About approval of the standard of rendering special social services in the field of health care

According to the subitem 2) article 13 of the Social code of the Republic of Kazakhstan PRIKAZYVAYU:

1. Approve the standard of rendering special social services in the field of health care according to appendix to this order.

2. Declare invalid the order of the acting minister of health care of the Republic of Kazakhstan of October 30, 2009 No. 630 "About approval of the standard of rendering special social services in the field of health care" (it is registered in the Register of state registration of regulatory legal acts at No. 5917).

3. To provide to department of the organization of medical care of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan provision in Legal department of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Health of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

The standard of rendering special social services in the field of health care

Chapter 1. General provisions

1. This standard of rendering special social services in the field of health care (further - the Standard) is developed according to the subitem 2) of article 13 of the Social code of the Republic of Kazakhstan and establishes the minimum requirements to quality, amount and conditions of rendering special social services in the field of health care.

2. The terms and determinations used in this standard:

1) special social services - range of services, the bases providing to person (family) of condition for overcoming objectively breaking activity of the person and directed to creation of opportunities of participation in life of society, equal with other citizens;

2) the subjects providing special social services - the physical and (or) legal entities occupied in the state and non-state sectors on provision of special social services based on the license for provision of special social services;

3) the social worker - the worker who is rendering special social services and (or) performing assessment and determination of need for special social services, having the necessary qualification conforming to the established requirements.

3. This Standard extends to the health care subjects irrespective of patterns of ownership providing special social services in the field of health care to person (family) needing special social services.

Chapter 2. The subjects providing special social services in the field of health care

4. Special social services in the field of health care are provided:

1) organizations of health care;

2) the non-governmental, volunteer organizations rendering services on paid and/or voluntary basis;

3) the physical persons practising private medicine, pharmaceutical, social and psychological activities.

5. Special social services in the field of health care are provided by the following subjects of health care:

1) the organizations giving out-patient and polyclinic help;

2) the organizations giving stationary help;

3) organizations of recovery treatment and medical rehabilitation;

4) the organizations giving palliative care and sisterly leaving;

5) the organizations of health care performing activities in the sphere of prevention of HIV infection;

6) the scientific organizations in the field of health care;

7) the organizations of health care for orphan children, children without parental support, from the birth up to three years, children with violations of mental and physical development from the birth up to four years, performing psychology and pedagogical maintenance of families with risk of refusal of the child.

Chapter 3. Conditions of provision of special social services in the field of health care

6. Special social services in the field of health care are provided to person (family) needing special social services and include complex of the available, special social services rendered at the level of the person, family and society in the way:

1) consultations (individual or group);

2) active visit, observation and assistance at home (patronage and social maintenance);

3) assistance (consultation) on "telephone hotline";

4) creations of groups of supports, holding trainings, works with initiative groups, groups most and mutual assistance.

7. Special social services in the organizations of health care for orphan children, children without parental support, from the birth up to three years, children with violations of mental and physical development from the birth up to four years, performing psychology and pedagogical maintenance of families with risk of refusal of the child, appear to the children needing special social services, to children whose activity is broken as a result of the developed circumstances and which cannot overcome these circumstances independently or by means of family.

8. Provision of special social services in the organizations of health care for orphan children, children without parental support, from the birth up to three years, children with violations of mental and physical development from the birth up to four years, performing psychology and pedagogical maintenance of families with risk of refusal of the child, is performed based on the direction of local executive bodies.

9. Provision of special social services to person (family) needing special social services is performed on the basis of assessment and determination of need for special social services:

1) establishment of initial contact:
