About the program complex "One Window"

In pursuance of paragraph two of subitem 3.5 of Item 3 of the Directive of the President of the Republic of Belarus of December 27, 2006 "About debureaucratization of the state apparatus and improvement of quality of ensuring life activity of the population" and for the purpose of enhancement of information and communication providing the sphere of implementation of ministerial procedures the Council of Ministers of the Republic of Belarus DECIDES: No. 2

1. Determine that:

1.1. for the organization of process of implementation of ministerial procedures for the list according to appendix the program complex "One Window" (further – the One Window personal computer) which is functional subsystem of the nation-wide automated information system (further – OAIS), is used if other is not established in part two of this subitem:

services "one window" – since January 1, 2024;

authorized bodies * from among district, city executive committees, local administrations of areas in the cities subordinated to them the organizations, structural divisions with the rights of the legal entity of the called local executive and administrative organs, rural, settlement executive committees (further – local authorities) – since July 1, 2024;

the state organizations in case of delegation to them in accordance with the established procedure the local executive and administrative organs of powers specified in paragraph three of this subitem on acceptance, preparation for consideration of the applications of interested persons and (or) issue of the executive decisions made by these bodies on adoption of executive decisions about refusal in adoption of statements of interested persons (further – the state organizations) – since July 1, 2024;

Local authorities and the state organizations have the right not to use the One Window personal computer in case of implementation only of ministerial procedures provided in appendix Items 58-60, 62-65, 67 and 68 by them concerning the workers;

1.2. the authorized bodies, other organizations which are not specified in paragraphs the second or fourth subitem 1.1 of this Item having the right to use the One Window personal computer for the organization of process of implementation of ministerial procedures for the decision of their heads according to the procedure, provided in subitem 1.3 of this Item;

1.3. access to the One Window personal computer is provided by means of the single portal of electronic services. Connection and ensuring access to the One Window personal computer is made based on the service provision agreement with the republican unitary enterprise "National Center of Electronic Services" (further – the operator of OAIS);

1.4. The One Window personal computer is used in case of:

registration and consideration of the applications of interested persons about implementation of the ministerial procedures given in written, oral or electronic form through the single portal of electronic services, and also the documents and (or) data attached to them;

receipt of the documents and (or) data necessary for implementation of the ministerial procedures which are not included in lists of the documents and (or) data represented by interested persons from the state information resources (systems) integrated with OAIS;

forming and the direction of requests in state bodies, other organizations within which competence submission of the documents and (or) data necessary for implementation of the ministerial procedures which are not included in lists of the documents and (or) data represented by interested persons and also when obtaining and processing answers to them is;

forming and registration of the executive decision made by authorized body (copies, statements from it, notifications on the made executive decision);

monitoring terms of implementation of ministerial procedure;

registration and consideration of the administrative complaint made in written or electronic form through the single portal of electronic services, and also the documents and (or) data attached to it of the made decision according to the administrative claim;

report generation about implementation of ministerial procedures;
