About additional measures for the accelerated development of the industry and its key branches

For the purpose of expansion of production of finished competitive products by the accelerated development in the country of the high-technology directions of the industry, broad attraction of private investments, increases in the income of the population due to creation of new production capacities in regions, and also implementations of the management system based on the advanced international standards in large industrial industries:

1. Determine that tasks and functions on implementation of the state industrial policy and development of key branches of the industry are assigned to the Ministry of Economics and finance.

At the same time the Ministry of investments, industry and trade is responsible for questions of production in industries of the local industry, investments, export, localization and development of industrial zones.

2. Determine the main objectives of the Ministry of Economics and finance by industry development:

implementation of single industrial policy and implementation of modern development mechanisms of its industries;

determination of the directions stimulating development of the industry taking into account availability of natural raw materials, manpower and "relative benefits" of regions and also coordination of their realization;

development of key branches, including oil and gas, energy, chemical, mining, mechanical engineering industry, increase in their competitiveness, implementation of diversification, development of strategy and programs of their reforming;

ensuring pro rata resource allocation on industries and regions, and also the balanced development of infrastructure;

together with the relevant ministries forming and monitoring of balance of production and consumption of energy resources, valuable and non-ferrous metals, other strategic resources, and also optimum placement of production forces;

coordination of measures for use of modern mechanisms and approaches in case of performance improvement of work, economy of energy and other production resources, decrease in product cost and increase in operating efficiency in industries;

development on the basis of studying of market conditions on significant industrial output of the offers and complex measures directed to requirements satisfaction of the domestic market in the corresponding products and prevention of acute fluctuations of the prices, and also effective use of the available production capacities of industrial enterprises.

3. Taking into account assigned to the Ministry of Economics and finance of powers on development of the industry to assign the following additional tasks to deputy ministers of economy and finance:

a) on the first deputy minister (I. Norkulov):

on the basis of the analysis of global financial and economic situation and market conditions implementation of coordination of development of measures for impact risks assessment on domestic manufacturers and exporters, to mitigation and prevention of their negative impact;

forming together with the interested ministries and departments of address forecast parameters by spheres, industries and regions for the purpose of ensuring sustained economic growth;

b) on the deputy minister (B. Hodzhayev):

coordination of activities of territorial administrations and departments of the Ministry of Economics and finance in the field of industry development, having determined its responsible for development of industrial policy and the organization of its realization;

monitoring of production amounts of industrial output on the large industry enterprises and in regions, and also taking measures to determination of the available risks interfering achievement of forecast indicators and their elimination;

transformation of the companies of key branches of the industry, decrease in product cost and services, increase in their financial stability and operating efficiency;

the organization together with the Department of Energy of development and strategy implementation of reforming and market development of the electric power and natural gas;

taking measures to the analysis and enhancement of tariff policy in economy industries;

c) on the deputy minister (A. Boboyev) - taking measures to improvement of production infrastructure, the analysis of level of security with infrastructure of industrial zones and again entered large enterprises, and also coordination of works on their financing for the purpose of development of the industry in regions.

4. Create in the Ministry of Economics and finance with involvement of the international consulting companies Project office on realization of industrial policy and development of the directions of development of key branches of the industry (further - Project office), having assigned to it the following tasks:

development of measures for determination of "points" of economic growth in the industry and industries - "drivers" in regions, production organization of new types of products with high value added;

development of programs for decrease in cost of products made in industrial industries and to effective use of energy, including increase in resource-and energy saving;

competitiveness analysis of industrial industries in the foreign markets, development of policy of increase in efficiency and labor productivity on local production enterprises;

development of mechanisms of effective state support in case of development and program implementation of development of spheres of the industry.

For the purpose of support of activities of Project office to permit the Ministry of Economics and finance, according to the procedure of exception, to sign direct agreements with the international consulting companies.

5. Transfer to the Ministry of Economics and finance:

SUE Center of Complex Examination of Projects and Import Contracts;

45 established posts of central office of the Ministry of investments, industry and trade.

6. Create summary departments of development of the industry and the analysis of security of economy with resources in managements and departments of economy and finance of areas, cities and areas.

To the Cabinet of Ministers (Zh. Hodzhayev) to two weeks to introduce the draft of the Presidential decree of the Republic of Uzbekistan on reorganization of activities of the Ministry of investments, the industry and trade, proceeding from this Decree.

7. Take into consideration that the Ministry of Economics and finance:

is authorized body (national authority) on coordination of implementation of measures for the mechanism of support of sustainable development according to article 6 of the Parisian agreement (Paris, on December 12, 2015);

takes part in quality of the body responsible for coordination and management of regulation and implementation of "trade in greenhouse gases", and also conducting monitoring and the reporting in the project progress in this direction.
