About approval of the Program of the state guarantees for providing citizens with the medical and sanitary help

For the purpose of reorientation of the Program of the state guarantees for providing citizens with the medical and sanitary help, according to the Law of the Kyrgyz Republic "About protection of public health in the Kyrgyz Republic", articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve the Program of the state guarantees for providing citizens with the medical and sanitary help according to appendix.

2. To provide to the Ministry of Finance of the Kyrgyz Republic financing of the Program of the state guarantees for providing citizens with the medical and sanitary help within the approved budget for the corresponding financial year.

3. To the Ministry of Health of the Kyrgyz Republic to take the necessary measures following from this resolution.

4. Recognize invalid:

1) the order of the Government of the Kyrgyz Republic "About the Program of the state guarantees for providing citizens with the medical and sanitary help" of November 20, 2015 No. 790;

4) the order of the Government of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic in health sector and medical insurance" of September 7, 2018 No. 420;

5) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About the Program of the state guarantees for providing citizens with the medical and sanitary help" of November 20, 2015 No. 790" of December 30, 2019 No. 724;

6) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About the Program of the state guarantees for providing citizens in the Kyrgyz Republic the medical and sanitary help" of November 20, 2015 No. 790" of December 30, 2020 No. 636;

7) the order of the Government of the Kyrgyz Republic "About modification of the order of the Government of the Kyrgyz Republic "About the Program of the state guarantees for providing citizens with the medical and sanitary help" of November 20, 2015 No. 790" of January 27, 2021 No. 26.

5. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

6. This resolution becomes effective after ten days from the date of official publication.

Program of the state guarantees for providing citizens with the medical and sanitary help

1. The program of the state guarantees for providing citizens with the medical and sanitary help (further - the Program of the state guarantees) - the guaranteed amounts, types and conditions of provision of the medical and sanitary help to citizens providing realization of their rights to the medical and sanitary help in the organizations of health care irrespective of patterns of ownership, according to the legislation of the Kyrgyz Republic in health sector, basic state and compulsory medical insurance at the expense of means basic state and compulsory medical insurance.

2. Amounts of the medical and sanitary help within this Program of the state guarantees are determined within financing of health care from means of the consolidated budget of authorized state body in the field of compulsory medical insurance.

3. Financing of this Program of the state guarantees is performed:

- executive state body in the field of compulsory medical insurance;

- authorized state body in the field of health care regarding provision of medicines of separate categories of citizens and financing of medical services from Fund of high-technology (expensive) types of medical care.

4. Medical and pharmaceutical services in the Program of the state guarantees are provided by the organizations of health care and pharmaceutical institutions which signed contracts on execution of this Program of the state guarantees and preferential provision of medicines with authorized state body in the field of compulsory medical insurance.

5. Condition for receipt of the medical and sanitary help within this Program of the state guarantees is availability of the identity document of the addressed patient, the certificate confirming the right to privileges, addition to group of family doctors, the status of zastrakhovannost on compulsory medical insurance, direction availability from the specialist.

6. Types and amounts of the medical and sanitary help are provided in appendices 1-3 to this Program of the state guarantees.

Appendix 1

to the Program of the state guarantees for providing citizens with the medical and sanitary help

Procedure for provision of the medical and sanitary help to citizens of the Kyrgyz Republic

Chapter 1. Emergency, emergency medical service in out-patient conditions and the emergency advisory help

1. The emergency medical care - the medical care provided in case of sudden sharp diseases and conditions, exacerbation of the chronic diseases requiring immediate medical intervention for prevention of essential harm to health and/or elimination of threat of life.

Emergency medical service - the medical care provided in case of sudden sharp diseases and conditions, exacerbation of the chronic diseases which are not posing obvious threat of life of the patient.

Emergency and emergency medical service is provided:

- service of the emergency emergency medical service;

- the organizations of health care, irrespective of patterns of ownership;

- emergency advisory medical care.

2. The emergency advisory medical care is provided round the clock and is provided instantly to all citizens who are on treatment in the organizations of health care. The emergency advisory medical care includes internal and correspondence consultations, and also rendering the practical help in the organizations of health care irrespective of pattern of ownership. The emergency advisory medical care is provided in case of:

- life-endangering state of his health of the patient in the absence of the specialist doctor of the corresponding profile and qualification in this organization of health care or necessary conditions for rendering specialized medical care at the level of modern achievements of medical science and practice;
