About carrying out National Kurultai

For the purpose of further strengthening of bases of public authority, strengthening of consent in the Kyrgyz Republic, consolidation of civil society, development of national consciousness, the solution of territorial problems, and also sustainable development of the country, according to Article 11, part 2 of article 15 of the constitutional Law of the Kyrgyz Republic "About National Kurultai", Articles 70, I decide 71 Constitutions of the Kyrgyz Republic:

1. Appoint to December 15, 2023 carrying out National Kurultai in the city of Bishkek.

2. Approve:

1) quoting of 700 (seven hundred) delegates of National Kurultai according to appendix 1;

2) provisional regulations for organizing committee for carrying out National Kurultai and coordination of work on elections of delegates according to appendix 2;

3) structure of organizing committee for carrying out National Kurultai and coordination of work on elections of delegates according to appendix 3.

3. To organizing committee for carrying out National Kurultai and coordination of work on elections of delegates:

1) to carry out the corresponding work on coordination of elections of delegates according to the constitutional Law of the Kyrgyz Republic "About National Kurultai";

2) to make the decisions following from provisional regulations for organizing committee for carrying out National Kurultai and coordination of work on elections of delegates and also other necessary measures for the organization and carrying out National Kurultai;

3) to develop the draft of regulations on carrying out National Kurultai and to submit for approval of National Kurultai;

To involve 4) in accordance with the established procedure in the activities representatives of state bodies, local government bodies and experts.

4. To the Cabinet of Ministers of the Kyrgyz Republic together with Administration of the President of the Kyrgyz Republic to take the adequate measures following from this Decree.

5. Charge the organization of elections of delegates of National Kurultai to plenipotentiaries of the President of the Kyrgyz Republic in areas, local public administrations, local government bodies, the Ministry of Foreign Affairs of the Kyrgyz Republic, the Ministry of Labour, social security and migration of the Kyrgyz Republic, and also to consolidation of legal entities "Assembly of the People of Kyrgyzstan Association (in coordination).

6. To the Ministry of Internal Affairs of the Kyrgyz Republic to take measures for protection of public order and safety in the period of the organization and elections of delegates on places.

7. To impose control of execution of this Decree on management of control of execution of decisions of the President and the Presidential Administration Cabinet of Ministers of the Kyrgyz Republic.

8. This Decree becomes effective from the date of official publication.

1. General provisions

1. These Provisional regulations for organizing committee for carrying out National Kurultai and coordination of work on elections of delegates (further - Provisional regulations) regulate activities of organizing committee for carrying out National Kurultai and coordination of work on elections of delegates (further - Organizing committee), and also procedure for the organization of elections of delegates of National Kurultai.

2. These Provisional regulations are effective before adoption in accordance with the established procedure of the relevant regulating documents provided by the constitutional Law of the Kyrgyz Republic "About the National Kurultai", and also forming of the secretariat of National Kurultai according to the procedure provided by this law.
