1. Approve Regulations on Fonda of development and material security of the State agency on management of state-owned property under the Cabinet of Ministers of the Kyrgyz Republic according to appendix.

2. This resolution becomes effective after seven days from the date of official publication.

Regulations on Fonda of development and material security of the State agency on management of state-owned property under the Cabinet of Ministers of the Kyrgyz Republic

1. General provisions

1. The fund of development and material security of the State agency on management of state-owned property under the Cabinet of Ministers of the Kyrgyz Republic (further - Fund of development) is created for the purpose of strengthening of material and technical resources, creation of necessary conditions for work and ensuring social protection of staff of the State agency on management of state-owned property under the Cabinet of Ministers of the Kyrgyz Republic (further - Gosimushchestvo).

2. Procedure for formation of fund of development

2. Fund of development is created due to financing of the republican budget at the rate to 35 percent from the salary fund Gosimushchestva and means from the dividends added on the state blocks of shares.

For transfer of means in Fund of development by Gosimushchestv the current account according to budgetary funds in the Central Treasury of the Ministry of Finance of the Kyrgyz Republic is in accordance with the established procedure opened.

3. Fund of development is used on financing of the expenses connected with material and household providing and social protection of employees Gosimushchestva including on:

- payment of lump-sum allowance to the employees who sustained injuries or to families of employees, dead on duty;

- incentive employee benefits, including to junior and technical service personnel, based on the relevant orders of the director Gosimushchestva;

- rendering one-time financial support for medical and other purposes, accomplishment of other obligations according to the collective agreement signed between the employer and representative bodies of employees Gosimushchestva;

- payment of the compensation amounts for food and transportation expenses for junior and technical service personnel;

- allocation of one-time financial support to employees Gosimushchestva, including to junior and technical service personnel, on acquisition of agricultural products during their procurement in the amount of, determined by management Gosimushchestva;

- allocation of one-time financial support to employees Gosimushchestva, including to junior and technical service personnel, on acquisition of coal during the heating period in the amount of, determined by management Gosimushchestva.

- fee, provided by consulting, estimative, auditing, legal and other organizations, and also experts and specialists;

- acquisition of the computer equipment, software, office equipment, means of communication, furniture, accessories, their repair and maintenance;

- payment of research works on creation of standards, techniques, managements, etc.;

- organization and holding welfare and sporting events, formal meetings, seminars, conferences, charitable actions.

4. Determine that:

- the payments provided by paragraphs the second, third, the fourth, the fifth, sixth and seventh Item 3 this provision are not considered in case of calculation of leaves, benefits and the thirteenth salary;

- the compensation amounts for food and transportation expenses for junior and technical service personnel are paid for actually worked time (except for works in days of leaves, days of temporary disability, days off and holidays).

5. The expenditure of fund of development is made according to the approved expense budgets and actual receipt of the means specified in Item 2 this provision.

6. Manager and the responsible person for use of fund of development is the director Gosimushchestva.

7. The relevant structural division Gosimushchestva performing financial accounting records forming (receipt), distributions of fund of development, control of target use of means according to the estimate appointments approved in accordance with the established procedure and submits reports on the specified means to the manager of Fund of development according to the legislation of the Kyrgyz Republic.

8. The specific directions and the amount of use of means Gosimushchestva are established by the director Gosimushchestva.
