Regulations on approval procedure for implementation of activities for mining

This Provision determines approval procedure for implementation and the organization of activities for mining in the territory of the Republic of Uzbekistan.

Chapter 1. General provisions

1. In this Provision the following basic concepts are applied:

anonymous crypto - asset - crypto - the asset working by the principle of anonymity (information on the performed transactions is hidden);

activities for mining (further - mining) - activities for maintenance of the distributed register of data, creation of blocks and confirmation of their integrity by carrying out computing transactions;

mayner - the legal entity who got permission for the purpose of implementation of mining;

the mayningovy equipment - the hardware-software and (or) technical means allowing to perform mining;

authorized body - the National agency of perspective projects of the Republic of Uzbekistan;

permission - the document of allowing nature granting authorized body the right to mayner to perform mining;

the hidden mining - activities for implementation of mining on computing capacities of the third parties without their permission or consent with use of the special software;

the information system "Registration" (further - information system) - the information system intended for implementation of remote registration and provision of permission to mayner by authorized body;

the job seeker - the legal entity addressing for receipt of permission for the purpose of implementation of mining;

registration of mining (mayner) - complex of the actions connected with process of giving, acceptance and consideration of the application about issue of permission, issue, prolongation of term, renewal, suspension of action, the termination and cancellation of permission.

2. The Mining is performed by exclusively legal entity with electricity use, the made solar photo-electric station, except as specified, provided by acts of the legislation.

Maynera can be connected to single electric utility system in the cases provided by acts of the legislation with installation of the separate metering device of electrical energy.

3. Issue to mayner of permission, renewal of permission, introduction in it of change and prolongation of its effective period, action suspension, the termination and cancellation of permission is performed exclusively electronically by means of information system according to the scheme according to appendix to this Provision.

4. Persons, representatives to act on behalf of the job seeker, participate in process of obtaining, renewal and modification, prolongation of term, suspension, the termination and cancellation of permission, and also provide statements and other documents in authorized body.

5. Mayner can perform mining from the moment of issue of permission to it.

6. Permission is issued for a period of five years.

7. Maynera has the right to perform the activities only to the address specified in case of registration with respect for fire safety, sanitary standards and rules.

8. In the territory of the Republic of Uzbekistan it is forbidden:

implementation of the hidden mining;

mining anonymous crypto - assets;

implementation of mining to the address, not the corresponding address specified in case of registration;

implementation of mining without the permission.

9. Maynera shall provide information on the performed operations at the request of authorized body electronically.

10. Received during implementation of mining crypto - assets shall be realized by mayner on crypto - the exchanges having the license for implementation of activities of providers of services in the field of turnover crypto - assets in the territory of the Republic of Uzbekistan.

11. Transfer of permission to other legal entity for implementation of mining is forbidden.

Chapter 2. Allowing requirements and conditions

12. Allowing requirements and conditions for implementation of mining are:

a) use for implementation of mining of the electric power made by the solar photo-electric station, except as specified, established by acts of the legislation;

b) availability of the certain room for installation of the mayningovy equipment;

c) observance of requirements of acts of the legislation in the field of turnover crypto - assets;

d) implementation of mining only to the address specified in case of registration;

e) ensuring technical operability of utility power system of the room intended for installation of the mayningovy equipment taking into account safety requirements, sanitary standards and rules and technical safety;

e) availability of the metering device of electrical energy which was registered, intended for ensuring separate accounting of the consumed electrical energy in case of implementation of mining with connection to single electric utility system, control, compatible to the Automated system, and accounting of electrical energy (ASKUE);

g) non-realization of the hidden mining, mining anonymous crypto - assets, and also issuance crypto - the assets which were earlier in the address;

h) provision on a grant basis upon the demand of authorized body of information on mining;

i) timely and complete payment of the charges for implementation of mining established by acts of the legislation.

Chapter 3. The documents submitted for receipt of permission

13. For receipt of permission the job seeker fills in the application form in information system in which input is performed through the Single system of identification (OneID) with indication of the following information electronically:

a) identification taxpayer number (ITN);

b) full name of the legal entity and form of business;

c) location of the legal entity (postal address), phone number, e-mail;

d) the address of the room intended for installation of the mayningovy equipment;

e) the name of organization of the bank and the settlement account rendering services to the legal entity;

e) address purposes (receipt of new permission, renewal of permission, prolongation of its effective period or entering of changes into it);
