About the organization of verification of information about candidates for the separate positions of employees which are not the state civil positions

Based on the paragraph of third of article 22 of the Law of the Republic of Belarus of July 23, 2008 "About Council of Ministers of the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 424-Z

1. Approve Regulations on procedure for the organization of verification of information about candidates for the separate positions of employees which are not the state civil positions it (is applied).

2. This resolution becomes effective after its official publication.

Regulations on procedure for the organization of verification of information about candidates for the separate positions of employees which are not the state civil positions

1. This Provision determines procedure for the organization of verification of information about candidates for the positions of employees which are not the state civil positions if other procedure is not established by legal acts.

Verification of data will be organized concerning candidates for the positions of employees which are not the state civil positions (further - candidates for positions):

the workers performing ensuring activities and maintenance of the Office of Council of Ministers of the Republic of Belarus, republican state bodies (their territorial authorities, structural divisions with the rights of the legal entity), regional, Minsk city executive committees (their structural divisions with the rights of the legal entity), city (the cities of regional subordination), district executive committees (their structural divisions with the rights of the legal entity), local administrations of areas in the cities (their structural divisions with the rights of the legal entity);

workers of offices of the organizations subordinated to the Government of the Republic of Belarus;

workers of the office of the Representative for cases of religions and nationalities;

heads and deputy managers, heads of personnel services of the organizations which property is in republican property of economic societies, more than 50 percent of shares (share in authorized fund) of which are in property of the Republic of Belarus, the organizations which are part subordinated to the Government of the Republic of Belarus, except for positions of the employees included in personnel registers;

chairmen and deputy chairmen of the board of the regional unions of consumer societies, regional consumer societies.

2. Forming of information about candidates for positions is performed respectively by the Office of Council of Ministers of the Republic of Belarus, republican state bodies (their territorial authorities, structural divisions with the rights of the legal entity), regional, Minsk city executive committees (their structural divisions with the rights of the legal entity), city (the cities of regional subordination), district executive committees (their structural divisions with the rights of the legal entity), local administrations of areas in the cities (their structural divisions with the rights of the legal entity) (further if other is not determined, - state bodies), the office of the Representative for cases of religions and nationalities, other organizations subordinated to the Government of the Republic of Belarus, the organizations which property is in republican property, economic societies more than 50 percent of shares (share in authorized fund) of which are in property of the Republic of Belarus, being part of the organizations subordinated to the Government of the Republic of Belarus (further if other is not determined, - the organizations).

Decisions on forming of information about candidates for positions are made by heads of the relevant state bodies, organizations, Authorized for religions and nationalities or persons authorized by them by results of interview with the candidate for position.

3. The candidate for position represents to the relevant state body, the organization, the office of the Representative for cases of religions and nationalities the questionnaire in form according to appendix 1 to the resolution of Council of Ministers of the Republic of Belarus of March 25, 2022 to No. 170 "About the organization of verification of information about candidates for separate positions" and other documents in cases, stipulated by the legislation.

4. Verification of information about the candidate for position will be organized and carried out by state bodies, the organizations, the office of the Representative for cases of religions and nationalities in interaction with the state security agencies and internal affairs (further if other is not determined, - the state bodies authorized on conducting check).

5. For conducting verification of information about the candidate for position for the state bodies authorized on conducting check the reference fact sheet on the candidate for position in form according to appendix 2 to the resolution of Council of Ministers of the Republic of Belarus of March 25, 2022 No. 170, the copy of the questionnaire and the consent of the candidate for position in form according to appendix 20 to the Regulations on procedure for functioning of single state system of registration and accounting of offenses approved by the resolution of Council of Ministers of the Republic of Belarus of July 20, 2006 No. 909 are represented.

In the cover letter to these documents the position of the employee to which the candidate is picked up is specified.

territorial authorities, structural divisions with the rights of the legal entity of republican state bodies, regional, Minsk city executive committees (their structural divisions with the rights of the legal entity), city (the cities of regional subordination), district executive committees (their structural divisions with the rights of the legal entity), local administrations of areas in the cities (their structural divisions with the rights of the legal entity), the organizations which property is in republican property, economic societies, more than 50 percent of shares (share in authorized fund) of which are in property of the Republic of Belarus, being part of the organizations subordinated to the Government of the Republic of Belarus - in territorial authorities of state security, Main Department of Internal Affairs of the Minsk city executive committee, Departments of Internal Affairs of regional executive committees.
