About measures for further enhancement of system of public administration of the Republic of Kazakhstan

According to the subitem 3) article 44 of the Constitution of the Republic of Kazakhstan for the purpose of upgrade and increase in system effectiveness of public administration of POSTANOVLYAYU:

1. Reorganize:

1) the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan by allocation of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan from it with transfer to it of functions and powers in the field of use and protection of water fund, water supply, water disposal;

2) the Ministry of the industry and infrastructure development of the Republic of Kazakhstan by its separation on:

The ministry of transport of the Republic of Kazakhstan with transfer to it of functions and powers in spheres railway, automobile, inland water transport; merchant shipping; in the field of use of airspace of the Republic of Kazakhstan and activities of civil and experimental aviation; natural monopolies in the field of services of air navigation and the airports; the socially significant markets in the field of services of the airports; highways;

Industry ministry and constructions of the Republic of Kazakhstan with transfer to it of functions and powers in spheres of the industry and industrial development; industries; mining and metallurgical complex; developments of intra country value; mechanical engineering; coal, chemical, easy (except conversion of skins and hair of farm animals), the woodworking and furniture industry; construction industry and production of construction materials; safety of machines and equipment; safety of chemical products according to industry orientation; control of specific goods; energy saving and increase in energy efficiency; regulations of production of precious metals and turnover of precious metals and gemstones; the primary goods containing precious metals; jewelry and other products; creations, functioning and abolition of special economic zones; public administration by subsurface use regarding solid minerals, except for uranium production; state geological studying of subsoil, reproduction of mineral resources; architectural, town-planning and construction activities; housing relations; municipal services; state regulation in the field of water supply and water disposal, heat supply (except the combined heat and power plants and boiler rooms performing production of heat energy in zone of centralized heat supply) within settlements; equity in housing construction; defense industry; participations in carrying out single military and technical policy; implementation of military and technical cooperation; in the field of forming, placement and accomplishment of the state defensive order;

3) the Ministry of information and social development of the Republic of Kazakhstan by its transformation to the Ministry of Culture and information of the Republic of Kazakhstan with transfer to it of functions and powers in spheres of culture; protection and use of objects of historical and cultural heritage; cinematographies; state symbols; archiving and documentary ensuring management; electronic document management and electronic archives; in the field of onomastics; the creative industries and commercialization of results of creative activities from the Ministry of Culture and sport of the Republic of Kazakhstan;

4) the Ministry of Culture and sport of the Republic of Kazakhstan by its transformation to the Ministry of tourism and sport of the Republic of Kazakhstan.

2. Determine the reorganized state bodies legal successors of the rights and obligations of the reorganized state bodies according to the transferred functions and powers.

3. To provide to the government of the Republic of Kazakhstan:

1) in coordination with Administration of the President of the Republic of Kazakhstan redistribution of the number of staff of the reorganized state bodies and organizations subordinated to them;

2) acceptance of other measures for implementation of this Decree.

4. Bring in the Presidential decree of the Republic of Kazakhstan of January 22, 1999 No. 6 "About structure of the Government of the Republic of Kazakhstan" the following changes and amendments:

in Item 1:

"Ministry for Culture and Sports of the Republic of Kazakhstan;" to state in the following edition:

"Ministry of tourism and sport of the Republic of Kazakhstan;";

line:

"Ministry of the industry and infrastructure development of the Republic of Kazakhstan;" to exclude;

line:

"Ministry of information and social development of the Republic of Kazakhstan;" to state in the following edition:

"Ministry of Culture and Information of the Republic of Kazakhstan;";

add with lines of the following content:

"Ministry of Water Resources and Irrigation of the Republic of Kazakhstan;

Ministry of transport of the Republic of Kazakhstan;

Industry ministry and constructions of the Republic of Kazakhstan.".

5. To impose control of execution of this Decree on Administration of the President of the Republic of Kazakhstan.

6. This Decree becomes effective from the date of its signing.
