According to the subitem 11) of Item 1 of article 5 of the Law of the Republic of Kazakhstan "About the Semipalatinsk area of nuclear safety" and Item 15 of Rules of preservation of the lands approved by the order of the Government of the Republic of Kazakhstan of September 29, 2003 No. 993, I ORDER:

1. Approve the enclosed Method of carrying out comprehensive ecological examination of the territories in which testing of nuclear weapon were carried out.

2. To provide to committee of atomic and energy supervision and control of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Method of carrying out comprehensive ecological examination of the territories in which testing of nuclear weapon were carried out

Chapter 1. General provisions

1. This Method of carrying out comprehensive ecological examination of the territories in which testing of nuclear weapon were carried out (further - the Technique) is developed according to the subitem 11) of Item 1 of article 5 of the Law of the Republic of Kazakhstan "About the Semipalatinsk area of nuclear safety", and also Item 15 of Rules of preservation of the lands approved by the order of the Government of the Republic of Kazakhstan of September 29, 2003 No. 993 and determines the mechanism of carrying out comprehensive ecological examination of the territories in which testing of nuclear weapon were carried out.

2. In this Technique the following concepts and determinations are used:

1) vulgar activity (further - As) - the substance radioactivity having per acre. Unit of vulgar activity - becquerel on square meter (further - Bq/m 2);

2) intervention level - the level of radiative effects in case of which exceeding holding protective measures for the purpose of restriction of radiation of the population is required;

3) deshifrirovaniye of aerial photographs and space pictures - process of identification, recognition and determination of quantity and quality characteristics of objects on the area with comparison of their images on aerial photographs and space pictures;

4) becquerel (further - Bq) - unit of measure of activity of radioactive source in the International System of Units (further - the SI). One Bq is determined as activity of source in which in one second there is on average one radioactive decay;
