I ORDER:

1. Approve the Procedure for maintaining customs statistics of foreign trade in goods according to appendix.

2. To department of customs statistics, subordinated customs authorities, when forming data of customs statistics of foreign trade in goods to be guided by the Procedure specified in Item 1 of this order.

3. To department of documentary providing (Toktosun of kyza And.) bring this order to the attention of staff of GTS.

4. To impose control of execution of this order on the vice-chairman of GTS Mukashev K. B.

Procedure for maintaining customs statistics of foreign trade in goods

1. This Procedure is developed according to part 3 of article 150 of the Law of the Kyrgyz Republic "About customs regulation" and determines rules of accounting, forming and data presentation of customs statistics of foreign trade of the Kyrgyz Republic with the states which are not members of the Eurasian Economic Union (further - the third countries).

2. Accounting of goods in customs statistics of foreign trade in goods with the third countries is performed according to Methodology of maintaining customs statistics of the foreign trade in goods of state members of the Eurasian Economic Union approved by the Decision of Board Eurasian the economic commission of December 25, 2018 No. 210 (further - Methodology).

3. Accounting of goods in foreign trade statistics is performed by goods with the third countries based on general system of trade in which all goods which are added to inventories of material resources of the Kyrgyz Republic as a result of their import to the republic territory from the territory of the third country are considered or reduce inventories of material resources of the Kyrgyz Republic as a result of their export from the republic territory by the territory of the third country.

4. Forming of data of customs statistics of foreign trade of the Kyrgyz Republic with the third countries is performed on the basis of the data containing in the declarations on goods completed according to the Procedure for filling of the declaration on goods approved by the Decision of the Commission of the Customs union of May 20, 2010 No. 257.

5. In customs statistics of foreign trade in goods with the third countries goods, stipulated in Item the 7th the Section IV of Methodology are considered.

6. When forming data of customs statistics of foreign trade in goods with the third countries the qualifiers used for filling of customs declarations, approved by the Decision of the Commission of the Customs union of September 20, 2010 No. 378 are used.

7. When forming data of customs statistics of foreign trade in goods the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union is applied (further - the CN FEA EEU).

8. Forming of data is performed with use of information software of the Single automated information system of customs authorities and (or) computer aids.

9. The division of GTS responsible for maintaining customs statistics of foreign trade creates aggregated data of customs statistics of foreign trade and represents them to GTS management, National Statistical Committee of the Kyrgyz Republic, and also by written requests of executive bodies according to the procedure, established by the legislation of the Kyrgyz Republic.

10. Data of customs statistics of foreign trade in goods of the Kyrgyz Republic with the third countries are created by GTS monthly for the 5th day upon termination of the accounting period.
