1. Create Council for biological safety under Council of Ministers of the Republic of Belarus in structure according to appendix.

2. Approve Regulations on Council for biological safety under Council of Ministers of the Republic of Belarus it (is applied).

3. This resolution becomes effective after its official publication.

Regulations on Council for biological safety under Council of Ministers of the Republic of Belarus

1. Council on biological safety under Council of Ministers of the Republic of Belarus (further – Council) is the permanent forming in the field of ensuring biological safety performing coordination of the work on the prevention, identification and decrease in the biological risks connected with negative impact of dangerous biological factors on health of the person, animals, plants, products of animal, phytogenesis and (or) the environment which is carried out in the Republic of Belarus.

2. Council in the activities is guided by acts of the legislation, including this Provision.

3. The main objectives of Council are:

3.1. development of offers on forming and realization of single state policy in the field of ensuring biological safety;

3.2. the organization of interaction and coordination of activities of state bodies and organizations, other legal entities in the field of ensuring biological safety;

3.3. efficiency evaluation of implementable actions for ensuring biological safety.

4. Council according to the tasks assigned to it:

4.1. determines the priority directions of works in the field of ensuring biological safety;

4.2. provides coordination and interaction of state bodies and organizations, other legal entities concerning biological safety;

4.3. considers the course of implementation of actions on achievement and maintenance of the main indicators of biological safety at the admissible level;

4.4. makes decisions on holding preventive, educational and training and other actions in the field of counteraction to biological threats and ensuring biological safety;

4.5. develops offers on:

to forming of system of the measures directed to the prevention and mitigation of consequences of the emergency situations connected with negative impact of dangerous biological factors on health of the person, animals, plants, products of animal, phytogenesis and (or) the environment;

to enhancement of the regulatory legal base in the field of ensuring biological safety;

4.6. takes other measures in the field of ensuring biological safety within the competence.

5. Council has the right:

5.1. request in accordance with the established procedure from state bodies and the organizations, other legal entities the materials and information necessary for implementation of activities of Council;

5.2. involve in accordance with the established procedure the Professional advice of state bodies and organizations, to create working groups for the solution of tasks of Council, accomplishment of analytical, expert and other tasks in the field of ensuring biological safety;

5.3. invite and hear at meetings of Council of representatives of state bodies and organizations, other legal entities on the questions connected with ensuring biological safety;

5.4. make relevant decisions on analysis results of data on condition of biological safety, availability of risk factors of origin and (or) development of emergency situation of biological nature.

6. The staff of Council is determined by Council of Ministers of the Republic of Belarus.

The chairman of the board is the Prime Minister of the Republic of Belarus. In the absence of the chairman of the board its functions are performed by one of his deputies.
