According to item 4 of Article 23, part three of Item 2 of article 25 of the Law of the Republic of Kazakhstan "About professional qualifications", PRIKAZYVAYU:

1. Approve Rules of accreditation of the centers of recognition of professional qualifications, renewals, response, renewal and cancellation of the certificate of accreditation according to appendix 1 to this order.

2. Approve the Standard form and conditions of the post-accreditation agreement according to appendix 2 to this order.

3. To provide to development department of national system of qualifications and forecasting of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on official Internet resource of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan.

5. This order becomes effective after day of its first official publication.

Rules of accreditation of the centers of recognition of professional qualifications, renewals, response, renewal and cancellation of the certificate of accreditation

Chapter 1. General provisions

1. These rules of accreditation of the centers of recognition of professional qualifications, renewals, response, renewal and cancellation of the certificate of accreditation (further – Rules) are developed according to item 4 of article 23 of the Law of the Republic of Kazakhstan "About professional qualifications" (further – the Law) and determine procedure for accreditation of the centers of recognition of professional qualifications, renewals, response, renewal and cancellation of the certificate of accreditation.

2. The main terms and determinations used in these rules:

1) the qualification program – package of measures, used for assessment of conformity of the candidate applying for recognition of professional qualification, to requirements of professional standards, and in case of their absence – to qualification requirements to use of knowledge, skills in certain working conditions with use of certain equipment, methodology and (or) tools;

2) recognition of professional qualification – assessment procedure and decision makings about the candidate's compliance to requirements of professional standards, and in case of their absence – to qualification requirements;

3) the center of recognition of professional qualifications (further – the center of recognition) – the legal entity accredited according to the procedure, established by the legislation of the Republic of Kazakhstan, the performing recognition of professional qualifications;

4) authorized body in the field of recognition of professional qualifications (further – authorized body) – the central executive body performing management, and also cross-industry coordination on recognition of professional qualifications in limits, stipulated by the legislation the Republic of Kazakhstan;

5) the document on recognition of professional qualification - the document certifying compliance of professional qualification of the candidate to requirements imposed to accomplishment of labor functions by certain profession;

6) the candidate applying for recognition of professional qualification (further – the candidate), – the physical person who addressed voluntarily, independently or in the direction of the employer for recognition of its professional qualification;

7) the professional standard – the written official document establishing general requirements to knowledge, abilities, skills, work experience taking into account formal and (or) informal, and (or) informalny education, to skill level and competence, content, quality and working conditions in specific area of professional activity;

8) the register of professions (further - the Register) – the code of information on professions systematized electronically by which recognition of professional qualifications is performed;

9) the applicant – the legal entity who submitted the application for accreditation for implementation of activities for recognition of professional qualification;

10) industry working group – the advisory advisory body under chamber of entrepreneurs of areas, cities of republican value and the capital created for the purpose of consideration of the materials provided by applicants in case of their accreditation;

11) digital platform of National system of qualifications (further - digital platform) – the portal of single digital platform of employment "Electronic employment exchange" containing information, stipulated in Item 1 article 6 of the Law and being under the domain name "ñareer.enbek.kz".

Chapter 2. Procedure for accreditation of the centers of recognition

3. Accreditation of the centers of recognition is carried out by National chamber of entrepreneurs of the Republic of Kazakhstan (further – National chamber) on voluntary and non-paid bases in coordination with authorized body.

4. Accreditation includes the following main stages:

1) acceptance, consideration of the request and the submitted documents;

2) examination of the submitted documents;

3) inspection of the applicant in the location;

4) decision making about accreditation or about refusal in accreditation;

5) issue of the certificate of accreditation;

6) conclusion of the post-accreditation agreement.
