According to the subitem 1) article 31 of the Law of the Republic of Kazakhstan "About population shift", PRIKAZYVAYU:

1. Approve the enclosed Rules of presentation of confirmation of the solvency necessary for accommodation payment, and also training, the immigrants arriving for the purpose of education.

2. To provide to committee of the higher and postgraduate education of the Ministry of science and the higher education of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of science and the higher education of the Republic of Kazakhstan;

3) within ten working days after state registration of this order submission to Legal department of the Ministry of science and the higher education of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of science and the higher education of the Republic of Kazakhstan.

4. This order becomes effective after day of its first official publication.

Chapter 1. General provisions

1. Rules of presentation of confirmation of the solvency necessary for accommodation payment, and also training, are developed by the immigrants arriving for the purpose of education (further - Rules) according to the subitem 1) of article 31 of the Law of the Republic of Kazakhstan "About population shift" and provide procedure for presentation of confirmation of the solvency necessary for accommodation payment, and also training, the immigrants arriving for the purpose of education and also determine its size.

2. These rules do not extend to the immigrants who are ethnic Kazakhs.

3. The students accepted in the organizations of education realizing educational programs of technical and professional, postsecondary, higher and postgraduate education, including for organized programs of exchange of students and passing of training courses treat the immigrants arriving to the territory of the Republic of Kazakhstan for the purpose of education (further - immigrants).

Chapter 2. Procedure for confirmation by immigrants of the solvency for training and accommodation

4. The organizations of education annually establish the cost of payment of training and accommodation in student residence for the immigrants arriving for the purpose of education.

5. For confirmation of the solvency the immigrants staying for the purpose of education provide the certificate of condition of the current bank account in the organization of education.

6. The organization of education within 5 working days from the moment of receipt of the certificate of condition of the current bank account signs the agreement on rendering educational services.

7. In case of insufficiency of means on the current account of the immigrant the organization of education makes the decision on refusal on the conclusion of the agreement.

8. The payment amount for training and accommodation specified in the certificate of condition of the current bank account is established in the amount of at least the cost of payment in one year of training and accommodation in student residence.
