Based on article 49 of the Aviation code of the Republic of Moldova No. 301/2017 (The official monitor of the Republic of Moldova, 2018, No. 95 - 104, the Art. 189), with subsequent changes, DECIDES: the Government

1. Approve Regulations on ministerial procedures concerning the companies for ground handling operations it (is applied).

2. Before the date of entry into force of this resolution to Body of civil aviation to develop and approve the procedure of replacement of the certificates issued according to Aviation rules of RAC-HOC Certification of the companies for ground handling operations and the companies providing services in the protected zones of limited access of the airports.

3. From the effective date this resolution to recognize invalid the Aviation rules RAC-HOC Certification of the Companies for Ground Handling Operations and the companies providing the services in the protected zones of limited access of the airports approved by the Order of the Minister of Transports and Road Infrastructure No. 8/GEN/2006 (The official monitor of the Republic of Moldova, 2007, Art. No. 180-183, 671).

4. To impose control over the implementation of this resolution on the Ministry of infrastructure and regional development.

5. This resolution becomes effective after 12 months from the date of publication in the Official monitor of the Republic of Moldova.

Chapter I General provisions

1. The regulations on ministerial procedures concerning the companies for ground handling operations (further - the Provision) establish the procedure and conditions of issue, preserving action, change, restriction, suspension of action or withdrawal of certificates of the company for ground handling operations for the purpose of ensuring necessary level of aviation safety and aviation safety.

2. Requirements of this provision are applied:

1) to legal entities who address to Body of civil aviation (further - RSA) with request about certification for provision of services on ground handling operations in the airfields located in the territory of the Republic of Moldova and also to those which own the certificate of the service provider on ground handling operations;

2) to operators / managing directors of airfields;

3) to the air carriers providing services in ground handling operations in own system.

3. For the purposes of this provision concepts which are given definition in the Aviation code of the Republic of Moldova No. 301/2017 (further - the Aviation code), and also the concepts stated below are used:
