For the purpose of implementation of the Presidential decree of the Kyrgyz Republic "About emergency situation in energy industry of the Kyrgyz Republic" of July 24, 2023 178, according to articles 13, of the 17th constitutional Law of the Kyrgyz Republic "About the Cabinet of Ministers of the Kyrgyz Republic" the Cabinet of Ministers of the Kyrgyz Republic decides No.:

1. Grant to the Department of Energy of the Kyrgyz Republic the right of determination and allocation of the parcels of land suitable for use of renewable energy resources, with subsequent their transfer of green power to Fund under the Cabinet of Ministers of the Kyrgyz Republic according to presidential decrees of the Kyrgyz Republic "About questions of transfer of lands, held for use renewable energy resources" of March 23, 2023 No. 62 and "About emergency situation in energy industry of the Kyrgyz Republic" of July 24, 2023 No. 178.

2. To Department of Energy of the Kyrgyz Republic:

- together with the Ministry of Agriculture of the Kyrgyz Republic, the Ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic, plenipotentiaries of the President of the Kyrgyz Republic in areas and heads of local district administrations to carry out inventory count of the parcels of land suitable for use of renewable energy resources, and since September 1, 2023 in accordance with the established procedure to initiate the termination of rights to use by the parcels of land intended under construction of facilities in the field of power which are used not for purpose or on which works on development of the feasibility statement, designing and construction of energy objects are not begun;

- in two weeks to develop and approve the draft of the road map about development of large and small generation of the electric power in the Kyrgyz Republic;

- in accordance with the established procedure to take necessary measures for filling of the available vacancies in system of the ministry, and also to enter contractual wages system for separate categories of positions in case of the consent of the government employee;

- by the end of 2025 to implement automatic control systems of accounting of the electric power on all territory of the Kyrgyz Republic;

- in accordance with the established procedure to acquire the special equipment in leasing or to apply alternative funding mechanisms to open joint stock companies "Naryngidroenergostroy", "Narynspetsgidroelektromontazh", the state company "Kyrgyzkomur" for the purpose of acceleration of works on construction, input of the generating energy objects and to development of coal mines;

- introduce the standard rate of annual reducing energy consumption by state-financed organizations and state companies for action of emergency mode in energy industry of the Kyrgyz Republic;

- together with local public administrations to constitute unloading schedules of power networks using in cases of exceeding of limits of electric power consumption and capacity, overload of the equipment, deficit of capacity and the electric power during passing of heating season;

- carry out work with municipalities of domicile on schedule revision of work of street lighting in evening and hours at dawn and restriction of quantity of lighting searchlights of architectural, advertizing and showcase lighting, except for emergency, emergency and security lighting of objects, restriction of advertizing LED screens and billboards, outside lightboxes;

- carry out broad information and explanatory work on questions of allocation, determination and the terminations (cancellation) of rights to use as the parcels of land intended under construction of facilities of power within execution of this resolution, and also media campaign for questions of energy saving and energy efficiency and procurement of fuel.

3. Grant exclusive right to the Minister of Energy of the Kyrgyz Republic for action of emergency mode promptly:

- perform general coordination of activities of deputy ministers of agricultural industry of the Kyrgyz Republic, natural resources, ecology and the technical supervision of the Kyrgyz Republic supervising questions of land and water fund, subsurface use, directors of Institute of water problems and hydropower of National academy of Sciences of the Kyrgyz Republic, public institution "Inventory", the state company "Kyrgyzgeologiya", heads of local public administrations, heads ayyl to okmot regarding projects implementation in the field of power in the territory of the Kyrgyz Republic;

4. To the Ministry of Agriculture of the Kyrgyz Republic in accordance with the established procedure to provide to the Department of Energy of the Kyrgyz Republic in free and unlimited use the parcels of land from lands of the state forest fund under support for construction of air-lines, trail access roads to support of power lines with possibility of delay of payment for the caused damage and lost profit.

5. To the ministry of natural resources, ecology and technical supervision of the Kyrgyz Republic:

- in accordance with the established procedure are not begun to work and initiate the termination since September 1, 2023 of mineral rights in the field of coal mining on which license areas and the areas works on coal production are not carried out of work according to the plan of conducting mining operations, works are carried out with fundamental breaches from the established requirements or subsoil users do not perform provisions of license agreements;

- together with the coal-mining companies and in coordination with the Department of Energy of the Kyrgyz Republic to determine share of the coal products which are subject to obligatory providing for the domestic market of the Kyrgyz Republic;

- till August 10, 2023 to accept the report of the state company "Kyrgyzkomur" for form 5-GR "Data on condition and change of inventories of solid minerals" the site "East" the coal field Cara-Keche;

- till August 20, 2023 to issue to the state company "Kyrgyzkomur" the license agreement No. 2 on the right of development of sites "East" and "Western" the coal field Cara-Keche and to recognize coal production for 2022 on sites "East" and "Western" the coal field Cara-Keche as force majeur circumstance;
