According to the subitem 30) of article 5-3 of the Law of the Republic of Kazakhstan "About education" we ORDER:

1. Approve Rules of recognition of the results of training received through informal education and also results of recognition of professional qualification according to appendix to this order.

2. Declare invalid:

1) the order of the Minister of Education and Science of the Republic of Kazakhstan of September 28, 2018 No. 508 "About approval of Rules of recognition of the results of training received by adults through the informal education provided by the organizations brought in the list of the acknowledged organizations providing informal education" (it is registered in the Register of state registration of regulatory legal acts at No. 17588);

2) the order of the acting minister of education of the Republic of Kazakhstan of July 17, 2023 No. 212 "About introduction of amendments to the order of the Minister of Education and Science of the Republic of Kazakhstan of September 28, 2018 No. 508 "About approval of Rules of recognition of the results of training received by adults through the informal education provided by the organizations brought in the list of the acknowledged organizations providing informal education" (it is registered in the Register of state registration of regulatory legal acts at No. 33137).

3. To provide to committee of the higher and postgraduate education of the Ministry of science and the higher education of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its placement on Internet resource of the Ministry of science and the higher education of the Republic of Kazakhstan after its official publication.

4. To impose control of execution of this order on the supervising vice-minister of science and the higher education of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of recognition of the results of training received through informal education and also results of recognition of professional qualification

Chapter 1. General provisions

1. These rules of recognition of the results of training received through informal education and also results of recognition of professional qualification (further - Rules) are developed according to the subitem 30) of article 5-3 of the Law of the Republic of Kazakhstan "About education" and determine procedure for recognition of the results of training received through informal education and also results of recognition of professional qualification.

2. In these rules the following concepts are used:

1) professional qualification - the extent of professional training characterizing ownership of the competences required for accomplishment of labor functions by profession;

2) recognition of professional qualification - assessment procedure and decision makings about the candidate's compliance to requirements of professional standards, and in case of their absence - to qualification requirements;

3) the center of recognition of professional qualifications (further - the center of recognition) - the legal entity accredited according to the procedure, established by the legislation of the Republic of Kazakhstan, the performing recognition of professional qualifications;

4) the document on recognition of professional qualification - the document certifying compliance of professional qualification of the candidate to requirements imposed to accomplishment of labor functions by certain profession;

5) results of training - the amount of knowledge, abilities, the skills acquired, shown by studying (listener) on development of the educational program confirmed with assessment and the created values and the relations;

6) informal education - the education type planned, organized and performed by the organizations which provide the educational services rendered without the place, terms and form of education, and accompanied with issue of the document confirming results of training.

Chapter 2. Procedure for recognition of the results of training received through informal education

3. Recognition of results of training of informal education is performed by the organizations of technical and professional, postsecondary, higher and (or) postgraduate education (further - the organizations of education) independently.

4. The program of informal education accustoms studying (listener) to the organizations rendering educational services of informal (additional) education and (or) in the organizations of formation of formal education (in the place of training, or to other organization of education).

5. Recognition of results of training of informal education in the organizations of education is performed based on assessment of conformity of content and (or) results of training of the program of informal education in content and (or) results of training of the subject matter or the module mastered by studying (listener) of the educational program.

6. Assessment of conformity of content and (or) results of training of the program of informal education in content and (or) results of training of subject matter or the module, is carried out by comparison of the formulated results of training and competences of the compared programs, their amount (in class periods and (or) the academic credits), estimates of educational achievements (knowledge) are more whole than training.
