1. Approve the instruction on the organization of anti-terrorist protection of objects of the Ministry of Trade and integration of the Republic of Kazakhstan, vulnerable in the terrorist relation, and objects of domestic trade, vulnerable in the terrorist relation, according to appendix to this order.

2. And administrative work of the Ministry of Trade and integration of the Republic of Kazakhstan in the procedure established by the legislation to provide to finance department:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Trade and integration of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Trade and integration of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This instruction on the organization of anti-terrorist protection of objects of the Ministry of Trade and integration of the Republic of Kazakhstan, vulnerable in the terrorist relation, and objects of domestic trade, vulnerable in the terrorist relation (further – the Instruction), is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism" and requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305 (further – Requirements).

2. This Instruction extends to objects of the Ministry of Trade and integration of the Republic of Kazakhstan and its departments, the organizations which are under their authority, and also the objects performing activities in the sphere of domestic trade, carried to objects vulnerable in the terrorist relation (further – objects), according to Rules and criteria of reference of objects to vulnerable in the terrorist relation, approved by the resolution the Government of the Republic of Kazakhstan of April 12, 2021 No. 234 (further – Rules).

If on the objects consisting on balance of the Ministry of Trade and integration of the Republic of Kazakhstan, its departments and being under its authority of the organizations other organizations which are not under authority of the last and carried according to Rules to objects vulnerable in the terrorist relation are placed, then extend the instructions on the organization of anti-terrorist protection approved by regulatory legal acts of the first heads of state bodies under which authority these organizations are or in the sphere of regulated policy of which to them they perform the activities.

3. In case of operation of objects by their heads, owners, owners observance of provisions of this Instruction and Requirements is provided.

4. In this Instruction the following basic concepts are used:

1) measures of primary reaction – the complex of priority actions undertaken by personnel of object and employees of the subject of security activities, directed to timely informing authorized state bodies on threat or making of the act of terrorism, and also actions for minimization and liquidation of possible consequences of the act of terrorism (assistance in implementation of primary and investigative actions by forces of emergency (primary) reaction, first aid by the victim, evacuation and so on);

2) system of video surveillance - set of surveillance cameras, data lines, program and technical means and storage of videos, and also the program and (or) technical means of management performing information exchange among themselves;

3) check-point – specially equipped place intended for ensuring control, the omission of people and vehicles;

4) crisis situation – the situation implying the committed or committed terrorist assault and the requiring acceptance of emergency measures of reaction;

5) system of lighting – set of the technical means allowing to provide the necessary level of illumination for system of video surveillance, visibility of people and vehicles on object in night-time;

6) technical reinforcement – the structural elements, engineering, technical means and (or) their set providing necessary counteraction to unauthorized penetration on object or its parts;

7) objects of domestic trade – shopping facilities and objects of public catering;

8) subjects of security activities are specialized security divisions of law-enforcement bodies of the Republic of Kazakhstan and the private security organizations;

9) the protected zone (site) – the territory, and also allocated on object of zone (sites), part of buildings (structures and constructions), the rooms and their structural elements which are subject to protection;

10) control and management system for access – set technically the compatible hardware and (or) the software intended for access control, differentiation of the rights to entrance and (or) exit to object and (or) its separate zones of personnel and visitors, collection and storage of information;

11) public catering – the business activity connected with production, conversion, realization and the organization of consumption of food;

12) objects of public catering – the dining room, bar, cafe, restaurant and other institutions providing services of public catering regardless of their actual name.

13) potentially dangerous sites of object – territorially allocated zones (sites), structural and technological elements of object where explosion-fire-hazardous, dangerous chemicals, weapon and ammunition, toxic substances and medicines, elements of technological chains, systems, the equipment or devices, critical zones of object, and also the place of possible mass stay of people on object, making of the act of terrorism on which can promote damnification of life and health, emergence of accident, creation of threat of emergency situation with dangerous social and economic consequences, to plunder of dangerous substances and materials for the purpose of their further use for making of the act of terrorism, are used, stored or operated;

14) object perimeter – object border according to documents of title;

15) training (preventive) events – the preventive methods of personnel training and protection realized in the form of instructing and occupations for the purpose of instilling of skills of primary reaction;

16) assessment of anti-terrorist protection of object (experiment) – the action directed to estimation of access control, readiness of objects, and also the subjects performing security activities on them to hindrance of making of the act of terrorism, ensuring minimization and mitigation of consequences;

17) object – the organization (organization) with organized set of personnel and (or) the building, construction, complex of buildings and constructions or their part;

18) personnel of objects – heads and workers of object, including persons (lessees) performing activities on leased premises of object;

19) access control – set of the rules regulating the established procedure excluding possibility of unauthorized entrance (exit) of persons, entrance (departure) of vehicles, bringing (carrying out), import (export) of property;

20) the shopping facility – the building or part of the building, construction or part of construction, the trade market, the automated device or the vehicle which are specially equipped with the equipment intended and used for the calculation, goods demonstration, servicing of buyers and carrying out cash settlings with buyers in case of sales of goods regardless of the actual name of such objects;

21) the floor space – the square of the shopping facility occupied with the special equipment, intended for the calculation, goods demonstration, servicing of buyers and carrying out cash settlings with buyers in case of sales of goods, pass of buyers;

22) critical zone – the room, sites and structural elements which destruction as a result of the act of terrorism can lead to fundamental breach of normal functioning of object, its essential damage or accident on it;
