1. Determine that:

 by authorized operators (bodies) of state members of the Eurasian Economic Union when tracking transportations using navigation seals it is performed according to the procedure according to appendix No. 1;

authorized operators (bodies) of state members of the Eurasian Economic Union exchange on each monitored transportation by data in structure according to appendix No. 2.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

Procedure for information exchange between authorized operators (bodies) of state members of the Eurasian Economic Union when tracking transportations using navigation seals

I. General provisions

1. This Procedure determines rules of information exchange between authorized operators (bodies) of state members of the Eurasian Economic Union (further respectively - authorized operators, state members) when tracking transportations using navigation seals according to the Agreement on application in the Eurasian Economic Union of navigation seals for tracking of transportations of April 19, 2022.

This Procedure is applied including in case of use of the navigation seal registered in information system of the national operator of other state member than state member in the territory of which transportation tracking begins.

2. For the purposes of this Procedure concepts which mean the following are used:

"break statement of transportation" - the authorized operator of state member in the territory of which there is place of completion of transportation of subject to tracking;

"the operator of tracking of transportation" - the authorized operator of state member in the territory of which transportation of subject to tracking begins;

"the operator of passing" - the authorized operator of state member on which territory it was performed, transported or planned subject to tracking (including break statement of transportation). At the same time the operator of tracking of transportation does not join in number of operators of passing;

"the operator of registration" - the authorized operator of state member in the territory of which there is national operator in whose information system the navigation seal is registered;

"third-party seal" - the navigation seal registered in information system of other national operator than the national operator performing tracking using this seal;

"technological data of navigation seal" - the data obtained from navigation seal on geographical coordinates of navigation seal, speed of its movement, date and time of determination of these coordinates, level of charge of the power supply of navigation seal.

Other concepts used in this Procedure are applied in the values defined by the Agreement on the Eurasian Economic Union of May 29, 2014, the Customs code of the Eurasian Economic Union, the Agreement on application in the Eurasian Economic Union of navigation seals for tracking of transportations of April 19, 2022 and acts of bodies of the Eurasian Economic Union.

3. Authorized operators provide acceptance, processing and the direction of messages round the clock in the automatic mode in process of receipt of information.

4. If the sender and the message recipient (request) match, such message (request) does not go.

5. If the same message recipient (request) acts in several qualities, such message (request) is not duplicated.

6. Reply to the request goes the receiver of request to querier.

7. When implementing information exchange within realization of this Procedure the codes of events given in the table are applied.

8. For confirmation of possibility of use of third-party seal the operator of tracking of transportation (the operator of passing) sends to the operator of registration the information request about navigation seal containing the data provided by the Section I of the scope of information which authorized operators (bodies) of state members of the Eurasian Economic Union for each monitored transportation (appendix No. 2 to the Decision of Board of the Eurasian economic commission of September 14, 2023 No. 139) exchange (further - the scope of information).
