In view of the increased possibilities of the state as a result effectively and the measures for building-up of its economic power and improvement of social living conditions of our citizens which are consistently carried out in all industries and from now on steadily to raise people welfare, and also for the purpose of accomplishment in new conditions of the resolution of the President of Turkmenistan No. 958 of September 30, 1992 - "About free provision to the population of Turkmenistan of electrical energy, gas and water" and the resolution accepted Hulk Maslakhata of Turkmenistan on August 15, 2003, I decide:
