products in Ganja, to rug weaving in Ganja, Gazakhe and Dashkesana) is based on conversion of local raw materials. The food industry which is based on conversion of agricultural products - production of wine, meat and dairy products, confectionery, provides to canning products generally local requirements. The main companies of the local industry are plant on large-panel domostroitelstvo, the plants on production of steel concrete, brick and keramit, marble.

13-14 percent of agricultural products on the Azerbaijan Republic, including 80-85 percent of potatoes, 28 percent of grapes, 15 percent of livestock products fall to the share of this area.

Primary branches of specialization of agricultural industry in the Ganja-Gazakhsky economic region are potato growing, wine growing, grain-growing. Cotton is grown up only in Geranboysky district Gazakhsky and Agstafinsky, Shamkirsky and Samukhsky districts specialize in production of grapes, Gyadabeysky, Shamkirsky, Tovuzsky districts - in production of potatoes, Geranboysky district - in grain production. In the economic region industries of melon growing, vegetable growing, fruit growing and livestock production also gained development.

Essential role in complex development of the Ganja-Gazakhsky economic region is played by transport system. The area is located on the iron and automobile roads connecting Azerbaijan to Georgia and the Black Sea coast. The main transport hubs are Ganja, Gases and Agstafa. Through the territory of the economic region there pass the pipelines laid for transportation got in the Caspian Sea oil and gas on the world market.

Favorable environment, fine climate, picturesque gornolesny area landscape, its mineral waters of medicinal property allow to create medical institutions and rest houses of the international value here. At the height of 1566 m such angle-pieces of rest as Göygöl and Gadzhikend are above sea level created. The world value has the Naftalan complex for treatment and rest.

The important role in social and economic development of the northwest region of Azerbaijan, ensuring many welfare requirements (connected with health care, science and culture, education) of the population living here is played by social infrastructure of the area. In Ganja Scientific center, research establishments of National academy of Sciences of Azerbaijan function Ganja trains highly qualified personnel (Agricultural academy, Technological university, the State university) for the country. In the area mass libraries, the museums, theaters, hospitals and other objects of social infrastructure function.

1.3. Shaki-Zagatalsky economic region

One of rich regions Azerbaijani the Respublikisheki-Zagatalsky economic region is located in the northwest of Azerbaijan - the southern slope of Greater Caucasus and covers the territory Balakensky, Gakhsky, Gabalinsky, Oguzsky, Zagatalsky, Shaki administrative areas. Total area of the territory of the economic region constitutes 8,96 thousand sq.km or 10,3 of percent of the territory of the country. The relief of the region shares on mountainous and foothill speak rapidly. The economic region has limited land resources. The big high-rise difference of the territory is the reason of variety of environment. The zone has moderate climatic conditions.

Total number of the population of the economic region constitutes 531,9 thousand people or 6, country population percent. The population generally lives in foothill part, including 27 percent - in the cities, and 73 percent - in villages.

Last decade the annual average population growth constituted percent 1,5.

In the area low density of population - 59 people on sq.km.

The territory of the area is rich with minerals. All inventories of copper of the Azerbaijan Republic, 90 percent of sulfuric sulfide, 97 percent of lead, 99 percent of zinc fall to the share of this economic region. In the territory of this area it is located. The Filizchaysky field which is one of large-scale polymetallic deposits of the Caucasian region. In mountain and foothill places there are crushed stone, sand and other construction materials. 27 percent of the territory of the Shaki-Zagatalsky economic region make forests their main part is in the territory of Balakensky and Zagatalsky districts. The economic region has rich water resources.

The basis of the economy of the area is constituted by agricultural industry. In distribution of the work connected with agricultural products over the country, the area is provided by tobacco growing, silkworm breeding, fruit growing, grain-growing, wine growing, sheep breeding of meat and dairy orientation, and also connected with dairy and woolen production. More than 75 percent of the tobacco made in Azerbaijan, 17 percent of grain, 35 percent of shelkovichny tokon, 2 percent of green tea leaf fall to the share of this economic region. Procurement of products of livestock production on the Shaki-Zagatalsky economic region constitutes more than 10 percent of procurement of these products on the country.

The industry of the Shaki-Zagatalsky economic region gained rather poor and unilateral development. A little more than 3 percent of industrial output on the country the Shaki district having 27 percent of the territory and 30 percent of the population of the economic region fall to the share of this area gives half of its general industrial output.

The industry of the economic region generally specializes in industries of the light and food industry processing agricultural products. These industries give more than 95 percent of industrial output of the economic region. The food industry is based on conversion of products of gardening, tobacco growing and livestock production. The main companies of the food industry are the Shaki food plant and wineries, the Gabalinsky, Gakhsky, Balakensky, Nidzhsky plants on production of fruit and vegetable canned food, the Zagatalsky nut plant and tea factory, the Shaki meat-processing plant.

Besides, the small enterprises providing local requirements on baking of bread, production of oriental sweets function, soft drinks the Basis of light industry is constituted by silkworm breeding. In all district centers the companies of clothing industry of various scales function. Due to the development of tobacco growing in Shaki, Gabale, Balakene and Zagatale act the tobacco fermentation plants. The picturesque nature of the Shaki-Zagatalsky economic region turned it into the most important region of rest and tourism of Azerbaijan. In Gabale, Shaki, Zagatale organizations of rest and tourism function. Through this territory there passes the international tourist route to Georgia.

The economic region has the developed transportation network. The road transport gained development. The main road is the highway Yevlakh - Balaken and the railroad put into operation in the second half of the 80th years.

The social infrastructure of the economic region includes general education and average special educational institutions, branches of higher educational institutions, cultural and educational and medical institutions, the museums and theater.

1.4. Lyankyaransky economic region

The Lyankyaransky economic region of the Azerbaijan Republic is located in the southeast of Azerbaijan and covers the territory of Astarinsky, Dzhalilabadsky, Leriksky, Masallinsky, Yardymlinsky and Lyankyaransky administrative areas. In the east the economic region is washed by the Caspian Sea, and in the West and the South borders on the Islamic Republic of Iran.

Total area of the economic region constitutes 6,08 thousand sq.km or 7 percent of the territory of the country. On relief features the territory of the area is divided into two parts - the Lyankyaransky lowland and the Talysh Mountains. 26 percent of the territory of the economic region are covered with the woods. The region on the environment differs from other economic region of the country. In the territory of this economic region it is possible to meet 7 of 11 climatic zones existing in the world. Here the humid subtropical climate prevails.

The important role in resettlement of inhabitants was played by favorable environment of the economic region. Total number of the population constitutes 753,7 thousand people or 9,3 of percent of the population of the country. From them 365,6 thousand people - able-bodied population. Average density of population of the area makes 124 persons on each sq.km. On the Lyankyaransky lowland with the dense population this indicator constitutes 170, and in mountainous areas - 60-80 people. The population of the economic region has high natural increase.

Minerals in the Lyankyaransky economic region are not enough. Construction sand, clay, pebble, plaster and pr inventories of nonmetallic fields play important role in economic development of the region. The economic region is rich with thermal mineral waters. The basis of the economy of the economic region is constituted by agrarian and industrial complex. The humid subtropical climate, fertile lands, water and enough manpower create ample opportunities for development of agricultural industry. Preference is given in structure of agricultural industry to early vegetable growing, tea growing, wine growing, grain-growing. 99 percent of the tea made in the Azerbaijan Republic, 27 percent of vegetables, 15 percent of grain, 24 percent of potatoes, 13 percent of grapes, 10 percent of fruit fall to the share of this economic region. The low part of Masallinsky, Lyankyaransky, Astarinsky districts specializes in tea growing and production of ovoshchebakhchevy products.

Wine growing is developed, generally in Dzhalilabadsky district. The main industries in Leriksky and Yardymlinsky districts are grain-growing, livestock production and tobacco growing. Economic rayoneto important area of citrus fruit growing. Along coastal strip fishing is performed.

The industry of the Lyankyaransky economic region gained development on the basis of local agricultural raw materials and is based, generally on conversion of products of crop production and fish breeding. About 90 percent of industrial output fall to the share of the food industry.

The important place in the food industry is taken by processing of fish (Narimanabadsky fish plant, the Lyankyaransky plant of fish canned food), production of tea, fruit and vegetable canned food, wine and tobacco products. Besides, the companies for production of meat, milk, cheese, baking of bread function.

In the territory of the economic region the companies of construction materials, on production of furniture, car repairs, instrument making, mechanical repair and repair of farm vehicles work. In Lyankyaransky district the poultry-farming industry gained development.

Essential role in complex development of the Lyankyaransky economic region is played by transport system. The railroad Baku - Astara and the highway Baku, parallel with it, - Astara play important role in gruzo-and passenger transportations, and also expansion of commercial ties between Azerbaijan and Iran. The air-line to Buck - Lyankyaran functions.

The picturesque natural landscape, hot and cold mineral waters, climatic conditions and the developed transportation network create favorable conditions for development of the resort and tourism. Now in the area the Lyankyaransky tourist base, the Meshesuinsky clinic function. In the territory of the area there are higher educational institutions (Lyankyaransky state university), network of average special educational institutions, hospitals, drama theater, museum of local lore and other objects of social infrastructure.

1.5. Guba-Hachmazsky economic region

The Guba-Hachmazsky economic region is located in northeast part of Azerbaijan and covers Devechinsky, Hachmazsky, Gubinsky, Hussar and Siyazansky administrative areas. Total area of the economic region constitutes 7,66 thousand sq.km or 8,8 of percent of the territory of the country. The economic region has peculiar relief features. The territory of the region shares on 4 markedly the high-rise zones (from 26 to 4466 meters) differing from each other flat, foothill, mid-mountain and mountain zones.

Climatic conditions of the region according to these zones are various. If the warm climate is characteristic of flat zone, then the mountain zone has vlazhnokholodny and cold climatic conditions.

Total number of the population of the region constitutes 453,1 thousand people or 5, country population percent. Depending on relief and climatic features of the area the population, is generally settled in the flat territories along the coast of the Caspian Sea 32 percent of the population 68 percent - in villages live in the cities. Average density of population in the economic region makes 59 people on each sq.km.

The main natural resources of the Guba-Hachmazsky economic region are oil, natural gas, combustible slate, sand, crushed stone, clay. The economic region has extensive network of the rivers and rich water resources of 10-11 percent of the territory of the economic region are covered with the woods. Being one of important resort and sanatorium regions, the Guba-Hachmazsky economic region has rich natural and recreational resources. The basis of agrarian and industrial complex of the area is constituted by such industries as production of fruit and vegetable canned food (Hachmaz, the Lip), processing of fish (Hudat), rug weaving (the Lip, the Hussar, Hachmaz). The basis of the heavy industry of the economic region is constituted by oil and gas extraction (Siyazan), the electrotechnical plant (Lip), scrap metal conversion (Hachmaz).

The Guba-Hachmazsky economic region has extremely favorable transport geographical location. The railway, automobile tracks passing through the territory of the economic region, main oil, gazo-and water supply systems, telecommunication lines play important role in development of transport commercial ties of the country. Through this region the lines of communication connecting Azerbaijan to the Russian Federation are laid.

The important role in social and economic development of the region, ensuring many welfare requirements (health care, science and culture, education) of the population living in this territory is played by social infrastructure of the area. In the economic region mass libraries, theater, hospitals and other objects of social infrastructure function.

1.6. Low economic region

The low economic region covers Agdzhabedinsky, Agdashsky, Beylyagansky, Bardinsky, Bilyasuvarsky, Geychaysky, Hajikabul, Imishlinsky, Kyurdamirsky, Neftchalinsky, Saatlinsky, Sabirabad, Salyansky, Udzharsky, Zardabsky administrative areas and the city of Alibayramla, Mingachevir, Yevlakh.

The low economic region has favorable economical geographical location. Total area of the economic region constitutes 21,43 thousand sq.km or 24,7 of percent of the territory of the country. More than a half of the territory of the low economic region consists of the plains located below sea-level. Inclined plane is only the surface of the economic region close to adjacent mountains. For the region, the arid subtropical climate is generally characteristic.

Favorable for accommodation, environment and advantage of the economic region played important role in resettlement of inhabitants. Total number of the population of the economic region constitutes 1667,1 thousand people or 20,5 of percent of the population of the country. Average density of population in the economic region - 78 people on each sq.km.

The main underground resources of the low economic region are oil, natural gas, iodide and bromic trade waters, various construction material. These inventories are concentrated, generally in the central and southeast part of the area the Plentiful solar energy, water resources of the Kura and Araz, extensive land fund, suitable for cultivation, - the main natural resources of the area. The low economic region has both underground, and land-based fuel and energy sources.

The low economic region has rather developed industry. The industry of the area, is generally concentrated in its southwest (Alibayramla, Salyan, Neftchala) and to northwest part (city of Mingachevir and Yevlakh). One of the developed and specialized industries of the area is the power industry. The electric power developed by two Mingyachevirsky power plants constitutes about 60 percent of amount of the electric power made in the country.

The basis of the industry of the economic region is constituted by the chemical, mechanical, light, food industry, production of construction materials of the Company of the chemical industry Salyan, Neftchala function in the cities of Mingachevir. In Salyan the plastic production plant, and in the Neftchaleyodobromny plant is effective.

The main centers of mechanical engineering of the economic region are Mingachevir, Alibayramla and Salyan. The low economic region has not only the developed industry, it is also the important agricultural region. The agricultural industry of the area is based on the irrigated agriculture. Specialized industries of agricultural industry are the cotton breeding, grain-growing, wine growing, dry subtropical fruit growing, melon growing. More than 90 percent of the cotton made in Azerbaijan fall to the share of this area. In the economic region potatoes and sugar beet are also grown up.

The low economic region is located on the main transportation lines (iron and highways) republican value. The basis of the economy in the Upper and Karabakh economic region is constituted by agricultural industry. Wine growing, grain-growing, fruit growing and tobacco growing belong to primary branches of agricultural industry. The economic region is especially allocated on productivity of grapes.

The livestock production in the economic region gained development, generally in connection with production of meat and milk, and on mountain sites - meat and wool At the same time in the economic region development of silkworm breeding and beekeeping is provided.

The industry of the economic region is based on conversion of local agricultural raw materials.

Based on Presidential decrees of the Azerbaijan Republic of September 7, 2001 No. 577 and of May 13, 2002 No. 700 does important work in connection with improvement of social provision of the population of the occupied areas and the problem resolution of their resettlement, after liquidation of five camps thousands of families of displaced persons living in them were placed in the settlements built in the territories exempted from occupation and in other regions their employment is provided. Now according to the order of the President of the Azerbaijan Republic of February 4, 2004 No. 80 takes additional measures for improvement of social, domestic position of displaced persons from Agdamsky and other areas and to ensuring their employment. As a result of 3674 families of displaced persons from Agdamsky district will be placed in the territory of this area in the settlement having necessary infrastructure.

After release of occupied territories on Upper Karabakh economic region the special program for social and economic development of these territories will be prepared and performed.

1.8. Kyalbadzhar-Lachinsky economic region

The Kyalbadzhar-Lachinsky economic region covers Kyalbadzharsky, Lachinsky, Zangilansky and Gubadlinsky districts. 7,5 of percent of the territory of Azerbaijan and a little more than 2 percent of the population of the republic falls to the share of this economic region.

The basis of the economy of the area the agricultural industry constitutes, in particular, livestock production. Sheep breeding, cattle breeding, beekeeping are one of the developed livestock production industries.

In the territory of the economic region there are deposits of gold, mercury, marble, facing construction stone, dug, perlite and other minerals.

Because all administrative areas entering the economic region are under the Armenian occupation, within this Program measures for their development are not provided.

Based on Presidential decrees of the Azerbaijan Republic of September 7, 2001 and of May 13, 2002 No. 700 part of families of displaced persons from Kyalbadzharsky, Lachinsky, Zangilansky and Gubadlinsky districts was placed No. 577 in recently built settlements.

According to the order of the President of the Azerbaijan Republic of February 4, 2004 No. 80 149 of families of displaced persons from Kyalbadzharsky district and 37 families from Lachinsky district will be placed in new settlements in the nearest future.

After release from the Armenian occupation of the administrative areas entering the Kyalbadzhar-Lachinsky economic region the special program for social and economic development of these areas will be prepared and performed.

1.9. Mountain and Shirvan economic region

The mountain and Shirvan economic region is located in the central part of Azerbaijan - on the Shirvan plain and covers Agsuinsky, Ismaillinsky, Gobustansky and Shamakhinsky districts. Total area of the economic region constitutes 6,06 thousand sq.km or 7 percent of the territory of the country.

The relief of the economic region is divided into the mountain and flat territories.

The climate of the region is absolutely heterogeneous, mountain parts have damp and moderately cold climatic conditions. Climate of flat part - warm and dry.

The population in the Mountain and Shirvan economic region is settled rather poorly in comparison with other areas. Total number of the population of the area constitutes 257,4 thousand people or 3,2 of percent of the population of the country. Average density of population in economic rayone43 the person on each sq.km.

The Shirvan economic region is not rich with minerals. In the region, generally there are stone, crushed stone, sand, limestone and other construction materials. Clay fields of Shamakhinsky, Agsuinsky, Ismaillinsky districts represent important construction value. The mountain zone of the economic region is rich with mineral waters of medical and resort value. The springs, rich, generally sulfur and hydrocarbonates, are used as source of medicinal and drinking water.

The economic region, mainly, specializes in agriculture, wine growing, winemaking and livestock production. The leading place in agriculture belongs to grain-growing. Other industries of agriculture have character of local consumption. Main industry zhivotnovodstvaskotovodstvo and sheep breeding.

Though the Shirvan economic region also is long since the populated territory, however it gained rather poor industrial development.

The basis of the industry of the economic region is constituted by the industries of food and light industry processing local agricultural products. Light industry of the economic region, mainly, is provided by such industries as winemaking, fruit growing, sewing industry and rug weaving. The main place in the food industry is taken by the winemaking connected with conversion of local grapes. Besides, in economy of the area leso the woodworking companies, the companies for production of construction materials (the woodworking company in Ismaillinsky district, stone pits, brick-works in Shamakhinsky and Gobustansky districts), the companies for repair of agricultural machinery function. 1.10. Nakhchivan economic region

The Nakhchivan economic region of the Azerbaijan Republic is the enclave located away from the main part of Azerbaijan in encirclement of Turkey, Iran and Armenia and covers the territory of the Nakhchivan Autonomous Republic. Having appeared in blockade as a result of aggressive policy of Armenia, the Nakhchivan economic region is in extremely adverse economical geographical location now. Administrative areas are part of the Nakhchivan economic region the city of Nakhchyvan, Babeksky, Dzhulfinsky, Ordubadsky, Sadaraksky, Shakhbuzsky and Sharursky.

Total area of the economic region constitutes 5, thousands of sq.km or 6,3 of percent of the territory of the country. On relief features the territory of the area consists of Zangezursky and Derelayazsky cycles and inclined plains of 0,5 of percent of the territory of the economic region located along Araz is covered with the woods.

Total number of the population of the economic region constitutes 364,5 thousand people or 4,5 of percent of the population of the country. From them 198 thousand people are able-bodied. Average density of population in the economic region makes 66 people on sq.km.

In the Nakhchivan economic region there are rich natural resources - deposits of molybdenum, polymetallic ores, rock salt, dolomite, marble, construction materials. At the same time economic region has more than 200 types of very valuable mineral waters, such as Badamla, Sirab, Vaykhyr, etc. All inventories of molybdenum and dolomite, and also 60 percent of water resources of the Azerbaijan Republic fall to the share of the Nakhchivan economic region.

The Nakhchivan economic region has the developing industry and diversified agricultural industry. Fall to the share of this area 2,6 of percent industrial and 3,6 of percent of agricultural products of the country.

More than a half of industrial output and about 35 percent of industrial and production working personnel of the economic region are concentrated in the Nakhchivan industrial hub. The leading industries are provided electrical power (Arazsky hydroelectric power station), the electrotechnical (Nakhchyvan) companies, the companies for production of aluminum ware, furniture (Nakhchyvan), to car repairs (Shakhbuz). In the field of the industry of construction materials the plants of steel concrete designs (Nakhchyvan, Sharur), facing materials, sand shchebnevy pit function. Wine growing, tobacco growing, fruit growing and grain-growing the Nakhchivan economic region - the tobacco-growing region of the country, the second for the importance, belong to primary branches of agriculture. In the economic region sugar beet, henna, vegetables, flowers are also grown up. Primary branches of livestock production are the meat and dairy cattle breeding, the sheep breeding connected with production of meat, wool and milk, beekeeping.

Now the Nakhchivan economic region has no railway communication with other areas of the republic. The single means of communication are air traffic and the highway through the territory of Iran. Power supply of the Nakhchivan Autonomous Republic is also performed through Iran and Turkey.

Being one of the ancient cultural centers of Azerbaijan, Nakhchyvan has wide welfare infrastructure. In the autonomous republic along with scientific institutions of National academy of Sciences, comprehensive, music schools, professional schools, cultural and educational, medical institutions and the museums there are a lot of historical monuments.

The characteristic of condition of social and economic development of the economic region demonstrates that lack of stability in economic and political life of the country since the end of the 80th years of the past century exerted the negative impact on development of all regions. The termination of the former commercial ties led to deepening of crisis in the industry of the economic region. Recession in traditional agricultural industries owing to violation of equivalence in the course of exchange between primary branches of economy, and also owing to other reasons deprived of raw materials the industry of regions consisting of conversion of local agricultural products.

As a result of the purposeful economic reforms undertaken since 1995 macroeconomic stability affirmed as national economy. The measures taken in recent years promoted development of entrepreneurship in areas. The role of small and medium business begins to grow in economy of regions gradually. Now in Nakhchyvana more than 300 function (1,5 of percent of small enterprises over the country), on Absherona more than 900 (5 percent), in Ganja - Gazakhe about 1200 (percent 6,3), Shaki - Zagatale more than 400 (percent 2,2), in Lyankyarana about 800 (percent 4,2), the Lip - to Hachmaza about 350 (percent 1,9), in the Low economic region more than 2000 (10 percent) of small enterprises. At the same time it should be noted that the level of development of entrepreneurship of production orientation in regions still remains weak. Share of the small enterprises functioning in the industrial sphere on the economic region is as follows: Nakhchyvan - percent 8,6, Absheron - 8 percent, Ganja - Gases - 8,9 of percent, Shekizagatala - percent 12,5, Lyankyaran - percent 5,5, the Lip - Hachmaz percent 13,4, the Low area - percent 6,5.

At the same time development of entrepreneurship does not correspond to the industrial capacity of the economic region. Though in regions new forms of managing were also created, nevertheless most business entities faces problem of financial resources for creation of work of the companies and farms according to requirements of modern times. Poor development of market infrastructure reduces possibilities of effective activities of producers. Crucial importance in agricultural industry has complete forming of field service. The big need for rendering information, advisory services to entrepreneurs in the field of management of economy in new economic conditions is felt. Development of regions requires large investments therefore urgent is creation of system of propaganda on their attraction.

Close coherence of the specified problems in development of regions requires their system solution. It is important condition of development of regions. In this regard more complete use of capacity of regions and need of their effective coordinating at the present stage of development require implementation of the complex measures aimed at the social and economic development of areas.

2. The main directions of social and economic development of regions in 2004-2008

The large-scale economic reforms performed in 1995 - 2003 created favorable circumstances for substantial increase in the next five years of level of living of the population, the solution of social and economic problems of regions.

Continuation of the macroeconomic stability reached as a result of the policy performed in recent years aimed at providing all-round development of regions of the Azerbaijan Republic, enhancement of territorial structure of economy, complete approval on places of the entrepreneurship constituting basis of economic development, reducing level of poverty in the country and its gradual prevention plays important role. Taking into account this important factor in the forthcoming years further strengthening of the macroeconomic stability which is one of the main conditions of development of economy in general including separate industries in areas will be reached.

For this purpose in 2004 - 2008 the policy directed to preserving at the acceptable level of rates of annual average inflation and the national currency rate, reducing the tax rates in optimum limits, prolongation of term of the privileges provided to producers of agricultural products, stimulation of creation of new workplaces, preserving customs rates at optimum level, effective management of foreign debts will proceed.

In monetary policy in connection with increase in oil revenues special attention will be paid to implementation of policy of the rate providing preserving competitiveness of manat at the favorable level and providing optimality of channels of the cash offer.

In investment policy the main objective will consist in investment of investments, first of all, into improvement of providing regions with infrastructure and utilities, construction of social objects. Tariff price policy will be created taking into account level of living and solvency of the population.

For the entry further of Azerbaijan in the authoritative international organizations, economic associations process of reduction of the legislation, standards according to the international requirements will be accelerated.

The external economic policy will be directed to creating favorable conditions for export of the made products, and also protection of the domestic market against unfair competition.

One of main objectives in the field of the industry will be connected with recovery of activities of industrial enterprises in regions, creation of the new companies. Special attention will be paid to recovery of the companies for conversion of agricultural products and increase in opportunities of farmers in connection with sale of the grown-up harvest here.

The second stage of reforms in the agrarian sector will be accelerated, the main goal of state policy will consist in considerable improvement of material wealth, social conditions of rural population, creation of new workplaces. Special attention will be paid to development of mountainous areas.

The following measures will be for this purpose performed:

- development of the companies for conversion of agricultural products;

- the direction of the state investments, first of all, on recovery of production enterprises, improvement of providing regions infrastructure and utilities, construction of social objects;

- application concerning agricultural producers of the tax holidays;

- continuation of programs of rendering the government financial aid of agro-industrial complex to the companies, farms, preparation of the scheme of provision of the microcredits to various segments of the population wishing to be engaged in business activity and support of creation of microcredit banks, credit unions which will finance projects in this sector, stimulation of the organization in agricultural industry of the insurance system which is based on the market principles;

- rendering by the state full support of realization of products which are grown up by farmers as in the internal, and foreign market, creation of Fund of the help to export, the exchanges, warehouses of wholesale, auctions;

- support and financing by the state of veterinary and sanitary, phytosanitary, seed-growing work, technical supervision and cultivation of the breeding cattle;

- support of creation of network of agrotechnical services;

- recovery and reconstruction of the existing meliorative and irrigational systems, improvement of providing with water of the lands irrigated due to construction of new systems, prevention of salinization of lands, free conclusion of salty waters by means of the main collectors to the Caspian Sea;

- elimination of shortage of water, construction for this purpose new water storage basins, main channels and other objects of water economy;

- implementation of adequate measures against erosion of lands;

- preparation of projects of recultivation of lands;

- creation of land cadastre;

- creation of the land market in the country;

- simplification of procedures of registration of the property rights, uses and leases on the parcels of land.

Development of traditional industries in agricultural industry of Azerbaijan, such as grain-growing, wine growing, fruit growing, cotton breeding, tobacco growing, tea growing, silkworm breeding and others will become priority task.

Taking into account that infrastructure and utilities are one of the major factors in ensuring economic development of regions, increase in level of living of the population, during the period covering 2004 - 2008 years, the main directions of state policy in these spheres will become:

- implementation of construction projects, reconstruction and developments of power plants of modern type, roads, lines of communication and other infrastructure facilities;

- development of transport, highways and road infrastructure in rural districts and settlements;

- development of financial infrastructure;

- finishing providing the population, in particular, rural population, utilities, including the electric power, water, gas, communication and so forth, to the level of modern requirements, continuation for this purpose in these industries of measures of restructuring;

- increase in role of municipalities in management of infrastructure facilities and utilities.

Structural policy of the state along with oil sector will be aimed at the development of not oil sector, broader use of innovative technologies, privatization of large enterprises, development of entrepreneurship, increase in the export potential.

One of the most important tasks of process of privatization will consist in renewal of activities of the idle companies in regions, opening of new workplaces.

The following measures will be for this purpose taken:

- ensuring transparency in the course of privatization;

- opening of new industries for privatization according to the State program and intensification of process of privatization of the company;

- maximum use of privatization shares;

- ensuring immunity of private property, protection of the rights of owners of property and shares;

- creation of the State real estate register and creation of its work up-to-date.

In the forthcoming years complex measures for improvement of the entrepreneurial circle in Azerbaijan will be continued, their priority directions will become:

- increase in the government financial aid to development of entrepreneurship in regions;

- creation of the database about the potential opportunities which are available in areas;

- creation of the centers of advisory services, information support, marketing services and so forth which will serve entrepreneurs on places;

- tourism development in areas;

- creation of trade fairs in areas;

- strengthening of laboratory control of quality of the made products;

- taking into account local specialization creation in areas for the jobless centers of enhancement of professional training of personnel;

- implementation of the tax customs policy directed to encouragement of entrepreneurship;

- permanent regulation of rates of natural monopolies;

- resolute suppression of interventions in business activity;

- support and development of such types of business activity as mortgage, leasing, franchizing which successfully overcame testing in the international practice;

- expansion of dialogue between the state and entrepreneurs.

In the forthcoming five years the main goal of social policy in regions will consist in more complete ensuring spiritual needs of the population, including the citizens living in regions, improvement of conditions of their life.

Permanent increase in pensions and their correct orientation, ensuring special attention to disabled people, veterans of war, young families, the lower-income strata will become one of the most important directions of policy of the state in the field of social security.

Education reforms will be directed to updating of its structure and content For achievement of this purpose the following measures will be performed:

- upgrade of content of education and increase in its quality;

- equation of opportunities of all segments of the population for education;

- providing pupils with free textbooks;

- increase in grants of students;

- enhancement of teaching and educational educational system;

- construction of new schools in areas, improvement technical and staffing of rural schools.

One of the major tasks in the field of science will be connected with development of industries, including spheres of agrarian science, coordinating of activities of research and design institutes in this sphere with economic structures.

The most important purpose of state policy in the field of health care consists in improvement of health of the population, prolongation of average life expectancy, providing all segments of the population with high-quality medical attendance.

For achievement of effective objectives the main directions of state policy in the field of health care will become:

- expansion within financial opportunities of the state of free medical services and increase in their quality;

- creation in the country of system of medical insurance;

- support by the state of creation and activities of the companies of the medical industry for the purpose of improvement of providing healthcare institutions with drugs and the equipment;

- essential increase in amount and quality of medico-preventive measures;

- preparation and implementation of system of measures in connection with delivery of health care to the neediest segments of the population from the social point of view;

- construction in areas of new establishments of health care.

Strategic objectives of state policy in the field of culture will consist in preserving and development of cultural potential, values and traditions of the country, enhancement of system of creativity and education, financing of culture from the government budget will be gradually increased, development of its material, technical and information infrastructure is provided.

Strategic objectives of state policy in the field of physical culture and sport will consist in strengthening of health of the population, education in people of high moral qualities, ensuring preparation for protection of the Homeland.

Development of regions in the above-stated directions and implementation of the measures provided by the State program will become important stage in social and economic development of Azerbaijan and will play essential role in economic development of the country and improvement of welfare of the population.

According to forecasts, in 2008 the gross domestic product will increase in comparison with 2003 in 2,3 of time and will constitute 76, 3 trillion manats, the amount of the gross domestic product per capita will make 1578 US dollars, and specific weight of the non-state sector in the gross domestic product - 85 percent. In 2004 - 2008 growth rates of all spheres, including agricultural industry, will be in structure of the gross domestic product on average at the level of 10 - 15 percent. Within five years the actual growth of agricultural production will constitute percent 62,5, and the amount of investment investments at the expense of all financial sources will reach 16, 8 billion US dollars from which about 60 percent will be sent to regions.

In the next five years in general 600 thousand new workplaces will be open, and the average monthly salary is increased in time 3,1.
