About release from provision of ensuring discharge of duty on payment of customs duties, taxes concerning separate types of goods

1. Determine that ensuring discharge of duty on payment of customs duties, taxes are not provided concerning the goods intended for construction (creation, construction) the artificial islands which are outside the territory of the Russian Federation, installations, constructions or other objects concerning which the Russian Federation has the exclusive jurisdiction, and also for ensuring functioning (operation, use) the specified objects and activity of persons which are in the corresponding territories (further - goods), in case of their import to the territory of the Russian Federation and transportation (transportation) according to customs procedure of customs transit by road transport, and also in case of their placement on temporary storage in rooms, in warehouses, the open areas and other territories of the receiver of goods.

2. Provisions of Item 1 of this resolution are applied in case of simultaneous observance of the following conditions:

a) the customs applicant of customs procedure of customs transit and person who addressed for receipt of permission to temporary storage of goods in rooms, in warehouses, the open areas and other territories of the receiver of goods, is the owner of the artificial islands which are outside the territory of the Russian Federation, installations, constructions registered in the register of artificial islands, installations, the constructions located on the continental shelf of the Russian Federation, and the artificial islands, installations, constructions (except for floating (mobile) drilling rigs (platforms), sea floating (portable) platforms) located in internal sea waters of the Russian Federation in the territorial sea of the Russian Federation and within the Russian sector of the Caspian Sea, and the rights to them according to the procedure, No. 760 established by the order of the Government of the Russian Federation of July 25, 2015 "About registration of artificial islands installations, constructions and rights to them";

b) delivery location of the goods placed under customs procedure of customs transit is the customs control zone which is in the region of activities of the Murmansk customs;

c) the statement from the register of the artificial islands, installations, constructions located on the continental shelf of the Russian Federation, and the artificial islands, installations, constructions (except for floating (mobile) drilling rigs (platforms), sea floating (portable) platforms) located in internal sea waters of the Russian Federation, in the territorial sea of the Russian Federation and within the Russian sector of the Caspian Sea, and the rights to them, certifying the carried-out registration of artificial islands, installations, constructions and rights to them, concerning the owner specified in the subitem "an" of this Item is provided to customs authority in case of customs declaration of goods.

3. This resolution becomes effective from the date of its official publication.
