1. Approve the enclosed Requirements to the temporary integration technical solutions made by authorized operators (bodies) of state members of the Eurasian Economic Union with participation of national operators of state members.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

Requirements to the temporary integration technical solutions made by authorized operators (bodies) of state members of the Eurasian Economic Union with participation of national operators of state members

I. General provisions

1. This document determines requirements to the temporary integration technical solutions made by authorized operators (bodies) of state members of the Eurasian Economic Union (further respectively - authorized operators, state members) with participation of national operators of state members (further - national operators), including requirements to the organization of information exchange between authorized operators (further - information exchange), to the regulations of information exchange, messages transferred within information exchange, to ensuring information security in case of information exchange and other requirements which are imposed when tracking transportations of subjects to tracking using navigation seals on the territories of 2 and more state members in case stipulated in Item 2 articles 9 of the Agreement on application in the Eurasian Economic Union of navigation seals for tracking of transportations of April 19, 2022.

2. The concepts used hereunder are applied in the values defined by the Agreement on the Eurasian Economic Union of May 29, 2014, the Customs code of the Eurasian Economic Union, acts of bodies of the Eurasian Economic Union, and also the Agreement specified in Item 1 of this document.

II. Requirements to the organization of information exchange

3. In case of information exchange are used:

a) logical configuration of network - full-coherent topology;

b) technology of the guaranteed delivery of messages;

c) the software product created on the basis of RabbitMQ message broker.

4. Messages are transferred in electronic form in the JSON format.

III. Requirements to regulations of information exchange

5. Within information exchange authorized operators communicate in real time.

If the authorized operator and the national operator are not one person, in case of receipt of data from authorized body of other state member within information exchange the authorized operator transfers them to the national operator of the state member specified as the receiver of such data, in real time.

6. Duration of technological break in case of which information exchange is not performed cannot exceed 1 hour. The total duration of such technological breaks cannot exceed 1 hour a day.

7. In case of need works which can entail breaks of information exchange (including technological) more than for 1 hour, the authorized operator shall inform on it authorized operators of other state members at least in 1 days prior to carrying out such works.

IV. Requirements to the messages transferred within information exchange

8. When implementing information exchange the principle of podokumentny exchange when one message contains one document is applied.

9. Within information exchange forming, transfer, acceptance and processing of messages according to the procedure and in the scope of information, provided by the Decision of Board of the Eurasian economic commission of September 14, 2023 No. 139 "About information exchange between authorized operators (bodies) of state members of the Eurasian Economic Union when tracking transportations using navigation seals" are performed.

V. Requirements to ensuring information security in case of information exchange

10. In case of information exchange by the authorized operator the measures meeting the requirements in the field of information security according to the legislation of the state member shall be taken.

11. In case of storage of information in information systems by authorized operators measures for non-admission of unauthorized actions with such information according to the legislation of the state member shall be taken.

VI. Requirements to the organization of information exchange in case of impossibility of data processing in the set mode

12. Authorized operators shall provide creation of services of technical support for the purpose of elimination of technical failures and (or) non-admissions of exceeding of waiting time of the answer to the messages directed within information exchange.

The working hours of such services shall be performed on permanent basis within 24 hours a day, 7 days a week.

13. For the purpose of operational interaction authorized operators exchange contacts (phone number, the e-mail address).

VII. Additional requirements

14. Authorized operators shall provide development and application of the electronic services providing:

a) forming and direction of messages;

b) obtaining and processing of messages;

c) forming of information resources;

d) search in information resources of messages;

e) storage of the sent and received messages.

15. For information exchange the main and reserve data transmission channels shall be created. In case of data exchange the public or special protected IP networks are used.

16. Handling capacity of the used data transmission channels shall provide data transmission within no more than 3 minutes.

17. As a part of messages time is specified according to the World coordinate time (UTC) in the format provided by ISO 8601.

18. When forming of information transferred to information systems the coding UTF-8 according to RFC 3629 and ISO/IEC of 10646 Annex D without specifying of tag of procedure for bytes (UTF-8 without BOM) shall be used.

19. Within information exchange each message shall include the unique identifier created by the rules GUID.
