About approval of the Regulations on the policy of compulsory medical insurance

1. Approve Regulations on the policy of compulsory medical insurance according to appendix.

2. Recognize invalid:

1) the order of the Government of the Kyrgyz Republic "About approval of the Regulations on the policy of compulsory medical insurance" of February 28, 2012 No. 151;

2) Item 3 of the order of the Government of the Kyrgyz Republic "About entering of amendments and changes into some decisions of the Government of the Kyrgyz Republic" of December 14, 2015 No. 856;

3) Item 1 of the order of the Government of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic in the sphere of medical insurance" of June 20, 2018 No. 287;

4) Item 1 of the order of the Government of the Kyrgyz Republic "About modification of some decisions of the Government of the Kyrgyz Republic in the sphere of medical insurance" of March 11, 2021 No. 89.

3. To the Ministry of Health of the Kyrgyz Republic to take measures for implementation of this resolution.

4. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

5. This resolution becomes effective after ten days from the date of official publication.

Regulations on the policy of compulsory medical insurance

Chapter 1. General provisions

1. The policy of compulsory medical insurance (further - the Policy of compulsory health insurance) is the document granting the right to medical services in implementable state programs in system of compulsory medical insurance and the status of zastrakhovannost confirming one-time payment by person of fees on compulsory medical insurance.

2. The policy of compulsory health insurance is the document of single sample existing in the territory of the Kyrgyz Republic, containing images and also records in the state and official languages:

- image of the State Emblem of the Kyrgyz Republic;

- logo of Fund of compulsory medical insurance under the Ministry of Health of the Kyrgyz Republic (further - compulsory health insurance Fund);

- words "Policy of Compulsory Medical Insurance";

- personal number with digital designation;

- surname, name, middle name;

- birth date;

- category of insurance;

- effective period.

3. Acquire the Policy of compulsory health insurance of person, not covered by system of compulsory medical insurance in the Kyrgyz Republic.

Chapter 2. Confirmation of the status of zastrakhovannost, right and obligation of the citizens having the Policy of compulsory health insurance

8. The organizations of health care of the Kyrgyz Republic working under contracts with compulsory health insurance Fund perform entry in the database of insured persons of compulsory health insurance Fund for confirmation of the status of zastrakhovannost.

9. The medical and sanitary help according to the state programs in the sphere of compulsory medical insurance realized in all territory of the Kyrgyz Republic by the organizations of health care, working under contracts with compulsory health insurance Fund is provided to persons having the Policy of compulsory health insurance.

10. Persons having Policies of compulsory health insurance have the rights and perform the duties determined by the legislation of the Kyrgyz Republic in the sphere of medical insurance of citizens.

Chapter 3. Accounting and the reporting of the means arriving from implementation of the Policy of compulsory health insurance

11. The means which arrived from implementation of the Policy of compulsory health insurance are reflected in revenues of the budget of compulsory health insurance Fund, and their use is reflected in account part of the budget.

12. The means received from implementation of the Policy of compulsory health insurance arrive and are considered on treasurer personal account of compulsory health insurance Fund as administrator of resources of the budget for subsequent their use on program implementation of the state guarantees on providing citizens with the medical and sanitary help.

13. Accounting and the reporting under the means which arrived from implementation of Policies of compulsory health insurance are performed by compulsory health insurance Fund.

Chapter 4. Responsibility of compulsory health insurance Fund

14. Territorial administrations of compulsory health insurance Fund bear responsibility for:

- accounting and registration according to the issued Policies of compulsory health insurance;

- timeliness of updating of the database of insured persons;

- timeliness of registration and issue of the Policy of compulsory health insurance;
