About approval of the Procedure for the organization of information interdepartmental exchange of authorized state body in the field of customs affairs with state bodies (organizations)

For the purpose of implementation of Articles 92, 174 Laws of the Kyrgyz Republic "About customs regulation", improvements of the organization of interdepartmental interaction of state bodies of the executive authority (further - state bodies) in the field of customs affairs, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides:

1. Approve the Procedure for the organization of information interdepartmental exchange of authorized state body in the field of customs affairs with state bodies (organizations) (further - the Procedure) according to appendix.

2. Under the Ministry of Finance of the Kyrgyz Republic together with Tunduk open joint stock company to provide to the State Customs Service:

1) coordination of works of state bodies (organizations) performing issue of allowing documents (data) in the field of foreign economic activity (further - state bodies (organizations), on information technical implementation of interdepartmental interaction according to Procedure;

2) the organization of works on maintenance and upgrade of the software used in case of realization of technology of the automated information exchange and also to carrying out monitoring of functioning of electronic services within interdepartmental interaction;

3) functioning service cards of information exchange in electronic form in system of interdepartmental electronic interaction Tunduk.

3. To impose control of execution of this resolution on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

4. This resolution becomes effective after seven days from the date of official publication.

Procedure for the organization of information interdepartmental exchange of authorized state body in the field of customs affairs with state bodies (organizations)

Chapter 1. General provisions

1. This Procedure establishes uniform procedures for the organization and implementation of interdepartmental interaction in electronic form (further - interdepartmental interaction) between authorized state body in the field of customs affairs (further - the Receiver of data) and state bodies (organizations) (further - Suppliers of data) participating in process of registration and issue of allowing documents (data) necessary in case of making of customs transactions.

2. Interdepartmental interaction of the Receiver of the data this with Suppliers, is performed by means of use service cards of information exchange, the interdepartmental and interdepartmental administrative and managerial and other processes directed to optimization, elimination of excessive procedures, improvement of quality and reducing terms of provision of the corresponding state services.

3. The terms and determinations used in this Procedure:

1) the Receiver of data - authorized state body in the field of customs affairs and the customs authorities subordinated to it, it are transferred and provided to which this according to this Procedure;
