About state regulation of the prices of socially important goods

For the purpose of implementation of Articles 6, 9 Laws of the Kyrgyz Republic "About pricing", article 7 of the Law of the Kyrgyz Republic "About local public administration and local government bodies", according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve enclosed:

1) the List of socially important goods on which temporary state regulation of the prices in the domestic market of the Kyrgyz Republic can be entered (further - the List) according to appendix 1;

2) the Procedure for state regulation of the prices of socially important goods according to appendix 2.

2. To National Statistical Committee of the Kyrgyz Republic to notify the Ministry of Economy and Trade of the Kyrgyz Republic in case of observation of tendency of increase in prices for socially important goods on which temporary state regulation of the prices can be entered.

3. To the Ministry of Agriculture of the Kyrgyz Republic on permanent basis:

1) to perform monitoring of condition of food security in the republic and regions according to the Regulations on monitoring and indicators of food security of the Kyrgyz Republic approved by the Cabinet of Ministers of the Kyrgyz Republic;

2) in case of threat of food crisis to bring in the Ministry of Economy and Trade of the Kyrgyz Republic of the offer on control of goods prices according to appendix 1;

3) to assist executive bodies of local self-government in the organization of fairs selling the main socially important goods by producers and suppliers.

4. To plenipotentiaries of the President of the Kyrgyz Republic in areas, local public administrations:

1) to monitor situation in the markets on realization of the main socially important goods, including on the basis of data of the city halls of the cities of regional value and ayyl to okmot;

To bring 2) in case of increase in prices for socially important goods in the Ministry of Economy and Trade of the Kyrgyz Republic of the offer on control of the prices of these goods;

5. Recommend to executive bodies of local self-government:

2) to carry out explanatory work among the population and entrepreneurs concerning control of the prices of the main socially important goods.

6. To the Ministry of Economy and Trade of the Kyrgyz Republic by results of monitoring, the analysis of the offers made according to Items 3 and 4 of this resolution, or on own initiative:

1) to make the decision on introduction of temporary state regulation of the prices of separate types of the socially important goods included in the List or its cancellation according to the Law of the Kyrgyz Republic "On pricing";

2) depending on situation in the goods markets to make offers in the Cabinet of Ministers of the Kyrgyz Republic on taking measures to control of the prices of separate types of the socially important goods included in the List, application of one of the following measures of regulation: tax and budget, monetary, customs and tariff regulation, commodity or purchasing intervention according to the industry legislation of the Kyrgyz Republic.

7. Determine that from the moment of introduction of state regulation of the prices:

1) the Procedure for state regulation of the prices of socially important goods is applied;

2) control of observance of the Procedure for state regulation of the prices of socially important goods is exercised by Service of anti-monopoly regulation under the Ministry of Economy and Trade of the Kyrgyz Republic.

8. Bring in the order of the Government of the Kyrgyz Republic "About approval of the Regulations on procedure for determination of the prices (rates) for goods (works, services) the business entities regulated by the state" of February 18, 2013 No. 83 the following changes:

in Regulations on the procedure for determination of the prices (rates) for goods (works, services) the business entities regulated by the state approved by the above-stated resolution:
